It includes determining the responses required, in terms of the services and resources necessary to maintain traffic flow, in line with operational requirements There is one element: 1 Monitor and respond to meteorological information affecting the road network Skills for Justice National Occupational Standards for Traffic Management Page 1 Final version approved March 2009 Element 1 Monitor and respond to meteorological information affecting the road network Performance Criteria To meet the standard, you 1 monitor weather forecasts affecting the geographic area for which you are responsible, using forecasts from credible sources 2 monitor forecasts at a frequency appropriate to maintaining operational effectiveness, taking into account the prevailing and anticipated weather conditions and operational needs 3 assess the forecasts and evaluate their impact upon the actions and resources appropriate for maintaining traffic flow on the road network 4 undertake cross-checks of forecasts using relevant sources where necessary 5 determine the correct response to the meteorological information obtained, agreeing this with the relevant person(s) where necessary, in line with your organisation’s requirements 6 identify correctly those parties to be involved in providing any relevant services 7 notify correctly the relevant person(s) of the response, taking the necessary action towards deploying the services required where appropriate 8 make arrangements for relevant warning signs and information to be made available to those road users affected 9 monitor actual weather conditions, reviewing the appropriateness of the response implemented, and take the relevant steps to adjust the response where required Skills for Justice National Occupational Standards for Traffic Management Page 2 Final version approved March 2009 Unit JA203 Monitor and respond to meteorological information affecting the road network Knowledge and Understanding To meet the standard, you need to know and understand 1 Your organisation’s operational procedures relating to monitoring and responding to meteorological information 2 The types of weather conditions likely to have an adverse impact upon traffic flow on the road network, and the associated responses appropriate to minimising such impact 3 Critical areas on the road network within your area of operations affected by adverse weather conditions and their impact upon traffic flow 4 Credible sources of meteorological information and the importance of crosschecking relevant sources when determining weather forecasts 5 The principal partner organisations available to provide support services in addressing the impact of adverse weather conditions upon the network, the circumstances when they would be deployed, and arrangements for engaging such organisations 6 Your organisation’s arrangements for providing information to road-users regarding adverse weather conditions, including those external organisations that can be used to provide public information 7 The importance of monitoring the actual weather conditions affecting the road network and how to do this 8 The importance of evaluating the effectiveness of the response implemented, and of adjusting the actions taken where necessary, and how to do this 9 Your levels of responsibility and authority associated with monitoring and responding to meteorological information, and the actions appropriate should such levels be exceeded Skills for Justice National Occupational Standards for Traffic Management Page 3 Final version approved March 2009
