Yearly Report for Non-licensed Landfill Sites
 You must complete the Non-licensed Report if you are an occupier of a non-licensed
landfill site. This applies to non-licensed landfills in all areas (Sydney Metropolitan
Area, Extended Regulated Area and Rest of New South Wales).
 The requirement to report Yearly is provided under Clause 47(5) of the Protection of
the Environment Operations (Waste) Regulation 2005 which specifies “Within 60 days
of the end of each subsequent financial year, the occupier of a landfill site to which this
clause applies must provide, in the approved form, the EPA with such information as
the EPA requires in respect of the landfill site. Maximum penalty: 200 penalty units in
the case of a corporation, 100 penalty units in the case of an individual.”
 The Non-licensed Report must be completed even if the non licensed landfill has
received no waste.

Getting started
 The Non-licensed Report (Form WISNL.1) must be used with the User Guide. You
must complete the Non-licensed Report. The EPA will accept no other form. The
numbers in the Non-licensed Report correspond to the numbers in the User Guide. You
will find useful definitions in the User Guide.
 As an occupier of a non-licensed landfill you must provide us with the information
requested in the Non-licensed Report, in the manner required
 If you need more space, please photocopy the relevant page of the Non Licensed
Report and provide the additional details.
 Enter all amounts in metric tonnes or cubic metres. If your facility does not have a
weighbridge, multiply the number of vehicles by the relevant weight factor (see Weight
Factor table on page 22 of the User Guide) and record as one total.
 You will find useful definitions from page 15 in the User Guide.
