Oil Spill Response Task List - Office of Environmental Policy and Compliance (OEPC) Oil Spill Incident: ____________________________________ Federal Project Number: ___________________________ The OEPC agrees to provide the following response assistance (tasks identified by OEPC X and FOSC/FOSCR initials) in accordance with the attached Pollution Removal Funding Authorization (PRFA). A. OEPC Participation in /Coordination with Unified Command ____1. Acts as a first federal official until arrival of the predesignated OSC. ____2. Participation in any incident response decisions that may affect Tribal Reservations and DOI-administered lands and waters, e.g., units of the National Park System, National Wildlife Refuge System, Public Lands, National Historic Sites, etc. B. OEPC Coordination of Response Assistance ____1. Coordination of DOI response assistance pursuant to the National Contingency Plan, Regional Contingency Plan, Area Contingency Plan, Sub-Area Contingency Plan, Incident Command System (ICS), DOI Emergency Preparedness and Response Strategy, and as requested by the FOSC. C. OEPC Support for Incident Response Planning ____1. Coordination of following DOI planning expertise to protect or mitigate loss and damage to DOI-administered lands and waters, tribal reservations, fish and wildlife resources, federally listed species and designated critical habitats, and/or historic properties and cultural resources: ____2. BIA assistance in coordination, communication and access to Indian Lands and Tribal Officials; ____3. BLM advice and expertise on Public Lands, including oil and gas exploration, development, production and pipelines; ____4. BOR advice and information on operation, control and maintenance of water systems and related resources, including dams, reservoirs and channels. Expertise in engineering and hydrology; ____5. FWS advice on threatened and endangered species, migratory birds, anadromous fish, certain marine mammals, sea turtles on-shore, and historic properties to include appropriate clean-up techniques, actions and endpoints. Oversight of bird hazing, collection and treatment activities, and coordination of all federal permitting activities for hazing, collecting, rescue, and holding migratory birds, certain marine mammals, federally listed species. Access to National Fish Hatcheries and National Wildlife Refuges; ____6. USGS advice in mapping, geology, seismic data, biological resources and hydrology, including real-time flow data; ____7. MMS advice in trajectory modeling, crude oil characterization, in-situ burning, sorbents, chemical dispersants, and pipeline worst-case discharge modeling. For spills involving outercontinental shelf facilities, assistance in source identification, and responsible party notification, oversees spills abatement, and resumption of operations. Access to Ohmsett, the National Oil Spill Response Test facility; ____8. NPS access, advice and participation in activities affecting NPS lands (National Parks, Seashores, Recreation Areas, Historic Sites Trails), historic properties and cultural resources, and wild and scenic rivers; ____9. OSM advice on surface coal mining, including abandoned coal mined lands, coal outcrop fires, waste bank stability, and toxic drainage; and, ____10. OAS access to DOI-approved aircraft, including on-scene inspection and certification teams and arrange for air traffic control via the Federal Aviation Administration. ____11. Carry out duties of the Agency Representative in ICS response management, i.e., reporting to and obtaining briefings from the Liaison Officer or Incident Commander, coordinating with DOI and cooperating agency personnel, attending briefings and planning meetings, providing input on the use of DOI resources, ensuring the well-being of DOI personnel assigned to the incident, advising the Liaison Officer of any special DOI needs or requirements, reporting to OEPC HQs on a regular schedule, ensuring that all DOI personnel are properly accounted for and released prior to departure, meeting with the Liaison Officer or Incident Commander for debriefing prior to departure. 2 D. OEPC Support for Incident Response Operations ____1. Leadership and coordination for all aspects of DOI response assistance in order to promote consistency in carrying out DOI roles and responsibilities pursuant to the National Contingency Plan, Regional Contingency Plan, Area Contingency Plan, Incident Command System (ICS), DOI Emergency Preparedness and Response Strategy, and as requested by the FOSC. ____2. Reconnaissance of spill site and response operations for purpose of gathering information on effectiveness and recommending operational and planning enhancements. ____3. Consultation with the FOSC, or as requested. ____4. Daily accounting (estimates) of costs for rendered services. E. OEPC Assistance for Media Relations ____1. Assistance to the FOSC in news briefings and public meetings. ____2. Reception and handling of telephone inquiries and requests for assistance by the public. ____3. Participation in the Joint Information Center. F. OEPC Salaries, Travel, Lodging, Meals and Telephone Use for the Response ____1. Reimbursement of salary costs, including benefits and overtime. ____2. Reimbursement of transportation costs, i.e., airline, train, taxi, shuttle, car rental, POV, fuel, parking and tolls. ____3. Reimbursement of lodging, meals and incidental expenses at current CONUS rate. ____4. Reimbursement of costs of response-related telephone use (not monthly fees). G. Maintenance of OEPC Response Equipment and Supplies Used in the Response ____1. Decontamination, cleaning, normal maintenance, repair, replacement and disposal of discharge or response-damaged OEPC property. ____2. Disposal and replacement of supplies expended or damaged as part of the spill response. G.
