POLICY NO. 0430 (a) MANTECA UNIFIED SCHOOL DISTRICT COMPEHENSIVE LOCAL PLAN FOR SPECIAL EDUCATON The Board of Education approves the declaration by the California State Legislature that “all individuals with exceptional needs have a right to participate in free appropriate public education and that special education instruction and services for these persons are needed in order to ensure them of the right to an appropriate educational opportunity to meet their unique needs.” In order to meet the needs of children with exceptional needs as completely as possible, the District is a fully participating member of the San Joaquin County Consortium for Special Education Services Region (SESR), with the county schools office serving as the Responsible Local Agency (RLA). The Superintendent of Schools is instructed to extend the full cooperation of the district to the San Joaquin County Consortium for Special Education Services Region and the RLA. On approval of the local plan for special education by the Manteca Unified school District Board of Education, it shall have the strength and status of policies and regulations of this District, and the regulations and procedures of the special education services region (SESR) shall be applied as though they were regulations and procedures of this District. A copy of the local plan for special education of the San Joaquin County Consortium for Special Education, SESR, together with appropriate regulations and procedures, shall be available for inspection at the office of the Superintendent of schools and at such other locations as the Superintendent directs, as well as at the office of the RLA. The responsibilities of the Board of Education in respect to the local plan for special education are: 1. To submit, in conjunction with other member districts and the RLA, a local plan for special education, according to the requirements and specifications of Education Code Section 56200. 2. To cooperate with the county office and other school districts in planning its option under Education Code Section 56170, and give the county office at least one-year notice prior to implementation of an alternate option. To cooperate with the county office to assure that the plan is compatible with other local plans in the county and any county plan in a contiguous county. 4. To submit to the county office any alternative plan developed under subdivision (a) or (b) of Education Code Section 56170 for review by the county office. 5. To join with the county office in countywide planning for implementation of Education Code Section 56140 (a).
