Historic Preservation Commission Meeting
September 15, 2009
6:00 p.m.
THOSE PRESENT: Jay Hicken, Alma Leonhardt, Kaye Lyn Harris, Hoyt Kelley,
Adrian Gale, Karl Seethaler
Excused: Marie Olsen
Minutes taken by Brenda Nelson
MOTION by A. Leonhardt to approve minutes of August 18, 2009. Second by J. Hicken.
All in favor.
Item 1. Discussion on sauerkraut dinner activities
A. Gale reported that he noticed the signs are up throughout the City telling about the
sauerkraut dinner. He wondered about the wording saying the “4th Saturday in October”
and asked if this was the same dinner. The sign is worded this way so it can be used
every year. A. Gale has met with Dennis Watkins of Watkins Printing about publicity for
the book sale. Watkins will print little flyers to hand out to people as they come to the
dinner. Also some pictures from the book will be enlarged and put in the hallways. The
book signing will be set up at the top of the gym right next to where the tickets to the
dinner are sold. A. Gale will be in touch with Watkins again to make sure they have
everything ready. He sees no need for his committee to meet again.
J. Hicken suggested putting a table with a book on it at the south entrance so people will
see it as they leave. It will be a reminder to them if they forgot to check out the book
signing area. H. Kelley asked if we have an idea of the price of the book yet. A.
Leonhardt explained that he, J. Hicken and B. Nelson met with Dennis Watkins and
Elizabeth Shaw, the designer of the book, last week. D. Watkins said we could have 50
color pages and still have the cost at $49.95 or less. The book is smaller than the last one
– only about 250 pages. It does not have the biography section the last book had. A.
Leonhardt reported that they were shown a variety of colors for the cover of the book.
They chose a dark blue with gold foil lettering.
A. Gale agreed that a table at the south exit would be a good idea. Someone could sit
there and answer questions and encourage people to go take a look at the book. K.
Seethaler clarified that there will be no other displays set up. A. Gale said since we have
already had a quilt show, and the Providence 2nd Ward had a big display with their
centennial program, there was no need to do this over again. A. Leonhardt suggested
putting the two older copies of Providence and Her People on display with the new
edition. Commission members could be assigned times to sit at the table and talk with
people. A. Leonhardt stated that the City owns two copies of the first book written in
1949, and he could bring his copy of the 1974 edition. K. Seethaler asked if the City
plans to reprint any of the older editions. A. Leonhardt said the only way would be to
take the book apart and scan the pages. J. Hicken wondered if there was any interest in
the older editions. We could take names of anyone interested in those volumes. H.
Kelley felt we should concentrate on selling this edition and not worry about the older
editions now. J. Hicken agreed that this volume would have enough history in it that you
wouldn’t need to purchase the previous editions. A. Gale felt that it would not be good if

we fragment ourselves too much. K. Seethaler noted that he still feels there is an interest
in the book and would like to have a price of what it would cost to reprint them. K.
Seethaler said he would check with Watkins and see what the price would be.
B. Nelson reported that the supplemental grant applied for last month was not approved.
There were too many applications and not enough funds. We had hoped to have grant
money to produce the 1940 celebration dvd and booklet. A. Leonhardt wondered if we
could use the money we had planned to use as a match for the grant, to make the dvds.
We know that Watkins would do the dvd for $3.50 each. B. Nelson felt we could make
the booklet copy at the City Office. It is only two double sided pages.
A. Leonhardt said he will speak to D. Watkins about making the dvds. He reported that
Watkins has done a nice job with the dvd. It has been slowed down so instead of taking
17 minutes, it takes about 25 minutes. There are headings and it states that it was filmed
and donated by Seth Alder. We decided not to put a sleeve in the back of the book
because it would cover up the picture on the back cover. We will put the dvd in a sleeve
and hand it out with the book.
We have until the end of the month to make changes or additions to the book. Then it
will take a month to get it printed. B. Nelson handed out draft copies of
acknowledgements. She asked if we should have information about Bob Parson on this
page or on a separate page titled “About the Author”. The consensus was to give him a
whole page at the end of the book. After reading the acknowledgement draft a MOTION
was made by K. Harris that B. Nelson be added to the acknowledgements. A. Leonhardt
seconded the motion. All in favor. B. Nelson asked if anyone else should be added. J.
Hicken suggested asking B. Parson if he had any others to add. J. Hicken wondered if we
should mention the City Staff. B. Nelson added that Sheri Ward was mentioned and did
the bulk of the work.
B. Nelson told the Commission about the forward of the last book where it told how
difficult it was for the group of 5 men who did the first book to come to agreement on it.
It took an outsider to sit down with them and get them to compromise. Anytime you
write a book about a community, there are people who are not satisfied with it.
Item 2. Discussion of the history book.
We have covered this topic already.
Item 3. Discussion of the supplemental grant.
We have covered this topic also.
Time Capsule:
We are still gathering items to put in the time capsule to go in the monument.
A.Leonhardt reported that he has newspaper articles such as the election of Pres. Obama,
the Mt. Crest baseball team winning, etc. K. Harris asked if they had an article about the
downturn in the economy and the bankruptcy of big banks and auto companies. A.
Leonhardt said they did. The items are put in plastic bags. Oxygen tablets are added that
take the air out. A. Gale asked about the state commemorative quarters. A. Leonhardt
wondered where he could get a set. B. Nelson will send him information because her
husband purchased a set. J. Hicken stated that he read an article on time capsules and
learned that they should encourage people to do things of a historical nature. A.

Leonhardt will have the principal of the elementary school take pictures of the two
youngest classes. This will be fun to look at in 50 years when they open it. They also
included statements from the school children on what they thought life would be like in
50 years.
J. Hicken said his wife suggested putting in an ad from a store like Maceys so you could
see the prices of food. A dvd and booklet will be added. K. Harris asked if there was any
general information about Providence, such as the population. A. Leonhardt said they
have some articles from Ken Braegger. K. Harris felt that we need something telling the
demographics of the city. A. Leonhardt said we have a picture of a gas pump sign
showing the price of gas. K. Seethaler asked K. Harris if she would draft up such a
document. K. Harris said she could. She said there are timelines in the back of history
books she uses in teaching that compare what things were like at different times. If
anyone thinks of additional information, let A. Leonhardt know.
Item 4. Report on gravesite preservation workshop.
B. Nelson attended a workshop on preserving historic headstones. She reported that she
learned about cleaning the stones and repairing them. The presenter actually dug around
a headstone that had sunk and raised it up and cleaned it. This is something that would
require a professional to do. B. Nelson said she had hoped we could apply for a grant to
pay to have some older headstones repaired. She mentioned it to Debbie Dahl and Cory
Jensen of the State Division of History. She read an email from them stating that neither
headstone repair nor museums are eligible for a grant. Cory Jensen went on to say that if
a building was in the historic district, you could do research on it, or repair it, but they
wouldn’t pay you to buy it to use as a museum. He suggested we apply to do more
intensive level surveys. Even if we have already approved the district, we can do
comparison surveys, or just informational surveys on other sites within the district.
K. Seethaler felt we should still push to get the Bartschi blacksmith shop as a museum,
but the Theurer home on Main Street is another option. It is for sale right now and at a
reduced price. He picked up a flyer about the home. It has parking and is in a good
central location. The $234,000 price tag may be negotiable. The owner purchases older
homes like this one and fixes them up for resale.
J. Hicken asked if we are ready to act if we get the go-ahead on the Bartschi shop. Do we
need to bring this up to the Council? He felt we need to have a plan or proposal for them
on how we would maintain the building, etc. He felt we need to take a night and open
this up for discussion. K. Seethaler agreed that once the book is done, that is the end of
the projects for the year. We need some new direction. J. Hicken suggested we dedicate
the Oct. or Nov. meeting to this discussion. He added that we have two things in our
favor with the blacksmith shop: 1) The family is all in favor of this idea and 2) Brent
Bartschi’s health is very poor, and he would like to have something settled on it. His
main concern is what to do with his cars he has stored there. A. Leonhardt stated that the
shop would be easier to get, but much more work before it is usable. J. Hicken said we
would have to treat it like “Extreme Makeover”. Much of the work would have to be
done by volunteers. H. Kelley felt people would donate their services if they could see
how much it would benefit everyone, such as artists, or people with museum pieces like
Keith Watkins and Ken Braegger. The Theurer home is totally different – heated, already
to use.

MOTION by J. Hicken that we talk about museums in Oct. or Nov. Second by H.
Kelley. All in favor.
K. Seethaler asked if there were other ideas to put on the table that we could apply the
CLG grant to. The grant application needs to be in by Feb. K. Harris felt that since our
next meeting is right before the Sauerkraut Dinner, we should worry about grants after
that. MOTION by K. Harris that we modify J. Hicken’s motion to say we discuss the
sauerkraut dinner and identify grant possibilities in October. Then in November we can
discuss museums. She also moved that we accept the acknowledgements as written.
Second by H. Kelley. All in favor.
Other business:
J. Hicken asked if one of the Sons of Utah Pioneer Magazines that H.Kelley provided for
each member should be included in the time capsule. It has a section on the history of
Providence.
J. Hicken reported that there have been 40 pavers added to the pioneer monument.
B. Nelson reminded the Commission to look at the website. She explained that Sheri
Ward has placed a slide show of 124 pictures there of the city celebration. J. Hicken
wondered if we should print business cards with the website address on to hand out.
A. Leonhardt felt we should have the dvd that Dave Low put together handed out along
with the book. He wondered if we could make the copies here at the City Office. J.
Hicken wondered if we have any liability if we print pictures of people in the book
without their permission. The last page of the book is going to be a collage of pictures of
things that make Providence a great place to live. We have a number of pictures taken
during the city celebration. H. Kelley complimented the group of the pictures of the
book. B. Nelson had a draft of the book for members to look through.
J. Hicken asked if the members wanted to see the final draft before submitting it or
should we just turn it in. B. Nelson will get a copy and have it available at the city office
for people to look at. She will let everyone know when it is available.
MOTION to adjourn by K. Harris. Second by A. Leonhardt. All in favor
Next meeting will be Oct. 20 at 6:00 p.m.
Meeting adjourned at 7:25 p.m.
