ViNA Board of Directors
December 5, 2012
Present: Directors Diane Spector, Claire Shaw, Ann Kaari, Kris Brogan, and David Younk; Kristopher
Ehlert and Duane Atter – excused; and staff-Debbie Nelson.
The meeting was held at the ViNA office was called to order at 7:10 by Chair Diane Spector.
The Board requires all committees to document current membership, note members attending
committee meetings, and identify the meeting date/time/location on each committee’s monthly minutes.
The Agenda was approved with the addition of Give MN.
The Minutes of November 7, 2012 were approved with the correction of the public meeting date regarding
the plans for Ryan Lake and the address of the property on Thomas Ave.
Treasurer’s Report – Ann Kaari briefly reviewed the budget and financial reports. The Livability/Housing
Committee will discuss a motion to move housing program income funds to the home loan program. The
report was accepted by the Board.
COMMITTEE REPORTS
Business Committee: Chair David Younk reported the third wave of branding/marketing of the Discover
Victory campaign is underway. The Board discussed the final business and resident surveys that need to be
completed by the end of the year. Kris and Debbie will meet with Rebecca St. Martin to get the survey
completed.
Events Committee: Chair Ann Kaari reported on the Holiday on 44th and the need for volunteers.
Environment Committee: Chair Diane Spector reported on the public meeting regarding Ryan Lake –
approximately 25 people were in attendance. David Younk and Kris Brogan recommended canoe storage
racks be included in the development plan. A volunteer has stepped forward to remove buck thorn from the
area.
MOTION: Diane Spector made the motion, David Younk seconded: ViNA will purchase a buck thorn
removal tool at a cost of $30.00, to come from unrestricted funds. Board approved the motion.
There will be no dinner and a movie series in 2013.
Housing/Livability Committee: Claire Shaw reported there will be a January Block Leaders and Key
Communicators event. The committee will provide chili for the event. The Environment Committee will be
invited to make a presentation on environmental issues facing the community and how the members can
participate to inform neighbors of the issues. The committee will not meet in December.
Community Volunteering & Fundraising Committee: No committee at this time.
Staff Report: Debbie Nelson presented her report followed by a brief board discussion. There will be a
meeting on January 14th at 3:00 to discuss the 44th/Penn/Osseo Road plan. Debbie and Duane will represent
the neighborhood at the meeting.
Unfinished Business:
2013 Budget: Ann Kaari presented the final budget report. Ann Kaari moved to accept the 2013 Budget;
motion was seconded by Diane Spector. The Board approved the motion – 2013 Budget.
2013 Calendar was presented. Ann Kaari moved to accept the calendar with the correction of the date for
Holiday on 44th, Diane Spector seconded the motion. Board approved the motion with correction.

CPP Neighborhood Priorities:
1. More businesses in the neighborhood: possible business incubator.
2. Change perception of being safe in north Minneapolis: develop strategies to change perception
3. Tied in the survey: (a)Traffic at 44th and Penn (b)Follow up by City on Problem Properties:
(a)Meeting with City officials in January to follow up on the presentation in November
(b)Livability Committee working with rental property owners to do a better job of screening
tenants.
Give MN raised $475 for the Victory Neighborhood.
New Business:
NRP Plan Modification: A motion was made by Diane Spector and seconded by Ann Kaari to fund
neighborhood events and business development. The motion is…The VINA NRP Phase II plan be modified
so that $24,999 from Strategy A.1.4.1 Rehab of Vacant Properties be reallocated; $10,000 to Strategy
C.2.1.1. Neighborhood Events and $14,999 to Strategy E.2.1.1, Local Businesses and ViNA Partnerships.
The motion was approved by the Board.
December meeting: Debbie sent letters to the local school principals to ask them to join the community on
December 12th for a discussion about school programs. Three principals have responded: Noble Academy,
Loring School, and Olson School. Tim Hammett will also make a presentation at the meeting. This meeting
is the neighborhood’s annual holiday dessert meeting – looking forward to desserts brought to the meeting.
January Newsletter: Include survey on home based businesses, Ryan Lake Update, 44th and Penn update,
2013 Neighborhood Priorities, staff for Youth Corp program, and a profile of the newest member of the
Board: Claire Shaw.
January Board Meeting will be on January 2nd at 7:00 at Debbie Nelson’s house.
Kris will contact Jana Shortal at KARE 11 news and invite her to do a story on Holiday on 44th.
Next Board meeting to be held January 2, 2012 @ Debbie Nelson’s house.
