It shall be policy on the Grand Mesa, Uncompahgre and Gunnison National Forests to charge commensurate use surface rock replacement on all commercial timber sales that use Forest Service controlled roads. Costs for gravel replacement vary with the size of the crushing operation and the distance from the pit to the application point. Our charge should be based on the average-sized crushing operation of approximately 10,000 to 15,000 cubic yards. If the forest average cost is not appropriate, obtain current costs from Engineering. The following Surface Rock Replacement Cost Bulletin will be used for calculating costs for timber sales and shall be included in timber sale packages when surface rock replacement deposits are being collected. Document all assumptions upon which the costs are based. This process will provide uniformity in calculating the surface rock replacement deposits. Engineering will revise the costs annually or when new data is available. A revised surface rock replacement deposit calculation must be prepared if an alternate haul route is selected by the purchaser. The revision must be documented in the same manner as the original calculation and incorporated into the contract folder.
