SPECIAL CELL 14.12.2009 A team led by Inspr Govind Sharma and Inspr Subhash Vats under the supervision of Shri Bhisham Singh have busted a racket involved in printing and circulation of Fake Indian Currency. Three persons namely Rahis, ( Aged 27 years ) r/o Meerut Uttar Pradesh; Jaspal Singh @ Jassi, ( Aged 28 years) r/o Tilak Nagar, New Delhi and Mohd Ashraf r/o Jaffrabad, Delhi were apprehended . A large quantity of Fake Indian Currency Notes, unfinished Fake Indian Currency Notes, computer and peripherals used in printing Fake Indian Currency has been recovered. Information was received in the Special Cell that Rahis and Jaspal are involved in printing and circulation of FICN and they are based in Jhilmil area. Accordingly sources were deployed and surveillance was mounted. On 12/12/2009, specific input was received that Rahis and Jaspal would deliver a consignment of FICN on main road, Vivek Vihar Phase II, Delhi and they will be riding on Motor Cycle having registration No. DL 4S AN 7776. A trap was laid and Rahis was apprehended at 6.10 PM when he came to deliver consignment of Rupees Ten Thousand FICN each of Rs. 500/denomination to someone on motorcycle. A case under the appropriate sections of law was registered at PS Special Cell, Lodhi, Colony, New Delhi. Rahis disclosed that he along with Jaspal Singh are involved in printing and circulation of FICN in a house in Pratap Khand, Jhilmil Colony, Delhi. A raid was conducted at the house in Pratap Khand, Jhilmil Colony, Delhi and accused Jaspal Singh was apprehended while he was printing FICN with the help of computer and printer. A sum of Rs. 70,000/- fake Indian currency notes were recovered from the house and the accused persons besides computer, peripherals, dye and other material used in printing FICN. On sustained interrogation Rahis disclosed that he was earlier apprehended with a consignment of of Rs 11 Lakh of Fake Indian currency notes in the year 2004. He came in contact with Japal Singh in Tihar Jail. Jaspal Singh has been earlier arrested in Fake Visa preparation case in year 2004. About 6 months back after their release from jail both came together to earn fast money. Rahis and Jaspal purchased a computer, scanner and printer and started printing and circulating fake Indian Currency. Till date approximately 5 Lakhs of FICN has been printed and circulated by them. Both accused adopted a modus operandi in which they used to first scan the Rs 500/denomination Indian currency note using a particular software. The canon printer is used for printing the FICN. A thin paper sheet of 35 gms was cut to the size on which two Rs 500/- denomination Indian currency note could be scanned. The thin paper was then pasted on a white thick photocopy paper. With the help of the computer both the sides of Rs 500/- denomination Indian currency note are printed separately. The number and series is also changed to avoid duplicity in one consignment. With the help of the dye machine a green color strip is pasted on the front side having RDI Mark (similar to RBI mark). Glue is kept on one corner alongside the margins and with the help of the roller, the printed notes are the pasted back to back to make a complete fake Rs 500/- denomination Indian currency note. A green coloured strip was also kept in between before pasting the two sheets to give impression of security thread as found in genuine currency note. The margins of the note are then cut with the help of scale and blade to give them shape as that of genuine Rs 500/denomination Indian currency note. The dead body of Sazia brutally disfigured and burnt. Recovered Swift Car in which Sazia was murdered and Motorcycle on which Sazia was last taken from her rented room. A team of officers of Special Cell under the supervision of Sh. Ravi Shanker, ACP led by Inspector Brahamjeet Singh, SI Pankaj, SI Praveen, SI Pramod Kumar, ASI Khem Singh, ASI Bhim, HC Shivbeer, HC Jasbeer etc. have worked out the sensational Sazia murder case of PS Nangloi, Delhi and arrested three accused persons namely 1) Narender, ( aged 32 years ) r/o Bakarwala, Delhi 2) Lalit Sharma @ Lovely, (aged 23 years ) and 3) Raj Rani Sharma, (aged 40 years ) both r/o Uttam Nagar, Delhi. The facts of the case are that a girl namely Sazia Urus, aged 21 years r/o Phulwaria Sareef, Bihar, was picked up by one unknown person from her rented room 642B, Mundka, Delhi on 23.09.2009 at about 8.00 PM on a red coloured Hero Honda Motor Cycle bearing No.DL-4S-AZ1867 in the presence of landlord Ajit Singh. Thereafter, the whereabouts of Sazia was not found and she never came back at this rented house. On 14.10.2009, a case FIR No. 411/09 dated 14.10.09 u/s 365 IPC was registered at PS Nangloi, Delhi on the complaint of Sazia’s brother. On 27.11.2009, the case was transferred to Special Cell. After through investigation of the circumstances of the case, the suspects namely Narinder and Lalit Sharma were called to join investigation on 07.12.2009. After sustained interrogation, both the accused persons confessed their involvement alongwith Smt.Raj Rani Sharma in the kidnapping and murder of Sazia. Narinder and Lalit Sharma were arrested on 07.12.2009 and subsequently Raj Rani Sharma was also arrested on 08.12.2009 keeping in view her involvement in this case. During the course of investigation, it has been revealed that Sazia was doing an Aircraft Maintenance Engineering Course from JRN Institute, Mundka, Nangloi, Delhi and was residing in a rented room at Mundka, Nangloi, Delhi. In the month of January 2009, Sazia made a PCR call regarding her quarrel with the son of her landlord. During the enquiry of this call, SI Rajinder Sharma who was posted at PS Nangloi came in contact with Sazia. Thereafter he remained in touch with Sazia and intimacy between the two developed. In the month of September 2009, Sazia started blackmailing Rajinder Sharma and demanded Rs.One Lac. Sazia threatened him on the pretext that if he would not pay her money she would made complaint against him in police station and also spoil his reputation in media. On this, Rajinder Sharma gave her a cheque of Rs.35,000/- and Rs.65,000/- in cash. On 16.09.2009 Raj Rani Sharma w/o Rajinder Sharma came to know about the transaction of Cheque which Rajinder Sharma had given to Sazia. His wife and son opposed this and on the same night Rajinder Sharma, his wife and son came at the rented room of Sazia and took back the said cheque of Rs.35,000/-. Thereafter Sazia started putting pressure on Rajinder Sharma for money and Rajinder Sharma paid Rs.35,000/- in cash to Sazia without informing his family. On 20.09.2009, SI Rajinder Sharma departed for Kerala on an official tour but had left his mobile. On 23.09.2009, Sazia made a call at Rajinder Sharma’s mobile which was attended by Narinder, nephew of Raj Rani. Sazia wanted to talk to Rajinder Sharma but was informed by Narinder that Rajinder Sharma had gone out of Delhi and left his mobile at home. On this Sazia requested Narinder to pick her up as her landlord was creating problems for her. Accordingly Narinder went to her rented house at about 8.00 PM on red colour Hero Honda and took Sazia from there. Narinder tried to drop her at Peera Garhi, but Sazia insisted on accompanying him. Finally, Narinder took her to his home at Sector-16, Rohini, Delhi. On 24.9.2009, Narinder visited the residence of Rajinder Sharma in the morning and told his Bua Raj Rani about the stay of Sazia at his residence. All these then discussed about her blackmailing and her threat to ruin the family and so finally decided to eliminate Sazia. On 25.09.2009, Sazia told Narinder that she was feeling unwell. Narinder seeing this opportunity injected Diazipam injection to Sazia and called Raj Rani and Lalit at his residence. Narinder, Raj Rani, Lalit alongwith Sazia then proceeded to Badhra, District Hanumangarh, Rajasthan in Swift Car No. DL-9C-Q5986 on 25/09/2009 at about 11.30 PM. Narinder Singh’s wife also insisted on accompanying them and so she also came in the car. They convinced Narinder’s wife that Sazia would get well after visiting the temple there. Narinder got filled the tank of car from the petrol pump and also took about 4 litres of extra petrol in two empty bottles. During the journey he gave another injection of diazepam to Sazia as she was getting conscious. After that Narinder strangulated Sazia with her Chuni in the moving car. This was protested by Narinder’s wife and there were arguments between them on this. After crossing Bhadra Railway Line, Narinder and Lalit took out the dead body of Sazia from car at a lonely place in the early morning on 26.09.2009 and carried the dead body about 20 feet inside from the road. Narinder burnt the dead body of Sazia with the help of petrol etc so that dead body could not be identified. Thereafter, all sat in the car and left the place immediately towards Gorakh Tila. After visiting the temple, they came back to Delhi. On enquiry, it was found that a dead body was found in the area of PS Bhadra, District Hanumangarh, Rajasthan on 26.09.2009 itself and an inquest proceedings have been done in this case by PS Bhadra. Narinder is a BAMS Doctor and runs his clinic in Village Bakarwala, Delhi while Lalit is Bachelor of Pharmacy from Indraprastha University, Delhi. The swift car and motorcycle have been seized. A team consisting of HCs Satish, Mahesh, Ajeet and Constable Vijender under the supervision of Inspr.Kulbir Singh, SHO/Neb Sarai and Shri Sanjeev Kumar Yadav, ACP/Mehrauli was formed. The team so formed worked relentlessly and collected details of several criminals with similar modus-operandi and activated their secret informers to collect the information about the gangs, involved in these auto lifting. These details were analysed minutely and the hard work of team bore results when a specific information was received that on 12.12.209 members of this gang would visit Neb Sarai in order to commit a crime. As per information, the team laid a trap and apprehended both the above mentioned accused Malkhan Singh and Deepak from the ridge area behind L Block. INTERROGATION, MODUS-OPERANDI & PROFILE The sustained interrogation of both the accused led to working out of 26 cases of M.V. Thefts of Police Stations R.K. Puram, Malviya Nagar, Fatehpur Beri, Saket and C.R. Park. At their instance, 9 stolen motorcycles and one scooter have been recovered from different parts of Delhi. Investigation is going on and efforts are being made to ascertain the ownership of these stolen vehicles. Both the accused have earlier worked as drivers and knew driving all types of vehicles. Besides, Bunty @ Malkhan Singh also worked as motor mechanic and is expert in bypassing ignition switch / lock of vehicles. Further, they have also developed friendship with their colleagues drivers working at various taxi stands and other places. They were about to steal a Maruti Zen Car from Rohini Area, whose key they had already obtained from its driver after giving him assurance of getting handsome share of money from sale proceeds of car after theft. According to the eyewitness, five armed men barged into Development Credit Bank, Mayur Vihar Phase III situated in the area P.S. New Ashok Nagar, Delhi overpowered the security guard, snatched his weapon injured him, held the bank employees hostage on gun point and decamped with Rs. 7.39 lacs present with the cashier and fled in two motorcycles. This daring bank dacoity was conducted in a matter of five minutes. It appeared that this bank dacoity was well planned and executed by professional and desperate criminals. Immediately a case vide FIR No. 523/09 u/s 395/397 IPC was registered and investigation was taken up. Several teams of Delhi Police visited the scene of crime as the nature of crime was highly sensational and sensitive. INVESTIGATION AND ARREST Taking into account the gravity of the case the Special Staff of East Distt. was assigned the task to nab the desperate gang of criminals. A team comprising SI Vinay Yadav, SI Satendra Khari, SI Narender, ASI Sukhbir Singh, HC Manoj Kumar, HC Ashok Rana, HC Praveen Kumar, HC Sirmohor Meena, HC Dharmender, Ct.Shyam Singh, Ct. Rajender Singh ACP/Kalyanpuri was constituted and investigation was taken up. During the course of investigation, the team of special staff tried to develop various information on the basis of modus operandi of criminals but since such a daring bank dacoity was not common in Delhi no clue could be obtained. Painstaking efforts were then made by the special staff and the criminal intelligence system/information was activated. The focus was then shifted to criminals of Uttar Pradesh. All the Jail Release of recent past were scrutinized and verified and during this process a secret information was received that criminals of Vipin Mavi Gang have come out of Jail recently and were involved in a case of dacoity of PS Harsh Vihar, Delhi. Secret information was developed to elicit more details about this gang and their operations in the recent past. On further surveillance, secret information and through the footage of CCTV of Bank, it was verified that the physical features and the built of all the criminals who were involved in the dacoity were same as of criminals of Vipin Mavi Gang. Later it was found through sources that they have shifted their base from Loni to Nawalgarh, Jhunjhunu, Rajasthan, immediately after the bank dacoity. This further established their complicity in the bank dacoity. Based on this information, on 13.12.09 the team immediately rushed to Nawalgarh, Jhunjhunu, Rajasthan and after painstaking investigation and discreet enquiry in Nawalgarh their hideout was established thereafter a raid was conducted and four criminals namely Vipin Mavi, Shivprakash @ Bittoo, Sunny @ Sachin and Pradeep were apprehended. On interrogation they disclosed their involvement in this bank dacoity and were arrested in the said case. INTERROGATION On Sustained interrogation Vipin Mavi disclosed that after coming out of jail he strengthened his gang and tried to locate soft targets. First he committed a dacoity in the area of PS Harsh Vihar and after this with the help of his informers he targeted this secluded Bank and gathered information regarding this Bank. He and his gang members made a recee of the Bank on 04.12.09. On 08.12.09, he along with his gang committed this daring broad day light Bank Dacoity on gun point. All the gang members shared the looted booty. To get away from police net they found a safe hideout in Rajasthan where one of their relative was studying in Shekhawati Engineering College, Dundold, Nawalgarh, Jhunjhunu, Rajasthan and was residing in a private accommodation with other students. They have also committed a burglary in Sudershan Park, Moti Nagar, Delhi. Gagan @ Vijay is a known criminal who has committed many chain snatchings. Devender was constituted and deployed near Bridge Ganda Nalla Shivdaspuri Marg towards Ring Road, Moti Nagar, Delhi. At about 5.15 pm a cherry colour Scorpio car coming from Moti Nagar side approaching towards Punjabi Bagh was intercepted on the instance of informer. The car was driven by Suresh s/o Chhotu Ram and other three were apprehended. They disclosed their names as (1)Narender S/o Zile Singh R/o Sultan Puri, Delhi (2)Suresh S/o Shri Chhotu Ram R/o Sultanpuri, Delhi, (3)Gagan @ Vijay S/o Prem Kumar R/o Om Vihar Phase-II, Uttam Nagar, Delhi, Age- 22 yrs.(4)Vinod S/o Ram Swaroop R/o Khokkra Kot, Rainakpura, Rohtak, Haryana, Age- 25 yrs. None of them could disclose the ownership for vehicle and on suspicion, their search was conducted and house breaking equipments as iron rods, master keys etc were recovered from their possession. On interrogation they disclosed about the commission of various burglaries including the burglary case being investigated by Special Staff/west Distt. All the four persons were arrested and jewelry items stolen in the above case were recovered. DISCLOSURE & MODUS OPERANDI: During interrogation all the gang members disclosed that they all belong to economical weak background and used to commit crime to fulfill their requirements. When they started earning good amount of money through criminal activities, they took it as their profession. They used iron rods and master keys to break open the locks and doors of abandoned houses during day and night hours. They generally steal cash and jewellery. They use the recovered vehicles during commission of crime so that no one suspects them to be thieves and they can easily go from spot. The accused Vijay disclosed that earlier he was committing chain snatchings on motorcycle but now he started committing house burglaries with Narender and his gang. He met Narender in a family function in Najafgarh and for the last six months is an active member of the gang. On their disclosure various stolen jewellery items were recovered from their possession.
