OXFAM CONFEDERATION Within Oxfam’s Single Management Structure (SMS) process, Oxfam affiliates working in Occupied Palestinian Territory/Israel (OPT/I) developed a Joint Country Analysis and Strategy (JCAS), approved in October 2010, which guides Oxfam’s work. In this framework, OIT is an Implementing Affiliate and has proposed to lead the Active Citizenship Programme and two of the four clusters in Oxfam’s Economic Justice Programme including the Rural Livestock-based livelihoods cluster. OXFAM ITALIA PROGRAMME IN GAZA Oxfam Italia is currently implementing both recovery and long-term development projects in the agriculture sector (urban and peri-urban areas) with a specific focus on most vulnerable groups (herders and farmers) and specific attention to women. In view of expected developments of our activity, we are looking for candidates to integrate our staff. In particular, we are looking to professionals combing project management experience with knowledge in relation to value chain development, M4P, small and medium enterprises development, women economic empowerment. MAIN RESPONSIBILITIES Take charge of the overall management (technical and administrative) of the assigned project ensuring its correct and effective implementation, monitoring and reporting according to donor and OIT procedures; Ensure the proper management of the relation with local partners, including trough the agreement and monitoring of partnership agreements; Ensure local staff management pertaining to the project: selection, training, terms of reference elaboration, supervision, evaluation, staff development in consultation with the line manager; Ensure, in coordination with administrative staff in country and at the HQ, that financial reports are prepared timely and according to donor and OIT procedures and quality standards; Under the supervision of the line manager, build and maintain relevant relationships and develop networks with relevant governmental institutions, local authorities and other actors that play a key-role within the project’s intervention areas and sector, and participate to relevant coordination meetings organized by international and local agencies as well as to coordination mechanisms with other Oxfam affiliates; Contribute to internal and external communications activities by providing adequate information on the activities implemented and project’s achievements Participate to the development and implementation of OIT strategies and programmes in the country, including collaborating to the development of new project proposals (including those aimed at ensuring possible co-financing) QUALIFICATIONS AND BEHAVIOURAL COMPETENCIES At least 5 years working experience, out of which 3 in positions of project programming and management. Previous experience in managing rural development projects, value chain development, market for poor, small and micro enterprises development and women economic empowerment will be considered as a strong criteria for selection; Advanced university degree in subjects relevant to the content of the project; Sound knowledge of main donors procedures (including EU) substantiated by previous positions as project manager; Strong administrative skills (financial and reporting as well as HR management) and advanced IT skills; Substantial experience in management of multi-partner projects/programmes; proactive aptitude in building and managing partnerships with different bodies and institutions; experience in representing an organization with partners, government agencies, private sector organizations, international stakeholders and donors; Very good report writing skills and excellent written and verbal communication skills; Working experience in the Middle East and in the Occupied Palestinian Territory and solid understanding of their history and of the key cultural, economic, institutional and political features will constitute an asset; Fluency in English Language. Knowledge of Italian and Arabic is an asset; Substantiated team building, facilitation and negotiating skills. Target oriented and problem solving aptitude. Diplomatic and confidentiality skills; An active commitment to promoting gender equity and the interests of marginalized people in all aspects of the organization’s work; Willing and able to travel frequently in the country.
