Thank you for your interest in the Junior Faculty Development Program.
For more than half a century, the people of the United States have supported international educational and cultural exchange programs as an investment in global understanding and peace. Such exchange programs have a long track record of bringing future leaders from around the world to the United
States—and of giving talented young Americans invaluable experiences and insights abroad.
As President George W. Bush has observed, “In today's complex and rapidly changing global marketplace, our collective and individual prosperity relies increasingly on political, economic, and social cooperation that transcends traditional national and cultural barriers.”
The U.S. Congress established the Junior Faculty Development Program in 1994 to develop higher education in Eurasia and Eastern Europe and promote dialogue between Eurasian faculty and their
American counterparts. More than 600 fellows have participated in the program, developing curricula, acquiring new teaching skills and establishing university linkages.
The Bureau of Educational and Cultural Affairs (ECA) in the U.S. Department of State is responsible for the management and oversight of many of the U.S. government’s international exchanges. Underlying the role of exchanges in U.S. foreign policy is the belief that mutual understanding is of vital importance in an increasingly interdependent world, and that person-toperson exchange and training is the most effective way to promote mutual understanding. ECA also considers that international exchanges enhance the effectiveness of the United States in dealing with other nations, and that the exchange of persons and ideas is essential to the promotion of democracy, economic prosperity, international cooperation, peace and security around the world.
The Bureau of Educational and Cultural Affairs has awarded the American Councils for
International Education: ACTR/ACCELS a grant to conduct a merit-based competition to recruit, select, place and support Fellows throughout the academic and internship components of the program.
American Councils provides follow-on activities for program alumni to continue fostering the development of democratic systems and market economies after program participants return home.

Program Description and Administration:
The Government of the United States of America is pleased to announce the open competition for the Junior Faculty Development Program (JFDP) for the 2004-05 academic year. The JFDP is managed and funded by the Bureau of Educational and
Cultural Affairs of the United States Department of State (ECA) . The American
Councils for International Education: ACTR/ACCELS , an American non-profit, nongovernmental organization, receives a grant from ECA to administer the JFDP, and to oversee each participant’s successful completion of the program. The United States Congress annually appropriates funds to finance the JFDP, and authorizes the Bureau of Educational and Cultural Affairs to oversee these funds.
The primary and distinct goal of the JFDP is to provide university instructors Albania,
Bosnia-Herzegovina, Macedonia, Montenegro, and Serbia with training in curriculum development and teaching methodology. Participants in the JFDP are also encouraged to forge relationships between U.S. universities and universities in these countries, in order to support on-going contact and collaboration. JFDP Fellows work closely with faculty mentors from host universities in the United States to outline new courses in their fields of study, to gather new teaching materials, and to enlighten U.S. faculty and students on teaching practices in their home countries. Throughout their stay in the United States, JFDP Fellows observe and listen to courses, attend academic conferences, and may be invited to teach classes at a U.S. university. In addition, each Fellow has the opportunity - and is strongly encouraged - to participate in a practical internship for a period of two months after the completion of the academic program. Fellows do not earn academic degrees through the
JFDP, and must return to their home countries after completing the program .
Each JFDP Fellow will spend a total of eleven (11) months (August 2004 until July 2005) in the United States (9 months for the academic program, 2 months for the internship).
American Councils is responsible for placing Fellows at U.S. host universities and for providing logistical support for the Fellows throughout their stay in the United States. In addition, ECA and American Councils sponsor events and activities for JFDP alumni after they return to their home countries.

Participants in the JFDP:
Must be a citizen of either Albania, Bosnia-Herzegovina, Macedonia, Montenegro, or
Serbia and must be working in their country of citizenship
Must be currently teaching full-time at an institution of higher education in their home country and have at least two (2) years of professional experience as a university lecturer or administrator at the time of application
Must be highly proficient in written and oral English
Must return to their home country after completing the program
Must be able to begin the JFDP in the United States in August 2004
Must be able to receive and maintain a U.S. J-1 visa and abide by all JFDP program regulations
Individuals who may NOT participate in the JFDP:
Spouses of U.S. citizens or spouses of citizens of countries other than Albania, Bosnia-
Herzegovina, Macedonia, Montenegro, or Serbia . Anyone who is legally married to a citizen of a country other than one of those listed above prior to August 2004 is
INELIGIBLE to participate in the JFDP
Individuals currently residing or working outside of the countries listed above
Individuals who have previously participated in a program sponsored or funded by the U.S.
Government (ECA/USIA or other U.S. Government agency) since October 2001 for a period of more than six weeks

RITERIA
Participants in the JFDP will be selected through an open, merit-based competition. All written applications to the JFDP (including the statement of purpose ) will be read and evaluated by both an American scholar and a scholar from the applicant’s home country who are experts in a particular field of study. Please note that all references to an applicant’s name will be removed from all the materials submitted to the evaluators in order to ensure the anonymity of the applicant, and the objectivity of the readers. All applications and statements of purpose will be judged on the following criteria:
Clarity of thought and presentation
Knowledge of the field of study and demonstrated commitment to teaching
Potential for leadership and change at the applicant’s home institution
Potential for initiating contact and exchange between the applicant’s home institution and a
U.S. institution
Interest in exploring different approaches to teaching and curriculum, and upgrading course content in a particular field of study
Applicants whose written applications receive a successful evaluation will be invited to participate in an English language interview at the nearest American Councils. The interviews will be conducted by a panel of both American and local scholars. Applicants must be present in their country at the time of the interview. Representatives of American Councils and the U.S.

Embassy Public Affairs Section, may also observe and participate in the interviews. The interview gives the selection committee the opportunity to meet the candidate in person, and to learn why the candidate would like to participate in the JFDP. At the time of the interview, each candidate will also take an Institutional TOEFL in order to provide a basic assessment of the person’s English language skills, and to help the committee identify those finalists who may need
English language training before beginning the JFDP. Anyone who receives a TOEFL score below 550 (or below 213 on the computer-based test) will be required to participate in an intensive one-month English language course in July 2004. All travel expenses to the interview, the cost of the Institutional TOEFL, and all costs associated with the intensive English language training will be paid by American Councils.
A committee in Washington, D.C. consisting of representatives of ECA, American Councils and
U.S. universities who are familiar with the JFDP will decide who will become a finalist in the
JFDP based upon each candidate’s written application and interview results.

All application materials must be submitted in triplicate (3 copies).
All materials, except the application form and the curriculum vitae must be submitted in
English AND in the applicant’s native language. (Notarization of documents is NOT required)
Participation in ALL program events is mandatory for all JFDP Fellows.
No application documents will be returned to the applicant either during or after the competition. All application evaluations will remain confidential.
While there is no strict age limit, and younger. strong preference will be given to applicants who are age 40
Applicants must be living in their home country at the time of the interview. Interviews cannot be given over the phone. American Councils will not pay for travel of applicants not in their home country.
The JFDP reserves the right to verify all information given in the application. In the event that there is a discrepancy or information is found to be false, the application will immediately be declared invalid and the applicant ineligible.
Dependents of finalists in the JFDP may not join Fellows in the United States until
November 2004
. A “dependent” is defined as a spouse or an unmarried child under the age of 21. JFDP Fellows who wish to invite their dependents to the United States on a J-2 visa must receive prior approval from the American Councils. Approval to invite dependents will be granted to those Fellows who can demonstrate that:
They are financially able to support their dependents in the United States
They have purchased adequate health insurance for their dependents
They have obtained written testimony from their host university that they are successfully engaged in the JFDP and in their university community

TATEMENT OF
P
URPOSE
The Statement of Purpose answers must be typed or printed from a computer in English AND in your native language. The English language and native language versions of the Statement of
Purpose should NOT be on the same page. If the Statement of purpose is typed directly on the application, you will need to make two copies of the questions and type the English language answers on one copy and the native language answers on the other. If the Statement of Purpose is printed out from a computer, first re-type each question and then the answer. Do not exceed three
(3) pages in length. Please answer each question thoroughly. The Statement of Purpose outlines your work plan while in the U.S. and is used to determine your host university placement.
Finalists accepted on the Program will be expected to complete the work outlined in the Statement of Purpose. The questions will ask you to describe the methods that you currently use to teach your courses, and how you think the JFDP might help you to improve your techniques. The questions will also ask you to explain how your experience in the United States will help you achieve your professional goals and how it will benefit your work at your home university. It is essential that you list the titles or types of new courses that you would like to develop while in the
United States in order of importance. The questions will ask how you plan to share your academic and cultural expertise with your U.S. host institution, and how American students and faculty might learn from you. In the appropriate space you will describe how your participation in this program will affect the development of contemporary higher education in your country, and how you might instigate professional relationships between your home university and a U.S. university.

The Curriculum Vitae must be typed in English. Indicate your last name, first name and patronymic, home address, work and home telephone numbers, fax number (if applicable) and e-mail address (if applicable) at the top of the page. Give your educational background: institutions of higher education attended, the degree(s) you hold (e.g. diploma, magistar, doktor, etc.), and the year in which the degree was received. Give the history of your employment, describing your current position first . List any professional awards, honors and grants that you have received. Describe any professional work done overseas and membership in any professional societies (in your home country and/or in other countries). Include the titles and dates of any professional articles, books or other publications that you have authored or edited.
Personal information such as hobbies or interests is not required.

ECOMMENDATION
Both Letters of Recommendation must be in ENGLISH. If originals are in any language other than English, you must include the original letters and English language translations. Eligible recommenders include colleagues, advisers, former students, supervisors and other professionals who are familiar with you and your professional abilities, and who can evaluate your ability to participate in the JFDP. Family members or relatives are not eligible to write letters of recommendation.
Application documents do not need to be notarized. Translations must be clearly marked,
“TRANSLATION.” The original letters of recommendation must have original signatures.
It is the responsibility of the applicant to notify recommenders that confidentiality of the letters cannot be assured if the applicant intends to translate the letters himself/herself.
