I. Situation Summary:

5,500 evacuees are still at the Superdome. 8,000 – 12,000 evacuees are still at the Convention Center. Both
locations have received food, water, and medical supplies.

The Houston Astrodome in Texas, where thousands of refugees had been bused over the past couple of days,
stopped accepting refugees late Thursday. However, authorities later decided to process evacuees at the
Astrodome and house them in the nearby Reliant Arena. Other New Orleans refugees are being taken to the
Texas cities of Huntsville, San Antonio and Dallas.

800 buses have been contracted (47-57 passengers each, with lavatories) to assist in evacuating individuals
located at the Superdome in New Orleans to Staging Area and Reunion Area. They should begin arriving as
soon as logistics are worked out and fuel needs can be addressed.

FEMA has identified 45,000 mobile homes and trailers for the displaced. They are currently attempting to
identify site location(s).

FEMA is evaluating a plan to secure cruise ships for housing support. Three ships with a total capacity of 6,500
have been identified.

A 600-passenger AMTRAK train is crewed and fueled on standby in Baton Rouge. Security for loading the train
is a major concern prior to initiating evacuation operations.

No electronic financial transactions are possible in the affected areas. Armored trucks are not able to obtain fuel
to transport cash for commerce in the affected areas.

FEMA’s commodity response to date is: 1.7 million pounds of ice; 6.7 million liters of water; 1.9 million
meals-ready-to-eat, 48,000 cots; 40,000 blankets.

State officials have spotted a "major" oil spill in the Venice area of the Mississippi Delta region, according to the
Louisiana Department of Environmental Quality. A department news release said two tanks capable of holding 2
million barrels appeared to be leaking. Venice is about 75 miles southeast of New Orleans.

28 Urban Search and Rescue (USAR) teams are in Louisiana and Mississippi. 1,778 total US&R assets
deployed. 13 Hazardous Materials Teams have been deployed.

Current plans are to process and bury bodies, in body bags, in a location to be chosen by the Louisiana
Governor, to be turned into a memoriam. 6,200 body bags have been delivered to the Baton Rouge facility and
an additional 22,000 will be sourced.

Two tropical storms, Lee and Maria, are churning in the Atlantic. They pose no threat to land, but this is peak
hurricane season and more storms could develop.

III. Current Actions:
CATF–1 (USAR) is in Dallas. It is anticipated that they will be there 48 hours longer before being deployed. It is
possible that they will be used as part of a massive humanitarian effort as opposed to conducting rescue operations.
There are reports that some USAR members are being harassed due to halting rescue activities. Some rescue
activities have been discontinued due to security concerns and a lack of escorts.
CATF-3 (Swift Water Rescue) has continued to conduct rescue operations. They responded to a New Orleans fire
station and rescued 40 people, 20 of which were firefighters. Some of the rescued firefighters proceeded to assist
with more rescues after being rescued.
Over 5,000 survivors were rescued from hospitals and rooftops by helicopters.
Food and water airdrops and distribution continue to coastal and most heavily impacted areas.

Security:
CNN producer Jim Spellman, who has been stationed with police sharpshooters, says
reports indicate that New Orleans officers are not showing up for work. In some districts
as many as 60 percent of officers have not reported for duty.
Electricity:

Communications:
Nextel is providing satellite service at the Baton Rouge Joint Field Office (JFO).
Cellular on Wheels (COW) location set-up at the Superdome but was damaged by gunfire and mob
activities early Friday.
Shelters:
