Points to Note on Verification of Construction Drawings and Design Documents of
Architectural Engineering
In order to facilitate a project builder and project designer to understand verification procedures,
accelerate reporting for review and improve working efficiency, procedures of and points to note on
verification of construction drawings are described as follows, in the light of Decree No.134 of
Ministry of Construction of the People’s Republic of China and relevant provisions set forth by
Beijing Municipal Commission of Urban Planning and Construction Project Reconnaissance &
Design Quality Supervision General Station of Beijing Municipality (Reconnaissance and Design
Administration Division of Beijing Municipality) :
A project builder shall, after completing construction drawings and obtaining a permit for a
planned construction project, and before building permission is issued by Beijing Municipal
Construction Commission, approach the Institute to handle formalities on verification of
construction drawings and design documents.
In reporting for verification, a project builder shall receive from the office of the Institute or
download from our website (http://www. Cadreg. Com) and fill out Application Form for
Verification of Construction Drawings and Design Documents of Beijing Architectural Engineering
in triplicate, which are sent to the Institute after being sealed. The builder shall also provide the
following documents and materials:
a permit for a planned construction project issued by the planning management department, and
attachment, enclosed drawing, planning opinions;
Verification approval notice or specific examination and approval opinions from relevant
department on survey report, fire control and civil air defense;
A complete set of construction drawings shall be submitted for initial review (in case of
Architecture, the catalogue of drawings, site plan and general description shall be affixed with
special seal for reporting drawings for review and chop of certified architect; in case of architecture
and HVAC drawings of residential and public building, energy conservation seal is affixed; in case
of Structure, the catalogue of drawings and description shall be affixed with special seal for
reporting drawings for review and chop of certified architect; in case of Water, Heating and
Electricity, the catalogue of drawings and description shall be affixed with special seal for reporting
drawings for review). One site plan of the project architecture (affixed with special seal for reporting
drawings for review and chop of certified architect and certified structural engineer, and residential
and public building additionally affixed with energy conservation seal);
One set of structure calculations indicating the name and version of calculation software;
Geotechnical Survey Report . (detailed survey);
For the following architectures, data on energy conservation calculation shall be separately
submitted:
Residential building: calculation sheet of heat consumption indicator of building (《Criteria on
Design of Energy Conservation of Residential Building》DBJ01-602-2004, Appendix A).
Class A public building (area of single architecture more than 20,000 m2, fully equipped with
A/C system): three sheets including thermal property judgment (Criteria on Energy Conservation
Design of Public Building, DBJ01-621-2005, Appendix D-1, D-4, D-5; Class B public building
(public building other than Class A public building): three of four sheets including thermal
property judgment (Criteria on Energy Conservation Design of Public Building, DBJ01-621-2005,
Appendix D-2 (or D-3), D-4, D-5);
Recording form for bidding and tendering of design scheme (photocopy);
Other materials necessary for verification (to be determined according to specific conditions of
the project).
After initial procedural review is done for the documents and materials provided, the project
builder enters into a review contract with this Institute.
Contents of technical review of construction drawings for architectural engineering:
Whether they conform to compulsory provisions of the national standards on engineering
construction;
Safety of foundation base and main structure;
Whether the survey and design enterprise and certified practitioners and related personnel have
sealed and signed on the construction drawings as required;
Other contents required to be reviewed by law, regulation or rule.
This Institute will, after the project builder has submitted complete materials for review, after
the contract becomes effective and within the stipulated time limit (15 working days for Grade I or
above architectural engineering, 10 working days for Grade II or below architectural engineering),
complete initial review of the project.
If after initial review, construction drawings are proved disqualified, the project designed shall
be revised. This Institute will issue two copies of Review Opinions on Construction Drawings and
Design Documents for Beijing Architectural Engineering and one copy of Points for Attention in
Revision and Re-examination of Drawings. And the project builder shall notify (and assist) the
project designer of revising the drawings. For the revised construction drawings and design
documents, there shall be supplemented to three complete sets of drawings. For Architecture of the
development project for the purpose of sale, two additional drawings for sale and mapping use,
together with the reply opinions of the project designer to the review opinions, shall be made and
reported for re-examination.
If construction drawings are found qualified after review, two copies of Review Qualification of
Construction Drawings and Design Documents for Beijing Architectural Engineering and Review
Report on Construction Drawings and Design Documents for Beijing Architectural Engineering, and
three sets of construction drawings affixed with construction drawing review seal (5 sets in case of
the project for sale purpose) will be provided, and the Geotechnical Survey Report, structure
calculations, etc. will be returned. One notice received by the project builder is used for purpose of
handling construction commencement license, and the other is filed for project acceptance. Two copies of
drawings affixed with construction drawing review seal is filed by the project builder, and the other copy is
filed by the project designer; for two additional copies of architectural drawings for project for sale purpose,
one is used for mapping, and the other is used for sale.
Charges for re-examination are determined according to the revised review quantity of work,
generally, no charges are required. If additional charges are needed, a supplementary agreement shall
be concluded. Time limit for re-examination is in principle calculated according to one half of the
time limit for initial review.
Upon receipt of Review Qualification of Construction Drawings and Design Documents for
Beijing Architectural Engineering and Review Report on Construction Drawings and Design
Documents for Beijing Architectural Engineering, charges for review are paid in full.
If the project builder holds different opinions toward the review report, a formal written
document shall be provided, and this Institute will give written reply within five working days. If
disputes still exist, the project builder may institute an application for re-examination to
Reconnaissance and Design Administration Division of Beijing Municipality.
This Institute will, on each Tuesday, submit the review results for the construction drawings and
design documents of each project reviewed in the previous week to Reconnaissance and Design
Administration Division of Beijing Municipality for record.
Once reviewed and approved, construction drawings and design documents shall not be
materially revised without permission. In case the reviewed main contents need to be revised under
special circumstance, review must be re-done by this Institute, and then revision is made.
In acceptance of architectural engineering once completed, relevant departments will conduct
acceptance according to the reviewed and approved construction drawings and design documents.
