Summary of Discussions and Decisions of the 19th Meeting of the Yau Tsim Mong District Council held on 26 October 2006 Opening Remarks The Chairman welcomed District Councillors and Government Representatives to the meeting. Item 1 Confirmation of Minutes of the 18th Meeting 2. Minutes were confirmed without amendment. Item 2 Matters Arising : Operation of the Examinations and Assessment Authority 3. The Hong Kong Examinations and Assessment Authority (HKEAA) briefed the meeting on its work. 4. Some District Councillors proposed to improve the oral examinations assessment through video-recording or school-based assessment. HKEAA said that school-based assessment for oral examinations would be the way forward. It would further explore the feasibility of video-recording for oral examinations. Item 3 Financial Position of the Yau Tsim Mong District Council Funds as at 13.10.2006 (YTM DC Paper No. 85/2006) 5. District Councillors noted the contents of the paper. Item 4 Application for District Council Funds from Designated Organisations (YTM DC Paper No. 86/2006) 6. The meeting endorsed an allocation of $210,000 to the Yau Tsim Mong South Area Committee and Yau Tsim Mong North Area Committee for organising the “Green Generation Carnival 2006” and the “Yau Tsim Mong North Carnival on Home Cleanliness and Environmental Hygiene” respectively. Item 5 Application for District Council Funds from the Working Group on Poverty Alleviation in Yau Tsim Mong District (YTM DC Paper No. 87/2006) 7. The meeting needed more information about the proposed activities before funding 1 approval might be given. When the required information was available, the application would be circulated for members’ approval. The meeting agreed that the surplus of $67,540 in the working group’s budget should be returned to the Central Reserve. Item 6 Proposed Measures for Juvenile Crime Control (YTM DC Paper No. 88/2006) 8. District Councillors generally agreed with the proposals in the paper. The meeting endorsed that the Yau Tsim Mong District Council (YTMDC) should write to the Liquor Licensing Board (LLB) to express grave concern that two entertainment establishments frequently involved in crimes would apply for renewal of the liquor licence, and urge that their applications be rejected. Item 7 Proposed Jade Landmark at Canton Road (YTM DC Paper No. 89/2006) 9. District Councillors considered that the jade landmark would help promote tourism and local community economy. 10. The meeting endorsed the proposed jade landmark to be provided by the Jadeware Traders Industry and Commerce Association at Canton Road, with 14 votes for and 1 vote against it. Item 8 Review on the Role, Functions and Composition of District Councils 11. Yau Tsim Mong District Office presented the public consultation findings on the “Review on the Role, Functions and Composition of District Councils” and the implementation plan.
