Dated 11/11/2013 A BLIND MURDER CASE SOLVED The Special Staff of West District has solved a blind murder case of a businessman, namely Jitender Lamba R/o J-10/89, Rajouri Garden, Delhi. Three accused namely Ravinder Rathi, a notorious criminal of Jhajjar, Haryana, Mukesh Soni and Rajesh Lamba, elder brother of the deceased have been arrested. NAME AND PROFILE OF THE ACCUSED ARRESTED 1. Ravinder Kumar Rathi, S/o Sh. Om Prakash, R/o Village- Bhaproda, P.S. Bahadurgarh Sadar, District- Jhajjar, Haryana, age 38 years. He completed his graduation from Kurukshetra University in the year 2003. Initially, he started as a commission agent for sale and purchase of vehicles in Jhajjar in 2000. He was married in 2002 and had three children. Subsequently, he married again with another lady with whom he is presently residing in a rented accommodation in Nangloi. Ravinder started a placement agency namely Goodwill in Nangloi and started providing domestic helps to the clients by arranging them from Jharkhand. He was also arrested in a criminal case of human trafficking vide FIR No.765/11 dated 28/07/2011 U/s 369/370/371/372/374/34 IPC P.S. Jagannathpur, Ranchi, Jharkhand and remained in jail from July 2011 to Jan. 2012 at Birsa Munda Jail, Ranchi. At present, he is doing property business in Nihal Vihar, Delhi. He came into contact with Ravinder Rathi in 2011-12 when both were lodged in Ranchi Jail. He was earlier arrested for providing shelter to Naxalites in Jharkhand. Presently, he is doing some local painting work in Gumla, Jharkhand. Present Address: Rented House of Muneshwar Kumar Sahoo, IInd Floor, Bank Colony, Dunduria, Gumla, Jharkhand. FIR No.273/13 Dated 3.8.13 u/s 419/420/379 IPC, PS Gumla, Jharkahand. 3. Rajesh Lamba S/o (Late) Sh. Harpal Singh, R/o J-10/89, Rajouri Garden, Delhi. Age- 46 years. He is elder brother of deceased. Rajesh and Jitender Lamba (deceased) inherited a number of properties in Delhi. He studied up to 12th class. Later on he started helping his father in business activities. Rajesh Lamba and the deceased were running a kerosene oil depot at 8/34, Tilak Nagar. However, the same was closed for last couple of months. Previous involvements Nil INCIDENT, TEAM AND OPERATION On 30/09/2013, an information was received that one person has been shot near Nala, near Police Station Tilak Nagar. Immediately, SHO along with staff rushed to the spot and removed the injured to DDU Hospital. From the spot enquiry, the injured was identified as Jitender Lamba S/o (Late) Sh. Harpal Singh, R/o J-10/89, Rajouri Garden, Delhi who sustained multiple gun shots injuries. On the basis of the information, a case FIR No. 486/13 U/s 307/34 IPC dated 30/09/13 was registered at PS Tilak Nagar, Delhi and investigation was taken up by SHO Tilak Nagar. Subsequently, the injured was shifted to RML Hospital where he succumbed to injuries on the intervening night of 16/17.10.13. Keeping in view the sensitivity of the crime, several teams comprising of police personnel from PS Tilak Nagar, PS Mayapuri, PS. Hari Nagar, Spl. Staff and AATS/West were constituted under the direct supervision of Sh Vinit Kumar, ACP/Tilak Nagar. The police personnel of Spl. Staff/West under the supervision of Sh. Narain Singh, ACP Operation Cell and Insp. Satyavir Singh, SI Manoj Kumar, SI Charan Singh, HC Kirorimal, HC Shashi Kant, HC Sunil and Ct. Vinod was also constituted. The local police examined a number of witnesses from the locality. The records of local criminals were scrutinized and a number of local criminals were interrogated. Local residents were also examined but no clue. The description of the accused was obtained with the help of CCTV footage. It was revealed that two motorcycle borne youth in age group of 30-35 years arrived and the pillion rider fired multiple gun shots on Jitender Lamba. The members of the family of the victim were also examined in detail but no result. However, the local enquiries revealed that both the brothers were not having cordial relations. A number of properties inherited from their father were also not divided between the two. The relentless effort put in by the teams finally bore fruit when secret information was received that the brother of the deceased, Rajesh Lamba has entered into an agreement for the purchase of a plot with Ravinder Rathi in the area of Nihal Vihar, Delhi in July, 2013. However, the deal could not be materialized and the ‘advance’ paid by Rajesh was forfeited by Ravinder Rathi. It was also revealed that Ravinder was in touch with one notorious criminal, Mukesh Soni, R/o Gumla, Ranchi. A special team comprising of SI Manoj Kumar, SI Charan Singh, SI Mohmd Haroon, HC Shashi Kant, HC Sunil, HC Kirorimal, HC Naresh and Ct. Suresh was dispatched to Ranchi to ascertain the involvement of Mukesh Soni. On 07/11/2013, the team raided the house of Muneshwar Sahoo, Bank Colony, Dunduria, Gumla, Jharkhand and apprehended Mukesh Soni @ Mukesh. Mukesh Soni was put to sustained interrogation who confessed to have committed the crime. He disclosed that he and others were engaged by one Ravinder Rathi of Laxmi park, Nangloi, Delhi in committing of crime. He revealed that Ravinder Rathi planned and executed the murderous assault on Jitender Lamba. He further revealed that Ravinder and Mukesh became friends when they were lodged in a Jail in Ranchi. Accordingly, he was arrested and produced before CJM, Gumla who granted him four days transit remand. On the basis of disclosure of Mukesh Soni, Ravinder Rathi was apprehended from his rented accommodation in Laxmi Park, Nangloi on 10/11/13. Ravinder Rathi was further interrogated at length and confronted with Mukesh Soni. He broke down and revealed that one Rajesh Lamba gave him the contract to kill Jitender Lamba for a hefty consideration of Rs 10 lakhs in July 2013. He disclosed that he along with one Rishu were on motorcycle on the fateful day. Rishu was sitting as a pillion rider who shot Jitender Lamba. As per the disclosure of Ravinder Rathi, Rajesh Lamba was apprehended on 11.11.13 from his house at Rajouri Garden and put to sustained interrogation. He initially flatly denied his involvement in crime but lateron broke down when confronted with Ravinder Rathi. He revealed that Rs.1,50,000/- were paid to Ravinder Rathi as advance and the balance amount would be paid after the killing of his brother. Accordingly, Rajesh Lamba was also arrested on 11/11/13 for hatching a conspiracy and giving out contract to kill his brother so that he could acquire the whole property. Efforts are further being made to arrest the remaining accused and to recover the weapon of offence and the vehicles used in committing the crime. INFORMATION, TEAM AND OPERATION:Information was received by Shri KPS Malhotra, ACP/NR, Crime Branch that a syndicate of cheat will leak the question paper of Combined Higher Secondary Level (10+2) Examination-2013 conducted by Staff Selection Commission at all India level, solve it and send the answer key through mobile phones to the phishing candidates appearing in the exam. Accordingly, a team led by Shri KPS Malhotra, ACP/NR, Crime Branch, comprising of Insprs Vijay Rastogi, Arvind Yadav, SIs Mukesh Kumar, Brahmdev, HCs Subhash, Ajeet, Surender, Pradeep, Manish, Kuldeep Cts Satbir and Pushpender under the guidance of Shri Kumar Gyanesh, DCP/Crime (North)and overall supervision of undersigned was constituted. A trap was laid near Nizam Pur road, Village Ladpur, Delhi at the instance of the informer and raid was conducted in a Farm house where 7 persons found operating with mobile phones and were perplexed on seeing the police party. Five accused persons were apprehended but two persons managed to escape from the spot in chaos. One of the absconding is reported to be working in Railway Protection Force as Sub-Inspector and other is brother of one the apprehended accused person. A case vide FIR No 191/13 dated 10/11/2013 u/s 420/120B IPC PS Crime Branch was registered. INTERROGATION:The accused persons were put to sustained interrogation and it was revealed that they were sending answer keys of question paper of Combined Higher Secondary Level (10+2) Examination2013conducted by Staff Selection Commission through the mobile phones to the phishing candidates appearing in the exam. It was further revealed the accused persons assured the phishing candidates that answer key of the question paper will be provided just before the commencement of the examination through SMS. For this facilitation, they were charging lacs of rupees from the phishing candidates. Accused Ajay Kumar presently posted as Sub-Inspector in Delhi Police at Outer District, Delhi revealed that he used to show off his post to save the other accused persons from police. Accused Manoj Verma who has already been selected in SSC’s Assistant Grade Exam also involved in same type of scam in the past and arrested by the police staff of PS-Shahbad Dairy, Delhi. Accused Amit @ Hoti who has also been selected in SSC’s LDC/Data entry operator’s exam and allotted the post of LDC in Govt Press situated at Maya Puri, Delhi but joining was awaited. The mobile phones having answer keys of all four sets of question papers (in SMS box) and used by the accused persons to send the answer keys to the phishing candidates were seized. The national level examination is being conducted in batches at all India level. The exam was being conducted simultaneously at different schools/venues across Delhi and lacs of candidates were appearing for the written exam in Delhi. The national level figures for venues and candidates appearing for the exam are still being ascertained. The recruitment of Combined Higher Secondary Level (10+2) Examination -2013 conducted by Staff Selection Commission falls under the pay band proposed for salary is PB 5200 – 20200. Any (10+2) passed candidate was eligible to appear for this exam. The written examination was objective type wherein 200 questions are to be attempted within 120minutes. To identify the source behind the organized cheating racket, help of technical surveillance is being taken and in-depth investigation will be conducted in the matter. Preliminary investigation shows that this is a widespread racket which is likely to have multiple sources of leakage of papers. PROFILE OF ARRESTED PERSONS:1. INSIDER CONSPIRATOR/INFORMER OF BOTH INCIDENTS ARRESTED ALONGWITH 2 ROBBERS/DACOITS. Working with professional competency and dedicated technical and local intelligence network, the team delivered results within stipulated time and busted a gang of robberscum-dacoits and arrested three persons involved in the heist of cash of Rs.65000/-(though attempt was made for Rs.15 lacs) from NDPL office in the area of PS DBG Road and heist of Rs.15 lacs from van of collection agency CMS from LIC office from the area of PS Prasad Nagar. INFORMATION, TEAM AND OPERATION:On 01.11.2013, 4 armed robbers entered into the office of NPDL Billing Centre, Near Tibia College under the jurisdiction of PS DBG Road and robbed Rs.65000/- from the cashier of collection agency of NDPL at gun point. Fortunately, cash of Rs.10 lacs lying in the vehicle was not noticed by them as the cash van did not appear like a cash-collecting vehicle. Again on 07.11.2013, 6 persons intercepted the cash van of CMS Pvt. Ltd., a cash collection agency, which had collected cash from the office of LIC of India at Prasad Nagar. They overtook the cash van with their Honda City car and robbed approx. Rs.14 lacs from 4 employees of CMS Pvt. Ltd. The weapon used in commission of crime, i.e country made pistol and motor cycle used by them were left at the spot by them. While in a hurry to escape, their Honda City car met with an accident on Pusa Road near Red Light BLK Hospital and they fled away from the spot towards Patel Nagar. Later, on verification, the Honda City car was found to be stolen from area of PS Sultanpuri and the Motor cycle was found to be stolen from area of PS Punjabi Bagh. Cases under appropriate sections of law were registered at respective police stations and investigations were taken up. Different teams were roped into investigate the matter. Keeping in view other heists of similar nature with the staff of the same collection agency firm CMS Pvt. Ltd., serious efforts were made to get a breakthrough in the cash robberies. The modus operandi was similar and it was suspected that the same gang could be involved. Northern Range of Crime Branch under the leadership of ACP KPS Malhotra and overall guidance of DCP Kumar Gyanesh formulated a strategy to detect this case. Technical surveillance methods and local intelligence channels were activated and teams were formed with specific objectives. On 10.11.2013, information was received by SI Nirmal Singh that the gang involved in the heist of Prasad Nagar and DBG Road, headed by one Sanjay of Sultanpuri would be assembling at Y-Block, Mongolpuri at around 07:30 PM. The information was developed and a team led by ACP KPS Malhotra and comprising of Inspectors Arvind Kumar and Vijay Rastogi and SIs Nirmal Singh, Gurmeet, Baljeet, and Vijay, HCs Subhash, Ajeet, Surender, Pradeep, Hanuman, Cts Ajay, Parveen, Satbir and Ravinder was constituted. A trap was laid and at about 07.30 PM, at the instance of the informer, the team apprehended them. INTERROGATION:All the accused were subjected to intensive questioning. On sustained interrogation, accused Sanjay of Sultanpuri and his whole family is found involved in crime. He and his son Rahul has long criminal history and Sanjay and his brother are Bad Characters (BCs) of PS Sultanpuri. It was revealed that in both the incidents, before executing their plan, they managed to get information of availability of cash through an insider. In the first incident at DBG Road, Sanjay, his son Rahul, Mukesh and another associate of Sanjay, whose identity is yet to be established, went on two motorcycles and waited for the signal from the cashier Amit @ Jitu r/o Shakurpur. When the cash van came, Amit @ Jitu gave signal to Sanjay and they all entered into the office of NDPL. Sanjay and Rahul were carrying firearms. Sanjay overpowered the armed guard and then they took cash Rs.65000/- and the bag of security guard presuming that it may contain a large amount and they all fled away from the spot. The collection agency of NDPL was using a private car as transportation so the desperado could not identify the cash van and the huge cash of Rs.10 lacs kept in the van was saved. In the second incident, they penetrated into the office of Life Insurance Corporation (LIC) through a part-time worker of an LIC agent Harish Gupta, namely Rohit, a resident of Mangolpuri, who was a frequent visitor and had noticed the collection of cash at the Branch and transportation of cash by collection agency CMS Pvt. Ltd. To execute their plan, Sanjay and Mukesh first stole a Honda City car from near the house of Mukesh and parked it at Rajinder Nagar Metro Station. The gang also stole a black colour Caliber Bajaj bike from area of Punjabi Bagh and parked it in Metro Station of Shivaji Marg near Punjabi Bagh. All of them gathered near Madipur and went to Rajinder Nagar Metro Station on two bikes and one TSR. They took the already parked stolen Honda City car from there. Rohit was already present in the vicinity of LIC office at Prasad Nagar and was in contact with Sanjay. At his instance, Sanjay, his son Rahul, Mukesh, Santosh and two other unidentified associates of Sanjay intercepted the cash van by overtaking it with their Honda City car and robbed approx. Rs.14 lac from 4 employees of CMS Pvt. Ltd. at gun point. The weapon used in commission of crime i.e country made pistol and motorcycle used by them were left by them on the spot. As the Honda City car met with an accident near BLK Hospital, Rahul and Santosh used the bike of Santosh with bag of cash and Mukesh boarded a DTC bus from Rajinder Nagar Metro Station. Amit boarded a TSR and all of them reached P1 Block, Sultanpuri at the house of Sanjay and distributed the booty in 8 shares, for 6 shares for robbers and 2 for informer. Cases worked out:1. Mukesh Kumar (age 38 years) s/o Ishwar Dutt r/o C8/179, Sultanpuri, Delhi has studied upto 10th class. He is married and having 3 sons. He works as a Trainer in a leading Gym in Rohini area. He has been arrested for the first time. 2. Amit @ Jitu (age 23 years) s/o Kanhiya Lal r/o A-327, Shakurpur, Delhi has studied upto 12th class. He is married and having a son. He joined NDPL about 3 years back and works as a cashier at DBG Road office. He has also been arrested for the first time. 3. Santosh Kumar (age 37 years) s/o Babu r/o B-569, Prem Nagar-III, Aman Vihar, Delhi has studied upto th 6 standard. He is married and having 5 kids. He is involved in supply of illicit liquor and is previously arrested in 7 cases under Excise Act. 4. Rohit Kumar (age 27 years) s/o Ashok Kumar r/o D642, Mangolpuri, Delhi has studied upto 7th class and his girlfriend is known to the wife of the prime accused Sanjay. His uncle Vijay runs a Tea Canteen in LIC building, Prasad Nagar and he used to visit there. He had approached the Development Officer and leading LIC agent about one month back and started working as an Office Assistant. He first time. has also been arrested for the Concerned police officers have been informed. All accused have been arrested under appropriate section of law. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees. 3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay. 4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard. 5. Ltd. They are a Pvt. Ltd. Company, having its registered office at 354 Tarun Enclave Pitampura Delhi. The directors of M/s. Sarveshwari Estates Pvt. Ltd. i.e. Mahinder Singh Kushwaha and Shivender Singh Kushwaha approached them with the proposal that they owned land in Gautam Budh Nagar, U.P. and wished to develop a township/colony on the said land, for which they had obtained Valid Licenses/NOC from the concerned state authorities but due to financial difficulties they were unable to do so. On continuous persuasions by the alleged persons the complainant company agreed to develop the said township and an MOU was signed between them and in furtherance of the MOU, the complainant company paid Rs. 12.25 crores by cheque and Rs. 25 lacs in cash. Later on, it transpired that no such License/NOC was issued by the concerned government authority. The alleged accused induced the complainant to part with money to the tune of Rs. 12.50 Crores by misrepresenting that they had the necessary License/NOC for the project. He made a search for job on the website through “Google” search and got the names and E-mail addresses along with mobile numbers of one Kapil Sharma on the website kapildmrac241@gmail.com through “QUIKR.COM” and “Olx.in”. He contacted Kapil Sharma through given mobile phone number. Accused Kapil Sharma @ Rinku Kumar assured him to provide a job in Delhi Metro and demanded Rs. 1,20,000/- for the job. On constant pursuance of accused persons Rinku Kumar, Amit Kumar and Prashant Kumar, complainant deposited Rs 80,000/- in two bank accounts in Axis bank and SBI in July 2013.Thereafter, accused persons sent an appointment letter to Sh. Ashok Gupta on his mail wherein date of joining was mentioned as 23.08.13. Thereafter, the complainant was assured for his job by accused persons and gradually, they cut off their contact with complainant and finally switched off their phones . On suspicion, complainant visited Metro Bhawan, Connaught Place and on enquiry he found that appointment letter given to him by accused Amit Chauhan was forged one. Team and Arrest In view of the nature of crime and gravity of the case, a team comprising of SI Rambir, SI Satendra Khari, SI Gurjeet, Ct. Dayanand and Ct. Dinesh headed by Inspr. J.S. Mishra SHO/Govindpuri was constituted under the close supervision of Ms. Usha Rangnani, IPS, ACP/Sub-Division Kalkaji. During the course of investigation, sources were deployed to collect information regarding cheaters with similar modus operandi. Mobile surveillance was mounted upon .All such advertisements posted on Quikr.com and on Olx.in were analyzed and found that there were several people operating around. The efforts of the team bore results and on information, police team laid a trap and arrested all the above accused on 09.11.13 from Greater Kailash Market. All accused persons were interrogated at length and on sustained interrogation, they admitted their culpability in commission of crime. MODUS OPERANDI As per disclosure statements of the accused persons, they used to prepare fake e-mail-ids on Google, procure a mobile phone number on fake id and then they used to post an advertisement on Quikr.com and Olx.in for providing jobs in Metro and Airlines on all India basis .Once an aspirant contacted them, they asked him to pay money in installments on one pretext or another.They used to take money in fake bank accounts or by hand .They had prepared several fake e-mail ids like: 1. Once they obtained money from the clients, they used to switch off their mobile phones and destroy the link so that they can not be detected. They used to procure fake ids from one Jugal Kishore who is still at large. In this case Rinku Kumar used to pose himself as Kapil Sharma whearas Amit Chauhan and Prashant Chauhan posed themselves as bosses and allured complainants for job and cheated him. Profile: 1. Prashant Chauhan s/o Sh. Jai Prakash is educated upto 12th standard .He came to Delhi in quest of job but initially he was cheated by someone with similar modus operandi so he also started cheating others for providing jobs in Metro and airlines with the above modus operandi. A number of cases of theft /robbery committed by the gang in various parts of Delhi have been solved with their arrested. One cell phone, one gold chain, one ear ring, three choppers (knife), one LCD, one Laptop, one voter ID card, Cash Rs. 10,500/- were recovered from their possession. INCIDENT AND THE TEAM On 03.11.13, at about 3:10 a.m., one Ms. Pushpa r/o Dariba Pan, Paharganj, Delhi made a PCR call regarding robbery. On this SHO/Paharganj along with the staff rushed to spot. On the spot, Ms. Pusha stated that at around 1:50A.M when she along with her husband were sleeping at her home, she noticed that four boys aged about 20-25 years with their faces covered with mask and having knifes/choppers in their hands were present in her house. On this, she tried to raise an alarm, but she was shown knife and threatened that she would be killed if she tries to raise alarm. Thereafter they robbed two Samsung cell phones, Rs. 68,000/-, four gold bangles, one gold chain and one pair ear ring, one gold ring, voter ID card and two wrist watches. After about twenty minutes, her son Rahul who had gone out suddenly arrived and he knocked at the doors. On this, the accused persons fled away through the roof. On the statement of Ms. Pushpa, a case vide FIR No. 331/13 u/s 394/397/34 IPC was registered at PS Pahar Ganj and the investigation was taken up. Accordingly, a team consisting of Inspr. Rajkumar, SHO/Pahar Ganj, SI Vimal Kumar, SI Vishnu Dutt, HC Arvind, HC Vishnu, HC Yadram, HC Shiv Kumar, Ct. Bhupender and Ct. Kuldeep was constituted under the close supervision of Sh. Anil Kapoor, ACP/Pahar Ganj. INVESTIGATION During the course of investigation, it was learnt that the accused persons had run away from the spot through the roofs and one of the accused had got some hand injury and the blood was also found on the road. Thereafter, the available CCTV footage of the area/way were minutely checked. During the analysis of CCTV cameras, four persons were noticed moving in suspicious condition. The photo of accused persons were got developed. Technical surveillance was also mounted. During investigation, it was very clear that the robbers had to be physically very agile to climb roof and take jumps from such heights, which was not possible for a normal human being. Police Teams started working on various leads. That along with inputs from CCTV footage and technical surveillance led investigation to one Ranjeet and Bhura. A raid was conducted and accused Ranjeet and Bhura, who were covered in the CCTV were arrested by the police team. On the personal search of the accused person, two choppers/knifes used in the commission of crime were recovered from their possession and the Voter ID card was also recovered from the possession of accused Bhura. On sustained interrogation, accused Ranjeet disclosed that he along with his accomplices namely Bhura, Anual and Hanan had committed this crime. At the instance of accused Ranjeet, accused Anual was also arrested by the police team. The modus operandi of the crime was that during night, they would venture out and look out for possible entries to any house. They were extremely agile and move from one roof to another roof and even with a very small entry to a house, they would gain access. On the search of accused Annual, one gold chain and one chopper used in the commission of crime were recovered from his possession. The trio were put to sustained interrogation which has lead to working out of 11 cases of robberies / burglary / house theft in the area of Pahar Ganj and Darya Ganj. SENSATIONAL BLIND BROAD DAY LIGHT MURDER CUM ROBBERY OF A LADY IN GURU RAMDASS NAGAR, SHAKARPUR SOLVED, RELATIVE ARRESTED Special Staff of East District has apprehended the criminal involved in sensational blind murder cum robbery of a lady committed at West Guru Ramdass Nagar, Shakarpur and recovered robbed articles. The name of the arrested person is: 1. Love Kumar Gandharva @ Libbi s/o Kewal Kumar Gandharva r/o H.No. 533, West Guru Angad Nagar, Delhi. INCIDENT On 22.10.13, information was received in PS Shakar Pur reg. brutal murder of 50 years old lady namely Meena Gandharva r/o 718, Guru Ramdass Nagar Extn., Shakarpur, Delhi. Immediately local police reached the spot and found the victim dead on the spot and seems to be strangulated. Deceased Smt. Meena Gandharwa was a divorcee and was living in that house with her 13 yrs old son. Case FIR No. 1058/13 u/s 302/392 IPC PS Shakarpur, Delhi was registered in this regard. The team of Special Staff/ East also visited the scene of crime. The house was initially found robbed and some household articles were found missing. INVESTIGATION AND ARREST: Taking into account the gravity of the case more than 20 teams of East District, Crime Branch and Special Cell were formed to solve this broad day light blind brutal murder cum robbery. The incident shivered the locality in fear. A team under the leadership of Insp Rakesh Dixit comprising of SIs Vinay Yadav, KK Sharma, Arun Sindhu, HCs Manoj, Nazir, Satish, Soma, Jagsoran Cts. Praveen, Jitender, Talim, Anangpal, Salim etc. and in close liaison with SHO Shakarpur was working relentlessly for several days to solve the case. During initial investigation it came to notice that the deceased lady keeps her house locked and only opens for her acquaintances. Interrogation was done with the close relatives of the deceased and a full list of known persons was prepared and all of them were examined. More than 100 relatives and known persons were interrogated at length who had access to the house. The list of all the service providers of the area was also formed. The call details of the deceased were deeply analyzed and surveillance was kept on each and every person known to the deceased. During analysis specific tasks were distributed to all team members and teams were sent to Madhya Pradesh and Uttar Pradesh, as deceased divorced husband lived in Madhya Pradesh and some other close acquaintances lived in Uttar Pradesh. All the relatives and knowns were interrogated several times but no fruitful result came out. Source of income of every relative was checked and it was tried to find that who is financially weak. During this surveillance was kept on some shortlisted persons/relatives whose source of income were not clear and later on the investigations were zeroed in on a relative namely Love Gandharwa who was found to be jobless and a heavy drunkard and his activities were found suspicious. Love’s uncle (Mama) Surender is brother-in-law of deceased Meena. He was kept under manual surveillance for several days. On dated 09/11/13, it came to notice through secret informers that he had sold some robbed articles to one of his friend. Immediately the team of Special Staff/East rushed and apprehended Imran who told that yesterday Love had sold him a mobile phone and the phone was found to be of deceased. Immediately on 10/11/13, Love was picked up for interrogation who later on after sustained interrogation confessed to his crime and was arrested in the said Case FIR 1058/13 u/s 302/392 IPC, PS Shakarpur. INTERROGATION: On sustained interrogation Love disclosed that for the last few years he was jobless and he had no means to earn. He used to work in his cousin’s Pet Shop situated in Laxmi Nagar, Delhi. On the day of incident, during morning he was at his house and he was scolded by his cousin’s wife and he was depressed by this incident, and he left the house and went to deceased (Meena) place to share his griefs with her. As he was penniless, he thought that as deceased (Meena) had purchased new flat, she might be having huge cash in her house. Suddenly he thought of robbing her. After this he roamed near her house for few moments and took a wire lying nearby the house and again entered the house with intentions of robbing her. Deceased was watching TV at that time while sitting on her sofa; he suddenly started to strangulate her with that wire and finally killed her. Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers) prominently known as Call Centers, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths. 2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees. 3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay. 4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard. 5. Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144 Cr.P.C., 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/ (i) UTL dated 09/09/2010, I, Ramesh Chander, ACP/Vasant Vihar, South District, New Delhi do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division, Vasant Vihar shall:j) k) l) m) n) o) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required. Hire the security personnel and other contractual personnel as far as possible from licenced agencies only. Ensure verification of antecedents of all their employees including contractual employees. Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM. Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped. Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their houses and remains halted at the point where a 6. woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call. p) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival. q) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc. r) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees. This order shall come into force with effect from 11.11.2013 and shall be effective for a period of 60 days upto 09.01.14 (both days inclusive) unless withdrawn earlier. 7. Any person/employer/transporter etc. contravening this order shall be liable to be punished in accordance with the provisions of Sec. 188 of the IPC, and 8.
