THE RURAL MUNICIPALITY OF WHITEWATER The Council of the Rural Municipality of Whitewater held its Regular Meeting on Wednesday, October 8, 2014, in the Municipal Office in the Village of Minto with Reeve Blair Woods presiding and with Councillors Robert Miller, John Sparrow and Reinie Weenink present. Regrets: Donald Rourke Reeve Blair Woods called the meeting to order at 9:00 a.m. Agenda Miller Sparrow #1 RESOLVED that the agenda be adopted as circulated and amended and that it form part of the minutes. CARRIED Minutes Weenink Sparrow #2 RESOLVED that the minutes of the Regular Meeting of the Council held September 10, 2014 be adopted as circulated. CARRIED Financial Statement Miller Weenink #3 RESOLVED that the Financial Statement for the period ended September 30, 2014 be approved. CARRIED Administration Report Proposed AMM By-Law changes, courses and Christmas party. AMM Convention 2014 AMM Convention 2014 Correspondence Weenink Sparrow #4 RESOLVED that both outgoing and newly elected members of Council be authorized to attend the 2014 Association of Manitoba Municipalities Annual Convention being held in Winnipeg, MB November 24-26, 2014, and that all usual expenses be paid. CARRIED Miller Weenink #5 RESOLVED that the newly elected Council be authorized to attend the seminar for newly elected municipal officials held in conjunction with the AMM Convention on November 24, 2014 in Winnipeg MB, and that all usual expenses be paid. CARRIED Delegation: 10:00 a.m. – Bill Robertson, Foreman, attended to discuss various public works issues including culverts, gravelling road repairs and graders. Bill left meeting at 10:15 a.m. Public Works Weenink Sparrow #6 RESOLVED that we purchase Vplow quick attaches from Capital I at a cost of $6,352.00 plus tax. CARRIED 10:15 a.m. – Todd Walker and Rober Holter-Ferguson from Frontier Drainage Systems attended to discuss title drainage, culvert replacement and ditch cleaning applications. Mr. Walker and Mr. Holter-Ferguson left the meeting at 10:35 a.m. Miller Weenink #7 RESOLVED that the correspondence be filed and/or dealt with in the usual manner. CARRIED Water Rights Application Unfinished Business Weenink Miller #8 RESOLVED that we have no objections to Water Rights Application File No. 1.68.419 for tile drainage in 18-6-21 W. CARRIED Water Rights Application Weenink Sparrow #9 RESOLVED that we have no objections to Water Rights Application 1.68.420 for tile drainage in 19-6-21 W. CARRIED Water Rights Application Sparrow Weenink #10 RESOLVED that we have no objections to Water Rights Application File No. 1.68.441 for cleaning out ditches and replacing culverts in 18-6-21 W and 19-6-21 W. CARRIED The Elgin Water Plant proposal was tabled to the next meeting. Planning District Weenink Sparrow #11 BE IT RESOLVED THAT the Council of the Rural Municipality of Whitewater hereby give notice of their intention to withdraw from the 23 West Planning District effective December 30, 2014; AND BE IT FURTHER RESOLVED that the RM of Whitewater hold a public hearing as required under Section 27(1)(b) and 27(2)(a) of The Planning Act to receive representations from the public concerning the Municipality’s intention to withdraw from the 23 West Planning District and their intent to join the Dennis County Planning District effective December 31, 2014. CARRIED Recreation District Sparrow Weenink #12 BE IT RESOLVED THAT the Council of the Rural Municipality of Whitewater withdraw from the Souris Valley Recreation District as of December 31, 2014 and hereby give notice to terminate the Master Agreement. CARRIED By-Law 2013-3 Minto Water and Sewer Rate increase By-Law 2013-3 Minto Water and Sewer Rate increase Weenink Miller #13 RESOLVED that By-Law 2013-3 as amended by the Public Utilities Board pass second reading. CARRIED Miller Weenink #14 RESOLVED that By-Law 2013-3 pass third reading and be signed, sealed and delivered. Turtle Mountain Lawn and Landscape will be invited to the next meeting to discuss Riverside Park. Minto Utility MB Water & Wastewater Ass Conference Lagoon Operation and Maintenance Course 2014 Disaster Financial Assistance Claim New Business Weenink Miller #15 RESOLVED that we purchase four Grundfos pumps from Sapphire Water for the Minto Water Treatment Plant at a cost of $6,291.04 plus tax. CARRIED Sparrow Miller #16 RESOLVED that Murray Knight and Real Dewar be authorized to attend the Manitoba Water & Wastewater Association Annual Conference being held in Brandon, MB January 11-14, 2015, And That all usual expenses be paid. CARRIED Miller Sparrow #17 RESOLVED that Murray Knight and Real Dewar be authorized to attend the Lagoon Operation and Maintenance Course sponsored by the Manitoba Water and Wastewater Association being held in Portage la Prairie, MB on November 18, 2014, And That all usual expenses be paid. CARRIED Weenink Sparrow #18 RESOLVED that Q Collaborations be hired to prepare our 2014 Disaster Financial Assistance Claim. CARRIED Committee Reports Councillor Sparrow reported on the Assiniboine Hills Conservation District Sub Committee meeting he attended where they discussed completed projects, and projects that have been put on hold until next year. Councillor Weenink reported on the Assiniboine Hills Conservation District meeting he attended. The budget has been fully allocated for the year. Reeve Woods reported on the Amalgamation Committee meeting he attended and some of the major issues they are still working through. Accounts Weenink Miller #19 RESOLVED that the list of accounts for the period of September 11, 2014 to October 8, 2014 in the amount of $156,340.80 for which cheques #9776 to 9850 inclusive have been issued, be approved and the proper officials be authorized to sign same.
