MINIMUM REQUIREMENTS FOR INCLUSION IN THE LISTS
OF APPROVED AND SELECTED CONTRACTORS
CATEGORY Civil – 1: Civil Works with Value Above 1 Million KD
1.
INTRODUCTION
In order to be considered for inclusion in the List of Selected Contractors for the above type of works the Contractor shall meet the following minimum requirements. Failure to meet any of these requirements shall be cause for rejection of the contractor’s application for inclusion on the above
Category.
2.
PRIOR EXPERIENCE
The Contractor must be experienced in all the operations involved with:

The Contractor must be approved under the same category applied for in Central Tender Committee
2.2
The Contractor must be familiar with construction of buildings accord to Commercial or Industrial standards
2.3
The Contractor need to be familiar with HSE
(Health, Safety & Environment) standards and policies related to Civil Works.
The Contractor shall provide documentary evidence that he has carried out, as a whole, at least two projects in the oil field or in petrochemical environment and/or power station during the last ten years similar in all aspects to the works under this category.

3. PROFESSIONAL AND TECHNICAL STAFF
The Contractor must have in his employment and on his sponsorship a minimum number of personnel as shown below and must provide detail of their qualifications and experience. They must be well conversant with the appropriate standards and Fire and Safety regulations in the oil fields. They will be called for interview and trade test as appropriate.

Civil Engineer Must hold a B. Sc. Degree in Civil
Engineering or equivalent and have good command in English language both spoken and written with at least 8 years experience in the above aspects of the works, capable of organizing, planning, scheduling and supervising similar work.
Planning Engineer Must hold a B. Sc. Degree in Planning
Engineering or equivalent and have good command in English language both spoken and written with at least 5 years experience in the above aspects of the works, capable of organizing, planning, scheduling and supervising similar work.
Electrical Engineer Must hold a B. Sc. Degree in Electrical
Engineering or equivalent and have good command in English language both spoken and written with at least 5 years experience in the above aspects of the works, capable of organizing, planning, scheduling and supervising similar work.
Mechanical Engineer Must hold a B. Sc. Degree in Mechanical
Engineering or equivalent and have good command in English language both spoken and written with at least 5 years experience in the above aspects of the works, capable of organizing, planning, scheduling and supervising similar work.

HSE/ Safety Inspector Must be qualified and certified and have good command in English language both spoken and written with at least 4 years experience in the above aspects of the works, capable of organizing, planning, scheduling and supervising similar work.

Must have good command in English language both spoken ad written with at least 4 years experience in similar work, capable of directing and carrying out the above work .

Mechanical Foreman Must hold a Diploma in Mechanical
Engineering or equivalent and have good command in English language both spoken ad written with at least 4 years experience in similar work, capable of directing and carrying out the above work
Electrical Foreman Must hold a Diploma in Electrical
Engineering or equivalent and have good command in English language both spoken ad written with at least 4 years experience in similar work, capable of directing and carrying out the above work
Quantity Surveyor Must have good command in English language both spoken ad written with at least 6 years experience in similar work, capable of directing and carrying out the above work .
QA / QC Inspector Must be qualified and certified and have good command in English language both spoken and written with at least 6 years experience in the above aspects of the works, capable of organizing, planning, scheduling and supervising similar work.

4. PREMISES AND WORKSHOP FACILITIES
The contractor must maintain workshop, office premises and organization appropriate to the type and volume of work for which he is applying. His office must be staffed and equipped with word processing, copying, drafting and communication (telephone and fax) equipment. His workshop and site equipment should include, but not limited to:-
