Background Information
Health Education Wessex is responsible for the planning, development, education and training of the healthcare and public health workforce across Hampshire, Dorset, Isle of
Wight and Salisbury. We also provide medical training for the States of Jersey and GP appraisal services for Jersey and Guernsey. We believe that the key to improving the health and healthcare of the 2.8 million people living in Wessex is investment in the skills and values of the 52,000 people working in the NHS and in primary care.
Within the field of postgraduate medical education and training, we manage across primary and secondary care for these health communities – totalling around 2,400 doctors in training at any one time across 12 Trusts and 160 GP practices. In addition, we support the workforce development for GP Practice Nurses and Public Health practitioners as well managing a bespoke GP appraisal service for established GP Practitioners to meet the requirements for revalidation in accordance with the statutory requirements set by the
General Medical Council.
We manage training programmes for postgraduate medical training according to the statutory standards set by the General Medical Council (GMC) and have responsibility for establishing and maintaining quality management systems for all posts and programmes as required by the GMC.
The work of the Deanery is guided by the principles embedded within the NHS constitution.
West Hampshire CCG is one of the largest CCGs in the country with a practice population of 530,000 and a budget in excess of £600m. There are 20 doctors currently working in the organisation to ensure the decision making is clinically driven.

It has a range of very dedicated and experienced NHS managers who are keen to make sure the new system is effective at delivering better care for patients but are also keen to share their knowledge and experience.
The CCG is ambitious in its desire to improve the quality of care by innovative solutions.
There are a broad range of clinical areas that are currently being examined and would benefit from additional imaginative, energetic individuals who want to learn more about commissioning.
Job Summary
The 2013 CCG Fellowship posts are designed to give newly/recently qualified GPs an opportunity to gain new specific and generic skills. All posts will be involved in a Service
Improvement project and in Medical Leadership.
Fellows will work with the agreed senior CCG lead on a quality improvement project, working at systems-level to address variability in quality of care, focussing on care pathways and service redesign. Successful delivery of the project will need multi-professional engagement within the CCG.
All post-holders will be expected to develop skills in leadership, management and teaching.
In addition, it is expected that post-holders will develop skills in service commissioning and research with the publication of research papers and posters as a key outcome of the
Fellowship. It will be expected that postholders will enroll on ‘Lead or be Led’ development course as well as other appropriate courses run by Health Education Wessex doing their tenure.
All post-holders will be expected to maintain a portfolio of learning and to participate in appraisal and revalidation
Communications and Key working relationships
The post holder will work with the West Hampshire CCG and also a range of stakeholders to ensure strong and effective partnership arrangements with the GP Practice, Acute Trust and
LAT and other health care providers. The role involves working with:-

Key Responsibilities
These are set out in the descriptions for each post attached below, but all posts have
The Fellows will commit to 4 sessions (2 days) work in and with the CCG on
Service Improvement projects, to be agreed (e.g., Reduction of Acute

attendances and admissions to Secondary care, Dermatology, Dementia projects etc)
There are 2 sessions (1 day) for protected personal project work and development
The Fellows will work independently for the remaining 4 sessions (2 days)
They will be expected to undertake leadership in Service provision and improvement projects and also become involved in work relevant to patient safety. All post-holders will be expected to prepare work for publication and presentation at conferences.
The CCG Fellows will be able to attend the HEW Fellows peer support group which is held monthly meeting at Otterbourne for all the Specialty and GP Fellows on a (TBA) afternoon.
MANAGEMENT
The post mentor will take responsibility for regular performance review and counseling on career development. The post holder will be expected to participate in NHS appraisals and maintain a portfolio of learning to support revalidation

Rationale
These posts are intended to support individuals and to develop their clinical and leadership skills in the first year after completing GP specialist training. The role of the GP is changing and the advent of GP led commissioning has accelerated the need for GPs to develop skills in leadership and service re-design.
The fellowships will also allow the GP Fellow working with GP School Educators to professionalise their knowledge in medical leadership and /or education.
Post
The Fellows will commit to 4 sessions (2 days) and will work with the agreed senior
CCG lead on a quality improvement project, working at systems-level to address variability in quality of care, focusing on care pathways and service redesign.
Successful delivery of the project will need multi-professional engagement within the
CCG.
The post-holder will be able to spend four sessions (unfunded) maintaining their clinical skills and interests, working in GP.
There will be 2 sessions per week for personal development and working with
GP School Educators
The emphasis will be evenly split between clinical skills and service commissioning and redesign.
Fellows will be expected to undertake a research project which will be submitted for presentation at a national or international conference, before being written up for publication in a medical education journal. Dr Sam Scallan (Research manager) will help support the Fellows with a research protocol and making the data ready for presentation and publication.
The mentor will be Professor Johnny Lyon-Maris (Fellows Lead Associate Dean)
