Request authority to construct a Water Heater Replacement project at Ethan Allen School (EAS) at a total project cost of $661,800 GFSB-Utilities Repair and Renovation. The project will demolish old hot water storage vessels and remove and dispose of existing tube bundles and related piping system. New higher efficiency instantaneous water heaters, 100 gallon storage tanks and associated piping systems to provide hot water to the building will be installed. Storage tank bypass piping will also be included with each installation. There are 6 living units that are currently in need of single unit instantaneous water heaters and storage tanks. A seventh housing unit has water heaters and storage tanks serving two buildings which will require two water heaters and storage tanks. The current water heaters in the resident housing units are the original installation from 1959 when the buildings were constructed. The heating units are steam tube bundles contained within a 550 gallon storage tank. The tanks are severely corroded and most of the tube bundles are leaking. Asbestos insulation has recently been removed from the tanks and associated piping system. Request authority to construct a Stormwater Drainage Improvement project at Oshkosh Correctional Institution (OSCI) at a total project cost of $665,100 GFSB – Health, Safety and Environment. This project will install storm sewer pipe and inlets to collect runoff, regrade areas and replace pavement as needed to direct runoff to collection points or drainageways. This project will improve drainage across the site by minimizing standing water and reducing runoff across paved vehicle, and pedestrian routes. It will also direct runoff away from buildings. The drainage ditch on the north side of the property will be cleaned out and regraded to promote drainage to the pond on the northwest side of the property. Most of these improvements are located in the older side of the institution within the secure area. OSCI is a flat site with drainage ditches on the east, north and west. The soil in this area is tight clay with little infiltration. The original construction included little storm sewer and depended on overland flow to remove runoff from the site and drain to the perimeter ditches. Over the years, areas have collected runoff resulting in damage including deterioration of pavement and water in buildings. Standing water collects in drive lanes and pedestrian walkways turning to ice in the winter and causing accidents and injuries. This project is needed to protect both the property and the safety of staff and offenders. The need for the work in this project was identified through the analysis and recommendations developed through a previously approved study of drainage issues at several DOC institutions (Project 06L2Z). Request authority construct a Storm and Groundwater Drainage Improvement project at Taycheedah Correctional Institution (TCI) at a total project cost of $876,100 in GFSB - Health, Safety and Environment. This project will intercept and divert the shallow groundwater draining from the bluff on the east side of the TCI property. A cutoff trench will collect the water and carry it to discharge points at storm sewer or drainageways. The area around Adams Hall north toward the heating plant will be regraded to direct runoff and spring discharge around the north side of the plant then west into the open land. The storm sewer that runs from the north side of Harris Hall to the west past Simpson and Gower and off the property is plugged and will be replaced. New storm sewer will be installed from the south end of the cutoff trench west past the Housing units and off the property. This project includes restoration of areas disturbed by construction. Taycheedah property includes a steep bluff along the east side. This bluff bleeds shallow groundwater through several springs located across the property. The ground itself is wet to saturated due to the groundwater. The newer buildings at the institution have foundation drains with pumping systems that run everyday. The underground utility vaults take on groundwater and have to be pumped, many of them more than once a week. Since the site has little storm sewer, the water is pumped back onto the ground. The original construction included storm sewer along the east side of Harris Hall and ditches and ponds to collect and hold discharge from the springs and rainfall runoff. Over the years, the ponds and ditches have filled in with silt. As a result, in the north east portion of the site, Adams Hall and the heat plant currently take on drainage from the bluff. As more buildings have been added to the institution, little has been done to improve drainage or address the constant flow from the springs. Storm sewer was installed in the 1960’s to provide drainage from the Harris Hall area west past Simpson and Gower. Over the years, this pipe collected debris and sediment, but were not cleaned. This storm sewer pipe is plugged and attempts to clean it have not worked. The pipe must be replaced along its entire length. The general lack of adequate drainage has resulted in damage including deterioration of pavement and water in buildings. Request authority to construct a Fire Protection System Upgrade project at Racine Correctional Institution (RCI) at a total project cost of $254,400 GFSB - Health, Safety and Environment. This project will replace the sensors, announcers, flashers, wiring and control systems associated with the fire protection system throughout the institution. This existing fire protection system was installed in 1991. This system has been discontinued, which makes finding replacement parts extremely difficult and eventually impossible. As the system ages it has become increasingly prone to failures.
