GENERAL INFORMATION ABOUT THE COLLEGE
Location
The College is located in Vom, a quiet rocky village in Plateau State, and situated 1,285
metres above sea level. The nearest towns are Bukuru and Jos and 24 kilometres to the
north-east respectively.
Largely because of its altitude and constant winds, Vom has a remarkably coll climate. In
December and January, the nights may be extremely cold. The wet season extends from late
April to middle October.
1.2
Brief History of the College.
The College was established in 1941, as Veterinary School, Vom, with a total of ten
students. Some of these students registered for Veterinary Assistants (Junior Course),
Veterinary Assistants (Senior Course) and others as Veterinary Officers.
The School has the credit of being the first Higher Institution in West Africa to produce
graduate Veterinary Surgeons long before the first University was established in Nigeria, at
Ibadan in 1948. The school also played a key role, especially between 1947 and 1962, in
training middle level veterinary manpower for other African Countries, notably the
Cameroons, Liberia, Ghana, Sierra Leone, Gambia, Ethiopia and Sudan.
On establishment of University College at Ibadan, it was recommended that the higher
training to the Veterinary Officers’ level be consigned to the University. Consequently, the
Veterinary School, Vom, discontinued the Veterinary Officers’ course in June, 1950, and
thereafter concentrated entirely on running only one course, namely a 2 year Veterinary
Assistants’ Course. In March, 1980, the Veterinary School was formally accorded a college
status and renamed College of Animal Health and Husbandry with a mandate to award
Ordinary and Higher Diplomas.
With the establishment of the National Board for Technical Education (NBTE) by the
Federal Military Government of Nigeria, and the subsequent accreditation visitation to the
College in 1983, the diploma programmes were suspended in 1988. However, with the
approval granted the College by the NBTE in 1989 and 1992, for National Diploma (ND)
programmes in Animal Health and Production and the Higher National Diploma (HND) in
Animal Health Technology respectively new sets of students were enrolled. It will be
mentioned that the College was again renamed the Federal College of Animal Health and
Production Technology on the 29th January, 1991.
Presently, the College offers in addition to the Diploma programmes, all the programmes
listed in 2.1.0 below. All the programmes of the College have been granted full
accreditation by the NBTE.
1.3
Decree Establishing the College
The National Science and Technology Amendment Decree No. 46 of 30th December, 1990,
give legal backing to the Research Institute to conduct training for the technicians and
technologists for the award of National Diploma (ND), Higher National Diploma (HND)
and Certificates.

Mandate of the College
Training of middle level manpower in Animal Health, Animal Production, Livestock
Extension/Management Services and Vocational Training who could effectively utilize their
training to establish and manage livestock farms.
1.5
Vision of the College
To be the foremost Institution in Africa with qualified professionals to train and produce
internationally recognized middle level manpower equipped with knowledge, skills and
attitudes in Animal Health, Production and Extension services.
1.6
Mission of the College
To provide middle level technical manpower in the area of Animal Health and Production
Technology who could effectively utilize the acquired knowledge to establish and manage
livestock farms to maximum advantage.
To produce extension staff who should be able to bring the result of Agro-Veterinary
Research and innovation to the livestock farmers and feed back the farmers’ problems to the
appropriate authorities for solutions.

2.2 Admission Requirements
2.2.1 Certificate/Entrepreneurship Courses
For a candidate to gain admission into any of the six-months certificate courses, he/she must
have at least any of the following: SSCE/ GCE/Grade II Teachers Certificate or its
equivalent with at least a credit pass in any subject.
2.2.2 Preliminary National Diploma (Science and Technology)
The basic entry requirement into the Preliminary National Diploma course in science and
Technology is Five (5) passes at SSCE/GCE or its equivalent in not more than two (2)
sittings in the following subjects: Mathematics, English language, Chemistry and
Biology/Agricultural Science and Physics.
2.2.3 National Diploma (Animal Health and Production Technology)
a) The minimum entry requirement for this programme is five (5) credit passes in
SSCE/GCE or its equivalent in not more than two (2) sittings. credit passes in English
language, Mathematics, Biology/Agricultural Science and any two (2) of the following
subjects: , Chemistry, Geography, Economics/Commerce, Technical Drawing,
Physics,Food and Nutrition, Nigerian Language, Home Economics, French Language or
five (5) credit passes in relevant subjects obtained at the final examination of a
Preliminary National Diploma (Science and Technology) of this College or related
Institutions accredited by NBTE are acceptable. A pass in Chemistry is compulsory.
b) Candidates coming in through Pre-ND must satisfy all conditions for Pre ND admission.
c) Candidates must obtain the minimum cut-off point for UTME Examination conducted
annually by JAMB.
2.2.4 Higher National Diploma (Animal Health Technology)
The general entry requirement for admission into this programme include:(a) All the entry requirements for admission into ND programme as stated in item 2.2.3.
(b) National Diploma in Animal Health and Production Technology with a minimum of
lower credit pass.
(c) A minimum of one year post National Diploma cognate experience.
(d) In exceptional cases, National Diploma certificate holders with a pass but with two (2)
or more years cognate experience may be considered for a maximum of 10% admission
into the HND programme.
(e) The candidate must be from National Board for Technical Education (NBTE) accredited
programme.
(f) National Diploma JAMB Admission letter.

2.2.5 Higher National Diploma (Animal Production Technology)
The general entry requirements for admission into this programme include:(a) All the entry requirements for admission into the ND programme as stated in item 2.2.3
(b) ND with a minimum of lower credit in Agricultural Technology Programmes and
Animal Health and Production Technology.
(c) A minimum of one year cognate work experience.
(d) In exceptional cases, ND diploma with a pass but with two or more years cognate
experience may be considered for a maximum of 10% admission into the HND
programme.
(e) The candidate must be from National Board for Technical Education (NBTE) accredited
programme.
(g) National Diploma JAMB Admission letter.
2.2.6 Higher National Diploma (Agricultural Extension and Management) Programme
Applicants with all of the following qualifications may be considered for admission into this
programme by direct entry.
(a) All the entry requirements for admission into the ND programme as stated in item 2.2.3
(b) The National Diploma with a minimum of lower credit pass in any agricultural
programme (e.g. ND Pest Control, Agricultural Marketing, Forestry, Soil Science,
Ranch Management, Fisheries and Wild life Management).
(c) A minimum of one year post National Diploma cognate experience.
(d) In exceptional cases, ND diploma with a pass but with two or more years cognate
experience may be considered for a maximum of 10% admission into the HND
programme.
(e) The candidate must be from National Board for Technical Education (NBTE) accredited
programme.

ACADEMIC REGULATIONS
3.1
Common Terminologies and their Meaning
(a)
Academic Programme: This is defined as a discipline of study for which a
certificate is awarded.
(b)
Semester: Semester consists of approximately 16 – 18 weeks of lectures/field
work/laboratory and workshop exercise. At the end of a semester, semester
examinations are usually conducted and there are two semesters in one academic
year or session.
(c)
Session: Is one academic year or two semesters.
(d)
Course: A course is a defined content of study in a specified area within a
Programme.
(e)
Credit Unit:
This is defined as one hour lecture or 3 hours
laboratory/workshop/farm practical in a week.
(f)
Honor point: This is the numerical value of the grade in a course.
(g)
Grade Point: This is the sum of the product of the unit credit and the honor point
(h)
Grade Point average: This is the candidate’s total grade points divided by the total
number of credit units for the semester courses.
(i)
Cumulative Grade Point Average: The total grade point divided by the total credit
units for all the semesters.
(j)
Carry-over: This is a situation in which a student who fails in not more than three
subjects in a session is allowed to proceed to a succeeding session. The subjects yet
to be passed are carried over into the new session. A student shall not register for
any subject which its prerequisite has not been passed.e.g. GNS 302 cannot be
registered for by a student who has failed GNS 301.
Carry-over is allowed for two (2) academic sessions after which the student will be
withdrawn.
For short or terminal programmes like the Certificate and Pre-ND programmes there is no
carry-over.
(k)
Promotion: A student who passes all the courses at the examination in a session
shall be promoted to the next level of the programme. This applies to only
programmes lasting for more than two semesters.
(l)
Probation / Repeat: A student who fails more than 3 but less than 10 subjects in a
session is allowed to repeat the class. Such a student can only repeat twice in a class
and thereafter be withdrawn if he/she can not pass.
(m)
Withdrawal: A student will be advised to withdraw from the College either due to
poor academic performance, disciplinary problems or health grounds.
i.
The conditions for withdrawal due to poor academic performance are as
follows:
 A student who fails in ten or more courses in a session.
 A Pre-ND student who fails in more than two core subjects, on a
cumulative basis, in the session.

A student who was given provisional admission but could not remedy
the admission deficiencies by the terminal semester of the programme.
A Pre-ND student in this status may be allowed to complete the
programme but will neither be awarded the certificate nor considered
for admission into the ND programme.
 A repeat student who spends up to three years in a class but fails.
For a student with disciplinary problem(s), the conditions are stipulated in table
4.
A student who was absent from the College for a whole academic session due
to health reasons may be advised to withdraw but will be readmitted on
presentation of medical certificate from a government owned hospital.
Voluntary withdrawal by students is acceptable as long as the reasons are
communicated in writing to the Academic Board through the Provost.
Re-Admission after Withdrawal
i.
Any student who by reason of having failed ten (10) or more courses and has
been asked to withdraw from the College may re-apply as a fresh Student for
a different course.
ii. A student who voluntarily withdraws from the College for non-academic
reasons with due approval may apply in writing for re-admission. The
condition for re-admission shall be based on the following: Such a
withdrawal period shall not be more than two years.
Such a Student would have been qualified to proceed to the next semester. The
application
should be sent to the Registrar at least three months before the
commencement of the academic year in which he/she intends to resume studies.
Re-admission will be subject to vacancy in the programme concerned.
iii. For the re-admission to be effective, the student must receive a written
approval of his application from the Registrar.
(o)
Transfer from one programme to another: A student may be allowed to transfer
from one programme to another on the following conditions:

He/She satisfies the basic admission requirements advertised for the new
programme.
His/Her HOD endorses the transfer and the HOD of the intending
programme is willing to accept the student.
The Academic Board ratifies the transfer. After the ratification, the Record
Officer shall be duly informed for adjustment of records and documentation.
Student has satisfied course requirement of the new programme.
Admission on transfer: For a student to be accepted on transfer from another
Institution he/she must have attained the equivalent CGPA of at least 2.00. The
student must have passed all the courses in such programme undertaken in the
former Institution and such a programme must have been accredited by the NBTE.
This shall be based on the transferring student’s transcript. A student on transfer
from another Institution must spend a minimum of two semesters before graduation
and must be of good character.
Continuous assessment: This is the assessment of the student’s work during a
semester and it usually involves practical works, field works, at least two class tests,

quizzes, assignments and term paper. The continuous assessment carries a total of
30%.
End- of- Semester Examinations: These are examinations administered to the
students at the end of a semester. The examination carries a total of 70%.
Final or Terminal semester Examination: This is the examination administered to
graduating students. The examination is usually moderated by External Examiners.
REGISTRATION, ORIENTATION, MATRICULATION AND CONVOCATION
3.2.1 Registration
3.2.1.1 Registration Requirements
a)
Students shall only be registered as students of the College on, the production of
admission documents duly signed by the appropriate authority and having satisfied
the authority of the correctness of the information submitted at the time of
application for admission and the payment of the prescribed registration fees.
b)
All returning and fresh students must register at the beginning of every session.
Students are expected to collect Registration Forms in the Academic Records Office
of the Registry and fill these in duplicate. Newly-admitted students can only be
issued with these forms on producing their letters of admission while returning
students must produce their statement of results and identity cards for the purpose of
identification. Carry over courses must be registered at the beginning of the session.
c)
A very important condition for registration is the payment of the following fees, per

The balance or all of Caution Deposit will, however, be refunded to a successful student at
the end of his/her course.,
Students are advised to first secure provisional offer of accommodation from the Students
Affairs Office before paying the accommodation fee. All fees are to be paid to the Bursary
Department and receipts obtained. These receipts must be tendered during registration or
for securing an accommodation. Auditors shall at any time request for receipts of payments
and these must be promptly provided.
3.2.1.2 Registration Procedure for New Students
On getting to the registration Venue:
a. Students are to meet the Departmental Registration Officer
b. Present all Original Documents for screening to the Department Registration Officer
c. Pay Tuition Fee to the College Bursary
d. Register with the College Library
e. Collect Course Registration Form(s) from the Academic Records Office and fill using
the Student handbook as a guide.
f. Attach Photocopies of all Receipts to the form and present same to the respective
Lecturers for signing.
Orientation /Matriculation of New Students marks the end of all registrations.
3.2.1.3 Registration Procedures for Old Students
a. Present his/her College ID card to the departmental Registration Officer.

3.2.2 Orientation Programme
The College Registration Committee is responsible for organising orientation for the new
students. The orientation programme commences two weeks after Registration Exercise and
lasts for two (2) days.
The major event on the first day is the implementation of the orientation course which is
intended to introduce the new students to the function of the various departments and the
Principal Officers heading such Departments.
During the orientation course,
i.
New students are introduced to the Teaching Facilities within the College
(Laboratories, Lecture Halls, Library, Veterinary Clinic and College Farm).
ii.
The Provost gives welcome address, and goodwill messages are given by some
HODs.
iii. New students receive Lectures on Academic Rules and Regulations of the College,
Sporting activities, Social Life on Campus and the use of the Library. These lectures
are often delivered and at the end, students are allowed to ask questions for clarity.
On day 2 students are taken on Guided Tour of the College Farms (LID, Dagwom Farm,
Poultry Farm etc.); they are also taken on guided tour to Jos and its environment: ITF, Jos
Zoo, Jos Wild Life, University of Jos, National library.

3.2.3 Matriculation
Every student is expected to matriculate, before his entry into the academic community of
the College is recognized. At the ceremony, students are expected to take the matriculation
oath. The ceremony is usually held at the beginning of every new session.
3.2.4 Deferment of Admission
A student may apply for deferment of his/her admission after due registration and
matriculation. The duration is for one (1) year in the first instance and renewable for another
year.
3.2.5 Convocation
At the successful completion of their courses, students are expected to attend the College
convocation during which they are awarded their HND and ND certificates. The ceremony
is held around the month of November. Each graduating student is notified of the date
through Radio / Newspaper adverts.
All graduands who wish to attend the graduation ceremony are required to send to the
Registrar in writing the following information, usually not later than two (2) weeks to the
date of the Convocation:




Full Name and Postal Address,
Department.
Names and Address of two (2) guests.
Their letters should be forwarded in envelopes marked “Graduation Day” and addressed
to Registrar, Attention, Secretary Ceremonial Committee, Federal College of Animal
Health and Production Technology Vom.
Graduands will be responsible for their accommodation and of their guest(s)
The students are also requested to report to the College Campus prior to the graduation
ceremony for a rehearsal and further instructions. Academic gowns are always available on
loan and can be collected from the Departmental officers of the respective Departments,
three days to the Convocation, on payment of a prescribed amount .Graduates of the College
are entitled to join its Alumni Association by application for registration and payment of
prescribed fees. For more information, contact the Students Affairs Office.
4.0
EXAMINATION REGULATIONS, STATEMENTS, TRANSCRIPTS AND AWARDS
OF CERTIFICATES
4.1
Eligibility for writing of Examinations
(a) Only registered students of the College are eligible for any of the examinations
prescribed by the Academic Board for the various academic programmes. These
prescribed examinations are mandatory for progress in the approved programmes and
for the completion of a prescribed course. The College shall not waive a prescribed
examination for any reason other than those approved by the Academic Board.
(b) For a student to be eligible to sit for any examination, such a student must:
i.
Attain 75% attendance of lectures and practicals.
ii. Obtain clearance from Accounts Department.
iii. Obtain clearance from his/her HOD in the form of an examination card.

iv.
Present an ID Card.
(c ) Only those candidates who are registered as students in accordance with the College
regulations shall be admitted into examinations on satisfying all the conditions
mentioned in (b) above.
4.2.
Examination Procedure
(a) It shall be the duty of the HOD to:
i.
Compile and update the results of all tests, assignments, workshop/Laboratory
exercises, examinations etc. submitted to him/her by the individual lecturers.
ii. Endorse all examination grade reports for all the students in the department at the
end of each semester examination and ensure its publication by the
HOA/Registrar within one week of approval by the Academic Board.
iii. Take custody of all answer scripts and the marking schemes for a maximum of
five (5) years before moving them to the Record Office.
iv.
Keep record of examination results.
(b) It shall be the duty of the Examination Officer to:
i
Arrange and conduct all the examinations in keeping with the provisions of the
College policy on examination.
ii
Take responsibility for the security of the examination questions before they are
administered.
iii Appoint invigilators, in consultation with the Deputy Provost, (Academics) for
all the semester examinations.
iv
Keep records of examination results.
(c) It shall be the duty of the subject Lecturer(s) to:
i
Ensure that any examination (tests, quizzes, assignments) are made known to the
students.
ii
Set the semester examination questions and submit with the marking scheme,
two (2) weeks to the advertised date of the examination to the Examination
Officer through his /her HOD.
iii Examination questions are to be vetted at the Departmental level as well as by
the external examiners.
iv
Compile the student’s attendance list for the semester and submit to the
HOD/Programme Coordinator who will ensure that any student who does not
have up to 75% attendance is not allowed to sit for the examination.
v
Mark the examination scripts, compile the scores and submit along with all
relevant documents to the HOD/Programme Coordinator within two weeks from
the date of the examination.
(d) It shall be the duty of the Invigilator to:
(i)
Check the examination halls for any items/objects that may give undue
advantage to the students before commencement of examination.
(ii)
Identify and search the students before entry into the examination hall and
remind them of the examination rules and regulations.
(iii) Fill the EM form and submit same to the HOD through the Examination
Officer, on any student who may have indulged in any form of malpractice
during the examination.
(iv)
Ensure that all students sign the attendance register in the examination hall and
counter sign on submission of scripts at end of the examination.
(v)
Ensure that any student caught cheating in the examination hall signs the EM.
1 form, which, must be countersigned by the class representative or the deputy

or any other witness in the full view of all the other students inside the
examination hall.
(vi)
Allow the offending student to continue the examination once the EM form has
been signed as stipulated above.
(vii) Ensure that no student enters the examination hall, thirty minutes into the
examination or leave ten minutes to the end.
(e) It shall be the duty of the student to:
(i)
Present him/herself for any advertised departmental examination.
(ii)
Desist from indulging in any activity that could, possibly, be construed to
mean or imply copying of answers to examination questions from a fellow
student or objects in or around the examination premises.,
(iii) Ensure he/she comes to the examination hall with all requirements for the
examination as he/she will not be allowed to borrow any item during the
examination.
(iv)
Inform the invigilator in the event that he/she wishes to visit the toilet while
the examination is in progress.
(v)
To ensure that he or she does not enter into the exam hall with mobile phones
or any other information retrieval system.
(f) It shall be the duty of the Students’ Disciplinary Committee to:
i)
Dispose of all cases of examination malpractice(s) submitted by the Head of
Department/ Programme Coordinator within one week of the end of the
semester examination.
ii)
Submit their findings and recommendations to the Academic Board, in
writing, through the Provost.
(g) The Academic Board shall deliberate on and ratify all departmental results submitted by
the HOD/Programme Co-ordinator within a maximum of one month from the date of
the end of the examination.
4.3
Conduct of Examinations
(i)
Any student financially indebted to the College or Department shall not be allowed
to sit for the semester examination except with the written permission of the Provost.
(ii)
Semester examination shall last for a minimum period of one week and maximum
period of three weeks.
(iii)
Examination time-table shall be displayed for staff and students at least one week to
the commencement of the examination.
(iv)
The offices of the HOD/Programme Co-ordinator and Examination Officer are
declared out of bounds to Students during the period of examinations.
(v)
The student can come along with only the following items into the examination
halls:
a. Pen/biro/pencil.
b. Ink.
c. Sharpener/ razor blade.
d. Eraser.
e. Ruler.
f. Mathematical set without user’s manual.
g. Non-programmable calculator without user’s manual.
h. Any other items authorized by the examiner.
(vi)
Any student who does not present himself or herself for any semester examination
on the stipulated date shall be scored zero in that examination. However, where
absence is on medical grounds and the student presents a medical report from a

government-owned hospital; the affected student shall take the examination in the
next appropriate semester. For a class test or quiz, the HOD/Co-ordinator can
authorize a make-up assessment.
On no account shall end-of-semester
examination be administered outside the approved examination period.
All terminal semester examination questions and marked scripts shall be externally
moderated. The external examiners shall be nominated by the HOD/Programme Coordinator and ratified by the Academic Board. The external examiners for the ND
and HND programmes must not be below the rank of Senior Lecturer or its
equivalent while those for the Pre-ND must not be below the rank of Lecturer I or its
equivalent.
It is mandatory for final year ND and HND students to write a supervised project
and to defend same, at the end of their programmes. The weighting for the project
work shall be as follows:

The project supervisor for the ND projects must posses a minimum of Higher
National Diploma, while those for the HND, a minimum of a University Bachelor’s
Degree.
It is compulsory for the ND students to go for the Students’ Industrial Work
Experience Scheme (SIWES) at the end of the second semester. The assessment
shall be on the basis of the student’s log book and the supervisor. The relative

Any student who scores below 50% shall repeat the Programme at his/ her own
expenses.
It is also a requirement for ND and HND students to go on excursion annually to
agricultural outfit for field experiences to augment theory and practice of agricultural
skills and instruction. A student who absents himself/herself from excursion without
strong medical evidence will carryover the excursion to the next year.
4.4
Student Assessment
4.4.1 Lectures/Practicals
a. A minimum of 75% and 80% attendance in both lectures and practicals respectively is
required for a candidate to be eligible to sit for any semester examination.
b. Attendance at both lectures and practicals classes constitute a particular percentage of
the semester examination.
4.4.2 Course Work/Assessment
Assessment of student work shall be based on (a) Course work 30% (b) Semester
Examination 70%. Course work shall consist of assignment, quizzes, term paper etc.

A grade point is obtained by multiplying the credit unit assigned to a particular course by
the credit points obtained in the examination of that course. Thus if Mathematics carries 2
credit units and a student scored 75% which is 3.5 credit, his grade point for Mathematics is

The overall performance of each candidate during entire semester shall be determined by

4.4.3.5 Student Project Work
Student project work is assessed as a course in the semester only for ND and HND
programmes. Students are expected to submit their projects two (2) weeks after external
defense, failure upon which there is an automatic carryover of the same project.
4.4.3.6 Student Industrial Work Experience (SIWES)
i.
SIWES is done at the end of second semester of the first year in ND programmes for
a period of 4 months.
ii.
Assessment of the student is done by both industry based supervisor and the
Institution-based supervisor.
iii. SIWES carries 2 units in the course load.
iv.
At the end of the SIWES programme, students are expected to submit the following:

All cases of examination malpractice by the students shall be properly documented by filing
and signing of the EM 1 and EM2 forms. Both forms shall be submitted by the invigilator
or examiner, as the case may be, to the HOD/Programme Co-ordinator who shall authorize
its proper investigation, by endorsing the forms and forwarding to the students’ Disciplinary
Committee within 24 hours of receiving such report. A case of examination malpractice
involving a staff shall be reported by the HOD/Programme Co-ordinator to the Academic

Student Complaints
(a)
Any student dissatisfied with any aspect of the conduct of any examination including
tests, assignments and practicals shall complain to the HOD/Programme Coordinator through the class adviser within 24hrs. The HOD/Programme Coordinator shall then discuss the merit of the complaint with the student and advise
him/her accordingly.
(b)
In the event that the HOD/Co-ordinator fails to satisfy the student, the student can
appeal to the Academic Board through the Provost in writing within 10 working
days.
(c)
If the student’s complaint is about examination grade, he/she can apply for a recall
of the examination script to the Deputy Provost Academics through the HOD/
Course Coordinator, with the receipt of payment of the sum of five hundred
(=N=500.00) naira only, per subject within 4 weeks of result publication.
(d)
The Deputy Provost Academics shall nominate a 3-man exam. reviewing committee
in consultation with the HOD/Programme Co-ordinator.
(e)
The scores recommended by the Reviewing Committee shall be final.

If the difference between the re-marked examination score and the challenged score
falls within 10% of 70 marks (i.e. the total marks for the examination), the
complaining student shall be guilty of maligning the integrity of the department and
shall be liable to suspension from the institution for one semester.
If the difference between the re-marked examination score and the challenged score
falls above 10% of 70marks (i.e. the total marks for the examination), the lecturer
shall be guilty of betrayal of academic trust and shall be subject to disciplinary
measures as may be decided by the Academic Board.
On corruption related issues or poor Service delivery, students are encouraged to
make use of the available Anti-corruption and transparency Unit (ACTU) and the
SERVICOM complaint boxes respectively to forward their complaints.
4.7
External Examiner.
a) Sessional examinations of the National Diploma (ND) and Higher National Diploma
(HND) excluding Certificate Courses shall be moderated by External Examiners
approved by the Academic Board on the recommendation of the respective Heads of
Departments.
b) The External Examiners shall participate in the determination of the results of the final
year students and shall also, submit a written report to the Provost at the conclusion of
the exercise.
c) The Provost shall bring the report to the notice of the Academic Board and notify the
Heads of Department within the first four weeks of the first semester of the academic
year.
d) No one person shall serve as external examiner for the same programme for a period of
more than two (2) consecutive terms of two (2) years.
4.8
Eligibility for the Diploma/Certificate
In order to be eligible for the award of a Diploma or Certificate by the College, a candidate
must:
a) Satisfy the prescribed Entrance/Admission Requirements.
b) Complete the approved course of study in his/her discipline
c) Pass all the required examinations in the prescribed course.
d) Satisfactorily complete the prescribed period of approved industrial attachmentSIWES, where applicable:
e) Pay all the required fees and debts; and
f) Comply with such other requirements as may from time to time, be prescribed
by
the Academic Board.
g) Must have fulfilled prescribed project work requirement, where applicable.
h) Must be found worthy both in character and in learning.
4.9
Academic Transcript and Statement of Result
a) An official transcript of a student’s academic records and performance shall be compiled
and kept by the Registrar of the College.
b) Academic Transcripts shall not be sent to any individual or employer but only to
institutions of Higher Learning and Scholarship Boards on request. The Transcript can
be sent manually or electronically.
c) Each request for an Academic Transcript shall be honoured only on the payment of an
application fee as may be determined by the Academic Board.

d) The Request shall be made in writing to the Registrar by the student, the Institution of
higher learning or by the Scholarship Board. The full name and address of the
Institution or Scholarship Board must be provided in the written application.
e) Request for Academic Transcript to more than one Board/Institution shall attract
multiple fees.
f) A request for Academic Transcripts that is not properly made shall be rejected.
g) Statement of result is issued to students at the end of each semester.
h) Students are advised to always write and spell out their names in full, writing the
surname first in capitals or having it underlined. The College will not be responsible for
any miss-spelt, miss-ordered names on diploma certificate arising from non-compliance
with this rule.
i) A student can change his/her name by swearing to an affidavit and submitting the
publication together with the necessary documents relating to marriage to the Registrar.
The College must be prompt, and be properly informed, in writing of any
change of
name with relevant supporting legal documents.
5.0
5.1
ACADEMIC FACILITIES
College Farm
The College operates a livestock farm with different breeds of animals. The farm is run by
farm staff and students with the primary aim of exposing students to animal production
practices with a view to motivating the students to start their own livestock farm on
graduation from the College.
The emphasis at the College farm is on practical production of economic domestic livestock,
which, at the moment include, beef and dairy cattle, pigs, poultry, sheep, goats, Fish, Horse
and rabbits.
Other animal production facilities include a feed mill, semen processing laboratory, teaching
and Research farm, student and farm workshop, pasture improvement and crops cultivation,
abattoir, grain silos, silage, hay-making facilities and Fish hatchery.
5.2
Veterinary Clinic
The primary role of the Veterinary Clinic is for the training of students in animal Health
care delivery. In addition, it provides commercial veterinary clinical and consultancy
services to the public and serves as a research source for staff and students. It has both large
and small animal units with boarding facilities for horses, cattle, sheep/goats and dogs.
Both large and small animal surgeries are performed. The clinic has standard equipments for
diseases diagnosis, treatment and animal handling.

5.3
Rabbitry unit

College Library
The Library is well located within the College and is well stocked with up-to-date books,
journals and magazines. The Library can accommodate 60 – 65 students at a time. The
services rendered are reading space, Book loaning facilities and Photocopying. Journals and
other materials are complemented by inter library services with the National Veterinary
Research Institute library. The academic departmental libraries are also being set up to
augment the College Library.
5.3.1 Readers’ Library Guide
Registration
i.
Users must register officially with the Library and be issued with library
identification before being allowed the use of the Library.
ii.
Borrowed Books, Periodicals and Projects must be returned when due.
iii. Borrowers are not allowed to take Library materials with them on annual leave,
school vacation, while traveling abroad, or following resignation from service.
iv.
Books, Projects or Periodicals borrowed by one reader must not be passed on or
transferred to another reader.
v.
The Library assistant must issue over-due notice to a borrower at the expiration of
the loan period.
vi.
Over – due materials shall attract a fine.
vii.
Over – due materials can only be renewed if it is not required by another reader.
viii. The Library materials (books especially) can be borrowed for only two (2) days. But
it can be renewed if it is not required by another reader.
5.3.2 Discipline
 Absolute silence must be observed in the Library.
 Smoking, eating and drinking are not permitted in the Library
 The use of matches or any naked lights in any part of the Library is prohibited.
 No discussion or noise is allowed in the Library.
 Use of Mobile Phones should be limited to vibration as a signal for outing.
 No reservation of seat is allowed.
 Eating or chewing of gums is prohibited in the Library.
 No student shall touch the electrical appliances in the Library. (Call the attention of the
Library staff if need arises).
 Any student who fails to abide by these rules shall forfeit the privilege of using the
Library.
5.3.3 Damage and loss of library books
 Readers and borrowers of books, projects and journals will be held responsible for any
damage on these materials, while in their charge, and will be required to pay full value
of new copies of such items in case of damage.
 Borrowers must report at once any loss or damage of Library materials (books, projects
or periodical) in their possession.
 Defacing of Library book, project or periodical, attracts replacement.
 Loss of Library materials shall attract replacement in addition to other sanctions.

5.4
Audio Visual Unit
The College has an Audio visual unit which is accessible to all departments. The use of
audio visual teaching aids has proved very successful and quite inevitable. The College has
developed an audio visual unit equipped with over head projector, flip charts, mobile boards
and slide projectors, multi-media projector and Video Camera. Teaching staff are well
trained and have unlimited access to these facilities.
5.5
Non-College Facilities
To cater for Students Industrial Work Experience (SIWES) the College liaises closely with
other Livestock farms, Livestock feed mills and Veterinary Clinics. These include:
Integrated Dairy Farm (IDF) Vom, Jos abattoir, Root Crops, Plateau Veterinary Hospital,
ECWA Farm, Panyam Fish Farm and Rennaige Integrated Fish Farm.
5.6
Students’ Educational Visit
The College organizes excursion/field trips for students only. These trips are compulsory
and students are meant to write a comprehensive report on return.
6.0
6.1.
STUDENT WELFARE
Channels of Communication within the College.
a) Individual Students or student Associations wishing to have access to the Provost or to
write requesting for or petitioning against any body should do so through their Heads of
Departments or the Student Affairs Officer.
b) Academic matters should pass through the various Heads of Department to the Deputy
Provost Academic, to the Provost, and to the Academic Board.
c) Non-academic matters should pass through the Student Affairs Officer to the Registrar
then to the Provost
d) On Non-academic matters such as the Works, Medical, Bursary, etc, students should
pass their requests through the Student Affairs Office. Nothing however, prevents the
students from reporting specialized cases direct to the appropriate quarters, such as to
the Librarian, the Head of the Industrial Liaison Unit, or the Head of the Security Unit.
6.2
Channels of Communication with outside Organisations including the Press
a) Students’ Organisations, the Students’ Union or individual students who wish to issue
press release or to address a Press Conference, must make copies of the release
available to the Provost through the Students’ Affairs Officer and Registrar for
comments and approval before the release is made or the Conference is held.
b) Any communication with Government Officials must pass through the Provost’s Office.
c) Student Organizations wishing to utilize the broadcast media for publicity must first
obtain the approval of the Provost.
d) Any violation of the above channel of communication shall attract stiff sanction.
6.3
Hostel Accommodation
(a) Eligibility for Hostel Accommodation
The College provides limited accommodation for students in the following hostels:- Goni
Hall, A.V( Adamu Vom) Blocks, Queen Amina Hall (female hostel), and “Aso Rock”
Village Hostel. The policy for the allocation of rooms by the Student Affairs Officer is on
“first come, first served basis”. However, concession is given to foreign students and the
disabled students. Those who are allocated hostel accommodation are advised to collect a
copy of the rules and regulations guiding hostel accommodation from the Student Affairs
Office and to adhere strictly to them.

Due to shortage of Hostel Accommodation, Pre-ND and Certificate students are not eligible
for hostel accommodation. Students are expected to pay an accommodation fee which will
be determined by the Management of College.
A hostel is a centre of community life. All resident students are expected to contribute their
quota to make a happy home. Each student is also required to exercise the greatest
discretion and self discipline in relation to other students, authority and staff, as well as the
general public.

(c ) Guests and Visitors
No student should accommodate any visitor or an unauthorized student in his/her room
overnight. Any student caught shall be ejected from the hostel. Visitors must not go
directly to the student’s room or common room, but should first enquire at the Porter’s
Office where they must sign and indicate the time of departure. For the purpose of these
rules, male students visiting the female hostels will be regarded as visitors and vice-versa.
Every student is responsible for the conduct of his/her visitor
(d) Approval for Hostel Functions
The Hall Master/Mistress must be notified of students meeting or any functions taking place
in the hostel. Application for approval to hold any function in the hostel must be submitted
by the applicant at least, 48hrs before the function. Visitors attending such meetings or
functions must sign the visitor’s book.
(d) Noise, Use of Electrical Appliances, Fire and Fire prevention
In the interest of the hostel residents, noise must be kept to the minimum. Wireless sets,
radio, stereo sets, etc, must not be used as from eleven o’clock in the night. At all times,
these instruments must never be played in such a manner as to cause disturbance to others.
The following rules must be observed in the Hostels.
i
Students must not tamper with or alter, in any way, electrical installation in their
rooms or any part of the hostel.
ii
The installation and or use of cooking and boiling rings, etc, is not allowed in
students’ rooms.
iii All incidents of fire shall be investigated by the student affairs officer/hostel
management committee and reported to the Provost. Both the national fire codes
and the College regulations will govern the criminal and/or disciplinary action to be
taken against any person found responsible for any fire outbreak.
iv
When there is no electricity supply, students should use lanterns instead of candles.
Whoever uses candle in the hostel shall be held responsible for any fire outbreak.

Any Student responsible for local electrical power failure in the hostel or part of the
hostel, will be charged with the cost of restoration of power and may face further
disciplinary action.
vi
Under no circumstance shall meals be cooked within students’ rooms. All cooking
should be in the hostel kitchen provided. Any student found guilty of this offence
shall be suspended from the hostel for up to one academic year with no refund of the
hostel accommodation fee.
vii
Students are not allowed to bring/ use generators in the hostel.
Personal Property and Sanitation
i
All Students resident I the hostel must ensure that the cleanliness of their room/flats,
Kitchen, Bathrooms and Toilets are maintained on rotational basis with other
members of their room/flats.
Penalty: Refusal to comply will attract outright expulsion from the hostel
ii
The College does not accept responsibility for any loss of personal property in
the hostel. Students are therefore, advised not to bring valuable and
expensive personal property into the hostels.
iii For health and sanitary reasons, pet animals, birds, fish, and/or reptiles are prohibited
in and around the College.
Penalty: Expulsion from the hostel
iv
No students shall leave personal property in their room during vacations without the
written permission of the Warden/Matron.
v
Hanging of Net, Towels and clothing inside the hostel is prohibited, except in the
space provided.
Alcohol, Drugs, Smoking and Possession of Dangerous Weapons/ Penalty
i
No alcoholic beverages are allowed in the students’ halls of residence. The taking of
alcoholic beverages within the College Campus is strongly prohibited.
Penalty: Expulsion from the hostel
ii
Students whose drunken and disorderly behavior is likely to cause disruption of
the peace in the school/hostel will be disciplined by the college authority.
iii The use or possession of illegal drugs may be grounds for the immediate expulsion
of a student from the College, and the case reported to the police.
iv
Students should not take drugs unless prescribed by a competent physician.
v
Smoking is not permitted in the hostel, classroom, laboratories and libraries.
vi
(h)
(i)
The possession or use of dangerous weapons, such as firearms, by any student is
prohibited. Any student found with such is liable to face disciplinary action and this
may lead to the immediate expulsion of a student and/or the report of such case
a
made to the Police.
Expectant Student Mothers
The College makes no provision for child bearing on the campus by students. Expectant
student mothers must make their own arrangement to secure accommodation off-campus
during the period in which they expect the baby to arrive.
Surrender of Key and College Property
a. At the close of the semester, expulsion from the hostel or upon voluntary withdrawal
from their studies at the College (FCAH&PT), students are required to immediately
return all keys to the Student Affairs office.
b. Failure to submit keys or other College property to the appropriate officer as provided in
(a) above is a punishable offence.

c. Students must leave the hostel not later than 12 noon on the day following the date on
which, the College officially closes, except permission from the college authorities is
obtained.
Visiting Time to Hostel:
All visitors to the hostel must leave the hostel before 10.00pm. It is the responsibility of the
students resident in the hostel to notify their visitors about the official visiting time.
Penalty: Any female student found harboring a male visitor in her room or anywhere within
the hostel after the 9.00pm will result in her expulsion from the hostel and the visitor handed
over to the security.
6.4
Students Identity Card
a. The students Identity Card is issued to all students in the College who have registered
for courses lasting not less than 9 months, upon the payment of the
prescribed fees.
Where a student loses his/her Identity Card, a new one is issued
after:i. Swearing to an affidavit to that effect.
ii. Obtaining a clearance from the College security division
iii. Paying a prescribed fee to the College.
b. It is an offence for any student not to carry identity card on
campus or outside the
campus.
c. Expelled Students must immediately submit their identity cards and any other College
property in their possession to the Student Affairs Officer.
d. Students who have completed their study in the College should submit their identity
Card to Registrar on collection of their Testimonial.
6.5
Student Union
a. There is a Student Union Government in the College; however, involvement of students
in unionism is voluntary.
b. Students wishing to contest for elective positions must be registered students of this
College and must satisfy all the conditions provided in the Student Union Government
(SUG) Constitution, as regards elections. In addition, they must have a GPA of not less
than 3.0 or as may be determined by the academic board.
6.6
Students Organisation and Publications
It is the policy of the College to encourage students to organize and participate in
associations which promote academic, recreational and social life of the College. However,
Students must always take note of and adhere to the provision of section 3.4.1 and 3.4.2 of
this Handbook.
7.0
SPORTS
Sports and Games are very important in order to prepare the students physically, mentally,
morally and socially. As a result of this, the National Board for Technical Education
(NBTE) thought it wise to include it in the College curriculum. This goes a long way to
buttress the saying that “ALL WORK AND NO PLAY MAKES JACK A DULL BOY.”
The College has facilities for Football, Volleyball, Table tennis, Basketball and Badminton.
Students are generally advised to make positive use of their leisure to participate in Sports in
order to keep the body and mind together.

CATERING SERVICES

Students are responsible for their own feeding. Kitchen facilities are provided in the Hostels
where students can prepare their own meals when they have the time.
However, there is a cafeteria within the Campus that provides food at subsidized rate, where
students could feed on pay-as-you-eat basis. There is also the NVRI Guest House restaurant
found within the premises.
9.0
HEALTH CARE
The College presently has a Students’ Clinic at the Queen Amina hostel. There is also a
dispensary of the Jos South Local Government and FCVMLT Clinic within the College
premises. There are also private clinics in Kaduna Vom, village, e.g Mandela Klinik and
Tega Medical Centre. However, serious cases are referred to Jos University Teaching
Hospital (JUTH) Jos, and Vom Christian Hospital. The hospital bills in all cases are settled
by the individual students.
Currently, the College in conjunction with a Health Insurance Company has a Health
Insurance Scheme for the Students. Consequently, Students are expected to pay a premium
as will be determined each session. In the event that a Student is involved in an accident,
the company pays certain amount based on the severity of the injury sustained as medical
bill for the treatment of the Accident victim.
10.0
TELECOMMUNICATION SERVICE
There is a Post Office within the National Veterinary Research Institute (NVRI), Vom
premises, Cyber Café and GSM Services are available within the College.
11.0
BANKING SERVICES
There are banking services including ATM cash point near the College, which, Staff and
Students access.
12.0
CAMPUS RULES
a) Occultism: No Cultism or Occultism shall be allowed on Campus. Anyone found to be
a member of any cult and/ or occult group shall upon dismissal from the College,
face the full wrath of the laws of the land.
b) Alcoholic drinks and Hard drugs: Any student found indulging in the possession,
storage, sale and or consumption of Alcohol and Hard drugs and/or related substances,
shall upon dismissal from the College, face the full wrath of the laws of the land.
c) Smoking of Tobacco and Related Substances: Cigarette smoking and all related
substances are banned in the College Campus.
d) Theft: Any student involved in theft or possession of stolen property shall face a
disciplinary Committee and be dismissed from the College
e) Fighting: Fighting and / or inflicting injuries to a fellow student on Campus shall lead
to immediate expulsion.
f) Pets: No student shall be allowed to keep any animal or pet in the College.
g) Sanitation rules/regulations: The College provides services necessary to maintain a
high standard hygiene in the hostels. The following rules shall therefore, apply to
maintain that standard.

Students shall keep their rooms, toilet, bathrooms and kitchens clean at all times.

ii
Trash, waste, sanitary pads should be placed in the dustbins or receptacles
provided in the hostels and toilets. On no account, should these be thrown into
the sinks.
iii Students should not throw out water through the windows or over the veranda.
iv
Students must not sleep on uncovered mattress or pillows.
v
Students must not litter the walls and windows with posters, pictures, writings
e.t.c.
vi
Students will be held responsible for any destruction or damage to College
facility. Any damage to facilities in the hostels shall be the collective
responsibility of the students in that room/hostel, where the individual
responsible cannot be identified.
vii
The College authority shall at its discretion, visit students’ hostels and rooms;
and students whose rooms, premises, e.t.c. are regarded as dirty shall face
disciplinary action.
viii Students who flout any of the above regulations shall be asked to vacate the
hostel and will face disciplinary action depending on the gravity of the offence
committed.
h) Dress Code
i
Students are expected to appear in laboratory overall during practical classes.
Elsewhere, students are expected to dress corporately, modestly and decently.
They are to avoid exposing sensitive parts of their bodies, and should dress in a
way that they can be physically identified.
ii
Specifically, female students should not wear tight fitting clothes: Miniskirts,
skin tight trousers and thin strapped/strapless dresses. They should also avoid
wearing noisy shoes to lectures.
iii Male students should not wear singlets and unbuttoned shirts to lectures. They
should not also wear trousers below the waist or plait hair or put on any other
apparel that have anti-social insinuations.
The above list is by no means exhaustive and therefore not limited to the aforementioned
examples.
Enforcement
A Lecturer or member of staff shall request the following to corroborate that the student is
wrongly dressed
i. A staff from the students Affairs Office
ii. A third member of staff (witness)
iii. A student in the College (witness)
Upon establishing through the above procedure that a student has violated the dress code,
the student shall be reported to the College disciplinary Committee where he/she will be
requested to fill and sign a form alongside the witnesses for further investigation and
recommendation to the Management.
Penalty:
Any student found guilty of violating the dress code, for the first time shall first be formally
served with a warning letter which shall be filed in the student’s personal file with copies
send to the Provost through the Registrar and to His / Her HOD.

A repeat of the violation of the dress code by the student at any time once established shall
attract suspension for a period of one month from the College with his/her name publicized
on the College notice Board. The student will then be requested not to be seen within the
premises of the College for the duration of the suspension. If the student repeats the
offense, the student shall be expelled from the College.
