NAME The Committee will be called the “Lower Georges River and Gwawley Bay Catchment Floodplain Management Committee”. 2. REPORTS TO The Committee will report to the Environment, Health & regulation Committee. 3. MEMBERSHIP 3.1 Membership of the Committee shall consist of: (a) (b) (c) (d) (e) 4. Chairperson Councillor Councillor Any interested Councillor Council Staff Three (3) staff members, two (2) from the Engineering Division and one from the Environmental Services Division. NSW (State) Government Representatives Office of the Environment and Heritage Nominee NSW Department of Primary Industries Roads and Maritime Nominee NSW Planning Nominee NSW State Emergency Service Nominee Community Representatives A minimum of three (3) and a maximum of five (5) members of the community from within the study area are required. ROLE AND PURPOSE The Committee will advise Council through the Infrastructure, Works & Emergency Services Committee on all matters related to development of Floodplain Risk Management Studies and Plans for the lower Georges River and Gwawley Bay Catchment. 5. COMMITTEE OBJECTIVES The Committee will guide and oversee development of Lower Georges River and Gwawley Bay Catchment Floodplain Risk Management Studies & Plans by: advising Council of issues involving flooding in lower Georges River and Gwawley Bay Catchment; acting as a liaison between Council and the community; increasing the awareness of Council and the community in relation to flooding in lower Georges River and Gwawley Bay Catchment; addressing issues in relation to managing existing flood risk in lower Georges River and Gwawley Bay Catchment; and providing advice and input in relation to planning and policy development in areas of lower Georges River and Gwawley Bay Catchment subject to flooding. 6. STRATEGIES To cooperate with the Committee in undertaking Floodplain Risk Management Studies & Plans for lower Georges River and Gwawley Bay Catchment. 7. PROCEEDINGS 7.1 Committee Members All Committee members shall be bound by the provision of this charter, the Code of Conduct for Councillors and Council Staff and the Code of Conduct for Representatives on Council SubCommittees. 7.2 Vacancies A vacancy on the Committee shall be filled in the same manner as the original appointment is made. 7.3 Tenure of Office Members of the Committee shall hold office: In the case of the Councillor, as determined by Council each year in accordance with the provisions of the Local Government Act. In the case of staff, while such persons continue to hold the position as stated. In the case of the community, for a two (2) year period or when reviewed by Council. 7.4 Meetings 7.4.1 Meetings of the Committee shall be held as required. 7.4.2 7.5 Business will not be conducted at any meeting of the Committee unless a quorum is present. Quorum The quorum of this committee shall be four (4) voting members (including one Councillor). 7.6 Voting Council staff are non voting committee members. 7.7 Venue The venue shall be the Council Administration Building. 7.8 Procedural Matters In relation to any procedural matter, the ruling of the Chairperson shall be final. 7.9 Variation of this Charter This charter may be added to, repealed or amended by resolution of Council in consultation with, or upon the recommendation of, the Committee. 7.10 Term of the Committee This Committee will be dissolved upon completion of the Lower Georges River and Gwawley Bay Floodplain Risk Management Studies & Plans. If the Management Plans have not been completed in a period of two (2) years, then continuation of the Committee will be subject to Council endorsing an extension period.
