RULES
Article 1
Competition presentation
The Regional Province of Trapani, being the organizer for the realization of the project
“INTERFACCIA” (Interface) inside the P.I.R. “Reti per lo sviluppo locale” (“Local development networks”), pilot project n. 11: “Una rete di valore: gestione unitaria dei processi ed apertura internazionale” ( “ A value net: processes unit management and international opening”), announces a competition entitled “A young idea for the province of Trapani”. Its aim is to promote and launch innovative ideas projected by young people in every field of activity, in particular in management, tourism, culture and art which could have an applicability in the area of the province of Trapani. The administration’s purpose is also to create a data bank collecting innovative ideas to be developed in the territory of the province of Trapani with the support of the local government, institutions, companies and associations encouraging the birth of ideas, with the double aim to collect projects proposed by young people and to sensitize the world of enterprises and the world of school on the importance in cultivating creativity and innovation for the future of our economy. This project represents a concrete opportunity for young people to show their ideas making them concrete, acquiring useful skills for their professional career. At the same time, for the protagonists of the local development, the project allows to have at their disposal a community of creative minds to dialogue to in every moment, while sharing different points of view and immediate feedbacks with a potential interesting target, discovering at the same time new talents for the proposal of future partnerships while using communication instruments complementary to the traditional ones.
Article 2
Participants
The project proposals can be presented by young Italian people or young foreign ones with an age between 18 and 35 years old at the end of the expiring date for applications. The innovative project ideas can be presented by an individual or by a group of people (max. 5 components for each group) following the rules of article 3 of this announce. Each participant, singularly or in an informal group, can make application for only one application form. Associations, organizations, and companies are not allowed to participate to the competition. The applicants are required not to have sentences for offences against the Public Administration, public honesty or for crimes of conspiracy of the Mafia or similes. It

is also required the knowledge of the English language corresponding at least to the B2 level with reference to the Common European Framework of Reference for languages (CEFR).
Each informal group has to choose a representative among its members. The single participant and the representative of the informal working group who applies on-line, filling the application form for the presentation of the innovative project idea (see article 3), is considered responsible for the given information.
Article 3
Conditions for application
To participate to the competition it is necessary to fill, in Italian or in English, a specific application form which can be downloaded only on the web site www.provincia.trapani.it
following the indications in the competition section, and send it to the e-mail address: interfaccia@provincia.trapani.it

Starting date and time to present proposals is 21 th February 2008-Midnight GMT+1 (Italian Hour).
Expiring date and time to present proposals is 22 th March 2008-Midnight GMT+1 (Italian Hour).
The sections of the application form visible for the visitors’ vote are indicated and the competitors accept the publication of the mentioned sections while applying to the competition.
Entries submitted posthumously will not be eligible.
To each participant an e-mail as a receipt for the submission will be sent.
The individual or group proposing the project idea must describe it and give reasons for the proposal, while adding details about the realization and the expected operating costs. The participants are required to attach an European Curriculum Vitae Format to the application form. (If the participants are in group, each component is required to attach the European Curriculum Vitae Format). Besides, the participants can attach some short technical project idea presentations.
Article 4
Ways and criteria of selection - Examination Committee
A special Committee, elected with a specific measure of the President of the Regional Province of
Trapani after the expiring date for applications, will value the innovative project ideas.
The committee will be composed by some members chosen among managers and executives of the
P.I.R promoting partners who have specific skills for valuation. They will be joined by members of the
P.I.R. partnership forum chosen for their experience and competence in their specific sectors.
The examination committee will value the project proposals with the following criteria:

The methodology for the assignation of the points above mentioned will be decided by the Committee in the first meeting and before starting the valuation operations.
After the control of the admission requirements, the Committee will examine the innovative project ideas received according to the established methodology, and then, it will assign the scores.
Moreover, the project ideas will be valued by the visitors of the web site www.provincia.trapani.it
in the competition section from the 23 th March 2007-Midnight GMT+1 (Italian Hour) to the 1 th April 2008-
Midnight GMT+1 (Italian Hour).
To express their preferences, the web site visitors have access only to the section of the application form dedicated to the presentation of the ideas indicated online (see application form).
Each visitor can vote the favorite project assigning only a single vote.
A score of 100 points will be attributed to the innovative project idea that obtains the greatest numbers of online preferences. A proportional score related to the received preferences will be given to the other innovative project ideas following this formula:
VPI= (Pref. I/Pref. max) X 100
VPI: Visitors points attributed to the idea
Pref. I: preferences given to the innovative project idea in valuation
Pref. max: received preferences for the innovative project idea that obtains the greatest number of preferences
To form a definitive ranking, the Committee will calculate the total score for each innovative project idea following this formula:
TPI=((CPI x 2)+ VPI)/3
TPI: Total points given to the innovative project idea in valuation
CPI: Committee points given to the innovative project idea in valuation
VPI: Visitors points given to the innovative project idea in valuation
Article 5
Causes of exclusion
The participants or group without the requirements specified in article 2 will be excluded.
The application forms sent more than once (even if they are presented by different components of the same group) will be excluded.

Article 6
Awards
The chosen innovative project ideas will be presented to the whole territory and to the project
INTERFACCIA partnership during the international event “Fiera della creatività e delle idee”
(Creativity and Ideas Exposition).
The innovative project ideas could receive some declarations of interest, signaling or even real adoptions by partners and by other proponents.
The 10 ideas best classified will be awarded before the event “Fiera della creatività e delle idee”
(Creativity and Ideas Exposition).
a staying abroad for the resident in Sicily, in order to realize their innovative project idea with the support of the partnership network of the Sicilian communities staying abroad
a staying in the territory of the province of Trapani for the participants living outside the territory of the province in order to know better the place in which the innovative project idea will be realized while entering into contact with the stakeholders of the territory.
The period in which the awarded will stay abroad will last between 7 and 10 days and it will take place between the 20 th April 2008 and the 20 th May 2008.
If a group is one of the winners, the components of the group should indicate only one participant that will be awarded by staying abroad.
The aim is to permit the participants to develop their innovative project in order to realize it on the territory of the province of Trapani, staying in contact and observing for a short period the management of institutions and enterprises. At the end of the experience abroad or in the territory of the province of Trapani, the participants should develop the innovative project ideas presented while applying and try to realize them with the help of the Local Administration and the active partnership of the pilot project.
Article 7
Participants Committing
Each participant, sending the online application form should:
 accept the competition rules;
 accept the competition results;
 be present at the awarding ceremony if winner

Article 8
Caution Norms
The present competition is announced following the aims in article 1. For these reasons the Regional
Province of Trapani is not obliged to make future contracts with the participants or winners. The
Regional Province of Trapani has the undebatable right to postpone the expiring date for applications.
The Province of Trapani reserves itself to assign awards for different values if, during the time assigned for the execution of the project from the region, it is not agreed that the financial claim of the costs that will be supported for the allocation of the same awards can not be requested on the funds of the PIR project.
