SUBMISSION STATEMENT – SEPTEMBER 2007
In accordance with the Council’s Local Development Scheme (LDS) (October 2006), the
Core Strategy is the first Development Plan Document being prepared as part of the
Sheffield Development Framework (SDF).
This statement has been prepared in accordance with Regulation 28 of the Town and
Country Planning (Local Development) (England) Regulations 2004, which governs the
submission of documents and information to the Secretary of State.
The Statement indicates that the consultation and involvement Sheffield City Council
have undertaken in accordance with the Regulation 25 and 26 and with the process and
procedures outlined in the Sheffield City Council Adopted Statement of Community
Involvement (September 2006). The Council considers the Core Strategy has satisfied
the soundness test 2 as set out in paragraph 4.24 of the Planning Policy Statement 12
(Local Development Frameworks).

Consultation under Regulation 25
1.1
According to the Council’s LDS (first version produced in March 2005), the preproduction stage of the Core Strategy started in July 2004. The Emerging
Options stage of the Core Strategy (and the initial Sustainability Appraisal Report)
took place over the period from July 2004 until Jan 2006, as indicated on pages 9
and 11 of the first LDS.

Before the Emerging Option stage, informal discussions had been taking place
with selected stakeholders during which we had been developing ideas for the
content of SDF documents. These discussions also drew on the outcome of work
begun as part of a review of the Unitary Development Plan (UDP); the review was
abandoned when new legislation introduced local development frameworks.

In June - July 2005 we consulted informally on the Emerging Options for the Core
Strategy. Details on how we consulted and the feedback on the consultation
programme are included in the ‘Consultation Report for the Preferred Options’ (on
the Emerging Options, see Page 7 to 10 for how we consulted) (as attached in
Appendix 1). A consultation letter was sent to statutory bodies (on 3 June 2005),
a separate letter to adjoining town and parish councils (on 14 July 2005), and a
letter was also sent to the SDF general contacts (to organisations on 25 May and
to individuals on 31 May 2005). Copies of the letters are enclosed in Appendix 2
– A, B, C). The list of consultees is included in Appendix 3 (including the
statutory bodies).

Consultation also took place with the statutory environment consultees on the
Sustainability Report. Letters and copies of the Sustainable Baseline and
Scoping Report were sent to the four statutory environment consultees on 14
June 2005 for a five-week consultation period (a copy of the letter is included in
Appendix 2-D).

The main issues raised in this round of consultation were summarised in page 18
to 28 of the ‘Consultation Report for the Preferred Options’ (as enclosed in
Appendix 1). There was a summary of the Council’s overall responses in
Chapter 4 of the Consultation Report. Individual comments and the Council’s
responses to them are grouped in the consultation schedules, as attached in
Appendix 4.

Consultation under Regulation 26

Consultation on the Preferred Options for the Core Strategy
2.1
We then prepared the Preferred Options for the Core Strategy and the associated
Sustainability Appraisal report, and carried out consultation on this draft for a sixweek period from 27 February to 10 April 2006.
2.2
Details on how we consulted and the feedback on the consultation programme
are included in the ‘Consultation Report for Submission’ (on the Preferred and
Additional Options, see Page 3 to 6 for how we consulted) (attached in Appendix
5).
2.3
In particular Paragraph 2.6 – 2.10 in this Consultation Report detail how legal
requirements on consultation were satisfied. Paragraph 2.11 – 2.18 detail the
wider consultation activities we carried out in accordance with the Sheffield
Statement of Community Involvement. Paragraph 2.10 is about consultation on
the draft Sustainability Appraisal Report.
2.4
We enclose a copy of the Core Strategy Preferred Options Proposals Matters
and Public Advertisement (carried in Sheffield Telegraph on 24 February 2006) in
Appendix 6. In Appendix 7 are copies of consultation letters that were sent to
various consultees (7A to Statutory Bodies dated 14 February 2006; 7B to the
four statutory environmental bodies dated 28 Feb 2006; 7C to general SDF
consultees dated 10 February 2006). Appendix 8 is a list of consultees in the
Preferred Option consultation.
2.5
During the Preferred Options consultation we received 1132 representations. The
main issues raised in this round of consultation and the Council’s overall
responses and proposed changes in the Submission Core Strategy were
summarised in Chapter 4 and Chapter 5 of the ‘Consultation Report for
Submission’ (as enclosed in Appendix 5). Individual comments and the Council’s
responses to them are grouped in the consultation schedules, as attached in
Appendix 9.

Consultation on the Additional Options for the Core Strategy
2.6
A further ‘Additional Options’ consultation was carried out from 16 February to 30
March 2007 in order to strengthen some loose ends and ensure the Core
Strategy’s soundness.
2.7
The ‘Consultation Report for Submission’ (on the Preferred and Additional
Options), as enclosed as Appendix 5, also covers the additional options
consultation on the document and its Sustainability Appraisal. The part relating to
the Additional Options consultation programme is included in Chapter 2, page 6
to 7.

We enclose a copy of the Core Strategy Additional Options Proposals Matters
and Public Advertisement (carried in Sheffield Telegraph on 9 February 2007) in
Appendix 10. Appendix 11 includes copies of consultation letters that were sent
to various consultees (11A to Statutory Bodies, including the four statutory
environment bodies, dated 13 February 2007; 11B to general SDF consultees
dated 13 February 2007). The list of consultees on the Additional Options was
the same as that of the Preferred Options as attached in Appendix 8 with only
minor amendments.
2.9
During the Additional Options consultation we received 383 representations. The
main issues raised in this round of consultation and the Council’s overall
responses and proposed changes in the Submission Core Strategy were
summarised in Chapter 6 of the ‘Consultation Report for Submission’ (as
enclosed in Appendix 5). Individual comments and the Council’s responses to
them are grouped in the consultation schedules, as attached in Appendix 12.
2.10
Having consulted the stakeholders and communities in accordance with the
Regulations and the Sheffield Statement of Community Involvement, the
Submission Core Strategy was prepared taking account of the representations
received. The Council considers that the preparation procedure of the Core
Strategy to be sound, having regard to Soundness Tests 1, 2 and 3 as set out in
PPS12 (paragraph 4.24). The Core Strategy was approved by the full Council
Meeting on 25 July 2007 for submission to the Secretary of State on 28
September 2007 for independent examination.

Sheffield Development Framework – Emerging Options for the Core

The Sheffield Development Framework or ‘SDF’ is the City’s forthcoming set
of new plans and planning guidance. We are now consulting on the main
choices facing the City, which we have called the Emerging Options. The
results of this consultation will be used to produce a Core Strategy, which will
be the first of many planning documents belonging to the SDF1.
The purpose of the Core Strategy will be to answer the questions:
‘At a strategic level, what is going to happen, where will it happen, and how is
it going to happen?’
So, the Core Strategy will contain the SDF’s aims and overall strategy, and
some high-level policies. The Core Strategy will identify the main spatial
changes in Sheffield over the next 15 years, and all future planning
documents will need to comply with its policies.
Under Regulation 25 of the Town and Country Planning (Local Government)
(England) Regulations 2004 the Council is required to consult your
organisation on these Emerging Options and we would welcome any
comments you may have on them. You can find the Emerging Options

Baseline and Scoping Report
You will no doubt recall that we wrote to you on the 3 June 2005 to tell you
about the forthcoming consultation on Emerging Options for the Sheffield
Development Framework (SDF) Core Strategy and to invite you to attend a
Conference on the Emerging Options on 8 July 2005. The Conference is
taking place at ‘The Hubs’ on Paternoster Row in Sheffield and we hope you,
or a colleague, will be able to attend. The purpose of this further letter is to
also invite you to comment on the Draft SDF Sustainability Appraisal Baseline
and Scoping Report.
As you know, we are required to undertake Sustainability Appraisal as part of
the process of preparing Local Development Frameworks and our intention is
that the appraisal of the SDF will also incorporate the requirements for
Strategic Environmental Assessment (SEA) under the European SEA
Directive. As part of this process we are required to consult with ‘authorities
with environmental responsibility’, including the Environment Agency, at key
stages in that process. This includes consultation on the environmental
baseline and the scope of the appraisal.
The Draft Sustainability Appraisal Baseline and Scoping Report is available on
our website via the following link where it can be found at the bottom of the
page.

The report sets out how we are proposing to approach Sustainability Appraisal
of the SDF. It also:

Identifies other relevant plans, policies and programmes which may impact on
the achievement of sustainable development
Sets out the ‘sustainability baseline’ against which progress towards more
sustainable forms of development will be measured and identifies the key
sustainability issues and problems facing Sheffield;
Explains how the sustainability aims have been developed (the policies and
proposals in the SDF documents will be appraised against these aims);
Suggests what the scope of the appraisals should be in relation to the various
SDF documents (and identifies the issues which will be covered in each
document)
Outlines a range of possible SDF indicators which could be used to monitor
progress against the sustainability aims
We anticipate that this report will be used as the Baseline and Scoping
elements of the sustainability appraisal for all the SDF Development Plan
Documents (Core Strategy, City Policies Document; City Sites Document).
The Report will, however, be updated it in light of feedback on the draft and at
regular intervals following further monitoring.
We would particularly value your views on the questions outlined in Section 1
of the Report. The consultation period ends on the 22 July 2005 but we are
unsure how this timetable fits with the service standards you have developed
for responding on sustainability appraisals. If you need more time or feel it
would be useful to have a meeting to discuss any aspect of the report, please

Notice under Regulation 26 of the Town and Country Planning (Local Development)
(England) Regulations 2004
The Planning and Compulsory Purchase Act 2004 introduced new arrangements for
development planning. Under this new system, Sheffield’s Unitary Development Plan (UDP)
will eventually be replaced by a local development framework. Sheffield’s local development
framework will be known as the Sheffield Development Framework (SDF). The legislation
requires the SDF to include a Core Strategy development plan document.
The Council wishes to invite comments from people and organisations on the Preferred
Options for the Core Strategy.
Proposed title of the document
Sheffield Development Framework: Core Strategy
Proposed Subject Matter
The Core Strategy provides the overall vision, aims,
objectives and spatial policies for the development of
Sheffield in the next 15 years. The Core Strategy,
when adopted, will set out the overarching spatial
framework for development within the City for the
period 2006 – 2021 and subsequent development plan
documents will have to conform to this. A
Sustainability Appraisal Report on the Core Strategy
Preferred Options is also available for public
consultation.
Area
The Core Strategy covers the entire metropolitan district of
Sheffield except for that part which lies within the Peak
District National Park.

Notice under Regulation 26 of the Town and Country Planning (Local Development)
(England) Regulations 2004
The Planning and Compulsory Purchase Act 2004 introduced new arrangements for
development planning. Under this new system, Sheffield’s Unitary Development Plan
(UDP) will eventually be replaced by a local development framework. Sheffield’s local
development framework will be known as the Sheffield Development Framework (SDF).
The legislation requires the SDF to include a Core Strategy development plan document.
The Council wishes to invite comments from people and organisations on the Additional
Options for the Core Strategy.
Proposed title of the document
Sheffield Development Framework: Core Strategy
Proposed Subject Matter
The Core Strategy provides the overall vision, aims,
objectives and spatial policies for the development of
Sheffield in the next 15 years. The Core Strategy, when
adopted, will set out the overarching spatial framework
for development within the City for the period to 2026
and subsequent development plan documents will have
to conform to this. A Sustainability Appraisal Report on
the Core Strategy Additional Options is also available
for public consultation.
Area
The Core Strategy covers the entire metropolitan
district of Sheffield except for that part which lies within
the Peak District National Park.

Any representations that you make may be

Purchase Act 2004, and of its future adoption. Please
let us know if you wish to be notified.

Sustainability Appraisal Report are available for public
inspection or downloading on the Sheffield City Council
website at www.sheffield.gov.uk.

The Sheffield Development Framework or ‘SDF’ is the City’s forthcoming set

Emerging Options for the Core Strategy in summer 2005 and Preferred
Options in February 2006.
We are now consulting formally on the Core Strategy: Additional Options.
The Additional Options consultation is to provide people with an opportunity to
comment on a small number of outstanding issues which were not fully
considered at the previous Emerging and Preferred stages.
Please find enclosed a copy of the Core Strategy: Additional Options and
the Notice of Proposals Matters. A sustainability appraisal of the additional
options is included in Appendix B.

document and would welcome any comments you have on it.
