Summary Statement: State the major function(s) of the position and its role in the university. The Manager for the Newborn Screening Section of the Nevada State Public Health Laboratory (NSPHL) is responsible for the coordination and administration of the Newborn Screening Analytical Program which accepts newborn screening blood spot samples from statewide clientele. The Manager coordinates and provides daily oversight and supervision of the Newborn Screening Program sections and monitors performance measures. The position assures the Laboratory Information Management System (LIMS) utilized in area of responsibility is working as designed and documented appropriately. LIMS processes are tested and validated before being used in the production LIMS environment. The position assures employees are adequately trained, perform necessary competency assessments on regular intervals, and participate in national proficiency testing programs. The Manager participates in the long-range planning for the unit. The position acts as the Technical Consultant for the Newborn Screening Follow-up division as well as for hospitals, birthing centers, and midwives located statewide. The Manager promotes the NSPHL, assures the upmost professionalism is demonstrated by staff, stimulates a positive outlook/employee behavior, and develops action plans to improve service to its clients. NSPHL sections of responsibility are regulated/accredited by various bodies including: College of American Pathologists (CAP) and the Clinical Laboratory Improvement Amendments – 1988 (CLIA). The position reports to the Administrative Director of the NSPHL within the School of Community Health Science (SCHS). 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 45% - Laboratory Analytical Operations Assure all available samples are tested in accordance with assigned employee schedules and analyses are inline with published turn-around-times (TAT) Consult with other agency offices, physcians and county health departments regarding the significance of test results Ensure reporting of all presumptive abnomral results Immediately notify the senior administrator regarding any problems/reasons for not meeting work schedule/TAT or possible instrument/method problems Compiles reports, statistical data and cost analyses required in the management of the NSPHL newborn screening program In conjunction with the senior administrator, establish, maintain, and implement departmental and laboratory policies and procedures; develop and implement appropriate Quality Assurance/Quality Control (QA/QC) protocols Handle multiple priorities such as providing testing services, coordinating followup notifications/testing, assuring timlieness of sample processing and documentation of presumptivie or borderline findings Process and analyze samples using appropriate and approved methodologies including reagent preparation, sample handling and instrument maintenance while adhering to QA/QC protocols Perform bench work duties in areas of responsibility to assure departmental compliance is being achieved and evaluate current protocols; bench time should be performed a minimum of 10% to maximum of 40% of the employee’s work time Position Description – Manager, Newborn Screening Page 3 Assure analytical data for Hemoglobinopathies, Amino Acidemias, Fatty Oxidation Disorders, Organic Acidemias and other Metabolic, Genetic and Endocrine disorders are processed, tested, and entered into the Laboratory Information Management System (LIMS) timely and appropriately Perform QA/QC functions documenting results as defined by laboratory protocols and file analytical and QA/QC documentation; review and verify QA/QC reports on a monthly basis Evaluate competency, quality assessment and quality control data regularly; review completion of projects and maintain compliance with the Clinical Laboratory Improvement Amendments Certificate (CLIA) and CAP regulations In conjunction with the senior administrator, assure staff participates in research and development functions as appropriate to expand analytical services of the NSPHL Manage resources efficiently to achieve organization goals and objectives Identify opportunities for improvement; recommend and implement changes aligned with the organization’s strategic goals 20% - Department Operations Management and Compliance Plan, organize, coordinate and oversee the daily operation of the NSPHL Newborn Screening program assuring compliance with State, Federal and Safety regulations. Maintain current knowledge of technological advancements and incorporate the new technology and/or methods into the workflow of the NSPHL Assure both State and Federal regulations are followed to assure maintenance of certifications/licensure; submit corrective action reports to various auditors, inspectors and regulators from State and Federal agencies as appropriate Assure QA protocols, safety plans, departmental protocols, and other University and/or NSPHL protocols are are up-to-date and regularly reviewed by the appropriate personnel and followed by staff Ensure compliance with current safety requirements including the proper handling, storage, use and disposal of hazardous materials Review data generated in departments to affirm compliance with protocols, acceptability of data interpretations and meeting of laboratory turn-around-times (TAT’s) Review technical literature to assure current methods and equipment are being utilized to provide quality results and efficiency in the departments Research and develop new analytical methods and analyses (as appropriate) to enhance the newborn screening program at the NSPHL; develop client notification announcements for new analytical procedures In conjunction with the senior administrator, select appropriate equipment and assure it is functioning properly by monitoring equipment routinely; assure staff is trained appropriately for any new assays implemented 15% - Employee Supervision Participate in the hiring process of staff to assure quality candidates are obtained to enhance operations at the NSPHL Train, supervise, and evaluate staff members; define work assignments of staff and schedule employees accordingly; assign departmental tasks as required Develop and maintain work performance standards (WPS) and ensure WPS are reviewed regularly and updated as appropriate Assure adequate staffing to meet analytical deadlines and training and cross-training of staff to ensure compliance with State and Federal regulations as well as assure NSPHL testing can continue during staff absenteeism; assure staff is scheduled to maximize efficiencies and personnel shifts are made when necessary to accommodate fluctuating workload Assure compliance in completion of proficiency testing and competency assessments to maintain certifications, licenses and/or accreditations Position Description – Manager, Newborn Screening Page 4 Perform annual staff competency assessments and employee reviews; initiate employee disciplinary procedures as required Keep abreast of employee issues and/or concerns and provide resolutions Act as the Technical Consultant for the NSPHL Newborn Screening Program assisting with lab result interpretation, confirmation testing and communication of presumptive results 10% - Teaching/Community Service Participate in UNSOM and/or School of Community Health teaching activities to provide educational material to medical and/or public health students Assure the Newborn Screening Lab is available and in clean order to provide tours for community action groups, governmental officials and community members Attend biannual meetings with the Newborn Screening and Genetic Advisory Council for further improvement of the program and to keep abreast of changing newborn screening national standards Attend regular conferences with follow-up staff and specialists for updates and review of presumptive positives Provide a weekly activity report to Administrative Director and the Follow-up Coordinator 5% - Laboratory Information Management System (LIMS) Evaluate the newborn screening applications of the LIMS and the departmental LIMS workflow Commumnicate with LIMS vendor programmers as necessaary to request/explain changes/issues with the NSPHL LIMS software Document and define software needs, author customization requests, test and validate departmental LIMS software and communicate with programmers as necessary Assure staff are adequately trained to utilize the LIMS Routinely evaluate the software for effectiveness and appropriateness Develop and maintain departmental LIMS operating procedures 5% - Performance Measures In conjunction with the senior administrator, develop and maintain departmental performance measures and benchmarks for the newborn screedning sections Monitor performance measures by evaluating departmental compliance with established measures by reviewing workload, labor utilization and staff cross-training capabiliites Periodically review other public health laboratories’ performance measures for consistency and appropriateness of performance measures and benchmarks Assess reagents, supplies, and labor utilized to perform each departmental method annually,or as new methods are developed, for annual NSPHL cost analyses Assure departmental expenditures for grants and contracts are communicated to Accounting when purchases are requested 3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. Level of Freedom: The Manager must make independent determinations of the analytical methods to utilize in the NSPHL and their legal defensibility. The position makes personnel judgments in hiring, performance evaluation, discipline, motivation, training needs and department labor availability. The incumbent analyzes atypical sample acceptance and makes decisions on method to utilize as well as documentation for the report. The position evaluates all data from the department to assure compliance with regulations and protocols. The position interacts regularly with various auditors, Position Description – Manager, Newborn Screening Page 5 inspectors and regulators from State and Federal agencies and is responsible for corrective action reports as well as newborn screening programmatic staff statewide and personnel involved in sample collection and/or confirmatory testing. The position evaluates equipment that is not performing properly and determines resolution of problem. The position assesses safety issues and assures corrective action and ensures staff is trained and in compliance with safety protocols. The position ensures that the LIMS is operating appropriately and whether software needs to be updated to benefit the department. The position consults with the Administrative Director in setting long-range goals for the unit, gaining approval of major equipment purchases and consulting on employee disciplinary issues as required. Impact: The NSPHL is heavily regulated by Federal and State agencies for proper laboratory procedures, biohazardous material tracking and documentation, etc. If the NSPHL is found to be out of compliance with any of these regulations, the NSPHL would be fined and possibly closed. The reputation of NSPHL and the University could possibly be irreparably harmed. The LIMS is crucial to the successful and accurate compilation of data and records for the NSPHL and its clients. The unsatisfactory operation of data recording would hurt its clients throughout the state 4.
