CUPE Local 4904 Unit 3 – Invigilators
As you are all aware, while invigilation responsibilities continue to be an obligation and
responsibility of the faculty member or instructor, additional support may be required
from time to time. In these circumstances, individuals hired, as invigilators will
automatically become members of CUPE, Local 3904, Unit 3.
Background Information:
It has been the University’s position that individuals who are hired solely and
exclusively to proctor tests, midterms, quizzes and exams are to be paid the TA –
Category 2 rate ($14 per hour for the 2005/2006 academic year and $15 per hour for the
2006/07 academic year) for any hours worked. In addition, it is the University’s position
that individuals who received an Assistantship appointment and are required to carry out
a number of assistantship duties (such as tutoring, supervising labs, student counseling,
etc), including proctoring tests, midterms, quizzes and exams are to receive the
appropriate payment outlined in Article 20.02 of the Collective Agreement (based on
their status and/or or academic qualifications they possess – Master rate, PhD rate or TA
undergraduate rate).
The Union raised issues with respect to the University’s position regarding individuals
who are hired solely and exclusively to proctor terms, midterms, quizzes and exams and
are paid the TA-Category 2 rate.
Current Status:
In order to address the University’s needs with respect to consolidated examinations
scheduled in a common venue (e.g. the Ryerson gym and the Metro Toronto Convention
Centre) and in order to resolve the issues between the parties the University and the
Union agreed to the following with respect to qualifications, posting, and pay rates:
Position Title and Position Duties
 Individuals hired solely and exclusively to carry out invigilation
responsibilities will be referred to as “Exam Invigilators” and they will carry

out the position duties and possess the competencies as reflected in
Attachment A.
Collective Agreement Provisions
 All applicable provisions of the 2004-2007 collective agreement will apply to
“Exam Invigilators”, except as stated in this communication.
Posting and Selection Details
 The University will post Exam Invigilator positions pursuant to Article 11 of
the Collective Agreement.

The Academic Integrity Officer or his/her designate will evaluate applicants
and determine appointments for the position vacancies. The Academic
Integrity Officer or his/her designate will evaluate the applicants based on the
qualifications and criteria stated below, and determine appointments:

enrolment in a Masters or Ph.D. programme
academic status of the candidate, such that greater preference within
the Department/School is accorded in order of priority, first to
Doctoral candidates, then Master’s candidates;
academic performance;
relevant experience, which is defined as any experience(s) that can be
applied or deemed useful to the duties and responsibilities of an Exam
Invigilator; and
previous positive evaluation of performance as an Exam Invigilator at
the University, if applicable.

If there are posted Exam Invigilator vacancies unfilled following the posting
procedures the Academic Integrity Officer or his/her designate will fill the
unfilled vacancies in an appropriate manner.

The parties understand and agree that greater preference is accorded in order
of priority, first to Ryerson Doctoral candidates, then Ryerson Master’s
candidates, and then non-Ryerson students/individuals.
Performance Assessment
 The Exam Supervisor will complete a performance evaluation of the
employee in accordance with the Performance Evaluation Form attached as
Attachment B. The Exam Invigilator will be assessed after each examination
session. A copy of this assessment will be sent to the employee, with a copy
to the Union. Should the Employee have any concerns regarding the
performance review he may discuss his/her concerns with his/her Exam
Supervisor or with the Academic Integrity Officer.

Training/Orientation Session
 Exam Invigilators will be required to complete a mandatory one-hour
“invigilation” training session, prior to carrying out invigilation duties. The
University will pay for such time and the employee will receive their
appropriate hourly rate of pay for such time. The Academic Integrity office
will coordinate this training session.
Rates of Pay
 For any particular term/semester, should an individual obtain a Teaching
Assistant appointment (and carries out an appropriate combination of duties,
including proctoring/invigilating duties, as outlined in article 12.01 of the
Collective Agreement), and such individual in addition receives an additional
appointment(s) as an Exam Invigilator he/she shall maintain his/her Teaching
Assistant rate of pay (i.e. Master, Ph.D. TA – Category 1 rate of pay) with
respect to his/her Exam Invigilation appointment(s). The applicable rates of
pay can be found in Article 20.02 of the Collective Agreement or at

Should an individual be employed only as an Exam Invigilator he/she shall be
paid $17.00 per hour for the time period September 1, 2005 to August 31,
2006, and $18.00 per hour for the time period September 1, 2006 to August
31, 2007.
Count towards Maximum Hours of Work
 As you know, a TA/GA can normally work an average of 10 hours per week
over the three terms of the academic year to a maximum of 130 hours per term
or 390 hours per academic year. An exception exists where a TA/GA can
work up to 195 hours one term provided he/she does not work more than 65
hours in each of the other two terms in the academic year, for a total of 325
hours in an academic year. Normally, in other circumstances the TA/GA can
work up to 130 hours in a term or 390 hours per academic year.
 Please note that individuals who are hired, solely and exclusively as Exam
Invigilators and who hold an active appointment as a Teaching/Graduate
Assistant the Exam Invigilator hours will not count towards the maximum
semester/academic year hours described above ( and outlined in Article 1,
Definitions, specifically clause 1.05 and Article 13, Workload and Hours of
Work provisions of the collective agreement). This exemption will apply
whether the current Teaching/Graduate Assistant appointment includes or
does not include a requirement for exam invigilation duties
The above is effective the Fall 2005 term and shall expire August 31, 2007. Any
individuals hired as Exam Invigilators for the Fall term and have not received the
above noted pay rate will receive a retroactive pay adjustment as soon as reasonably
possible.

Administrative Details:
i)
The following administrative details apply in cases where Department/Schools
have the direct responsibility to hire Exam Invigilators. (It does not include the
hiring of Exam Invigilators for mass examinations scheduled in a common
venue).

In cases where the successful applicant is not currently employed as a
Teaching/Graduate Assistant Departments/Schools can use the automated
system, TAGA, to hire Exam Invigilators. The system provides the
following features: creation of job postings; on-line application for
candidates; on-line access to applications for screening and rating of
applicants; maintenance of seniority credits; generation of Workload
Confirmation form for appointments, with associated workload details;
and Generation of Workload Confirmation form for workload changes.
Please note in the above case where an individual obtains only an Exam
Invigilation appointment (and is not hired as a Teaching/Graduate
Assistant) Department/Schools are required to submit timesheets
indicating the actual hours the individual has worked so that appropriate
payment can occur.

ii)
In cases where the successful applicant has an active/current
Teaching/Graduate Assistantship and the individual obtains a separate
Exam Invigilation Appointment Departments/Schools are requested to
complete the Assistantship Revision Workload Confirmation Form

904u3/index.html ) in order to process and ensure payment for the
additional Exam Invigilation hours. The normal process with respect to
distribution/processing continues to apply with respect to the Exam
Invigilation hours.
In cases where Departments/Schools do not have the direct responsibility to hire
Exam Invigilators, e.g. in the case of a common venue such as the Ryerson gym
and Metro Convention Centre, the Academic Integrity office will be coordinating
the activities with respect to hiring and payment of such individuals.
