INCIDENT,TEAM AND ARREST
During the last few days, some incidents have come to notice in
which the women were befooled by some innocent looking youths. It was also
noticed that women going alone especially old ladies became their targets.
Although the incidents had happened but the victims were reluctant to come
forward to report such incidents to Police. In these circumstances, there were
lesser clues regarding such offenders who were active on the roads of Delhi
during Day-Light.
Therefore in order to prevent such incidents of cheating, SI Gulshan
Nagpal, I/C PP Hari Nagar was directed to make sincere efforts under the
supervision of Sh. Pankaj Kumar Singh (IPS), ACP Tilak Nagar, Delhi. As per
directions, the modus operandi of such offenders was analyzed after discussion
with all SHOs of West District, it revealed that all such incidents had happened
on those roads/ public places where significant numbers of ladies were coming
for various miscellaneous works. To get an effective output, pamphlets were
distributed in the markets as well as in residential colonies to sensitize the
public especially women. In addition to this, a trap was laid at DDU Hospital. HC
Ram Chander 646/W was deployed in civil clothes in the Hospital. SI Gulshan
Nagpal also interacted with private security guards working at DDU Hospital
who were requested to watch the activities of persons of the particular age group
and description. On 14.03.11 at about 2:30 PM, on hearing the shriek of a lady,
HC Ram Chander who was already present in DDU Hospital in Civil Clothes,
noticed that lady was chasing a person. HC Ram Chander without wasting any
time and by using his presence of mind, started running after the man. After a
short chase, he was able to apprehend and overpower the person who was
identified as Hem Raj @ Hemu @ Chuha S/O Late Sh. Ajjo R/O Jhuggi Kathputli Colony, Pandav Nagar, Delhi. The lady also reached spot and narrated that
on 07.03.11, she had come to DDU Hospital for the treatment of her daughter
Kavita. On that day when she was returning back, somehow her daughter got
separated from her on the road. When she was looking for her daughter, she met
two persons. The above mentioned Hemraj along with one of his associate had
requested her to provide food and hence started talking with her. During the
conversation, these suspicious persons told her that the jewellery worn by her
had lost its brightness and they can polish the same in lieu of food provided by
the lady. The lady fell in the trap of these Thugs and handed over her ear tops
and Rs. 500/- to them. Mean while they also hypnotized the lady who saw them
going away but could not stop them. On that day i.e. 07.03.11, she gained her
full consciousness after some minutes. Though she was perturbed she did not
report the matter to the police.
On her next weekly visit to DDU Hospital on 14.03.11, she visited
the Hospital again. She spotted one of the suspects who had duped her into
giving her jewellery and Rs. 500/- on 07.03.11. She raised the alarm and HC
Ram Chander apprehended the offender. Accordingly a Case FIR No. 82/11 U/S
420/34 IPC PS Hari Nagar was registered on the statement of Smt. Kunti Devi
W/O Sh. Chalitar Choudhray R/O RZ-180/4, Gali No. 3, Durga Park, Dabri,
Delhi and investigation was taken up.
Though it was a practice of accused persons to lay a trap by
identifying the victim but this time their tricks failed and they ended up in Police
Trap. One ear ring has been recovered at the instance of accused. Efforts are
being made to arrest the co accused in the case.
Staff involved in good work is being rewarded suitably.
