THEMATIC SESSIONS
The Round Table is divided into three thematic sessions. Each speaker will give a brief statement at
the beginning of the session which will then be followed by an open debate.
3.30 p.m.
FIRST SESSION: MAIN IMPLEMENTATION PROBLEMS
The implementation of the Landfill Directive is a challenge for all actors concerned. Regional and
local authorities as well as waste operators have to change their way of waste management in almost
all Member States.
In this session, stakeholders will give an overview of the main problems of putting the directive into
practice.

SECOND SESSION: COSTS AND BENEFITS
In most Member States, the Landfill Directive is generating considerable costs: existing landfill sites have to be
modernised; new landfill sites and alternative waste-treatment facilities (recycling, composting, incineration)
have to be created; there are stricter requirements for permitting, controlling and monitoring, prices for
landfilling are rising.
At the same time, the implementation of the Directive also brings about substantial benefits: it has positive
effects on the quality of air, water, soil and the emission of greenhouse gases; it is likely to reduce clean-up
costs for landfills and can stimulate a more sustainable use of natural resources by promoting recycling, reuse
and the avoidance of waste generation.
In this session, stakeholders will give their view of the main costs and benefits linked with the implementation of
the directive.

THIRD SESSION: HOW TO IMPROVE? – BEST PRACTICES AND
SUCCESS FACTORS
Many regions and municipalities have found efficient ways to adapt to the challenges brought by the Landfill
Directive. There is a large variety of good examples how to comply with the requirements and to have a more
sustainable waste policy. This section will present some of these examples and identify the reasons for a
successful implementation.
It will also discuss whether there is a need to change the European legislation on the landfill of waste.
