In-depth look at the need for dam rehabilitation nationwide uses the example of Lake
Isabella dams, high-hazard potential 57-year-old structures built without benefits of
modern technology on an unstable foundation and an active fault. Correcting the dams'
excessive seepage, inadequate spillway capacity, and seismic deficiencies could cost
