RESIDENTIAL AND SMALL COMMERCIAL ESTABLISHMENTS
Residential Trash Collection in Spring Garden Township is currently picked up by Penn Waste
Inc. under a five year contract. The current contract will end on December 31, 2009. Spring
Garden Township’s recycling program is mandatory and is in accordance with Pennsylvania State
Law Act 101 of 1988 and adopted by the Township (Ordinance 90-02) in March 1990. Collections
are done by election wards and if you do not know which ward you belong in, please call the
administration office for clarification at 848-2858.
Residential & Small Commercial Establishment Pickup Schedule:
Trash & Recycling must be placed out prior to 7 a.m. each morning of pickup. You may place
your items out for pickup after 8:00 p.m. on the evening prior to pickup.
Ward 2, Ward 4 and Ward 3 (West of S. Queen Street) - Trash is picked up on
Monday and Thursday. Recycling will be picked up on Mondays, the first day of
trash collection. One large item may be placed out for Thursday, the second day
of trash collection for these wards.
Ward 1, Ward 4 and Ward 3 (East of S. Queen Street) - Trash is picked up on Tuesday and
Friday. Recycling will picked up on Tuesdays, the first day of trash collection. One large item
may be placed out for Friday, the second day of trash collection for these wards.
IMPORTANT POINTS FOR RESIDENTS TO REMEMBER:
There is a four (4) bag maximum that will be picked up from each residence per pickup day. No
construction materials will be picked up. If you place your trash in a container it must not be larger
than a 32 gallon size. The containers can be plastic or metal, however old oil barrels are not
acceptable and when filled, bags and containers cannot weigh more than 75 lbs. Paper bags and
boxes cannot be filled with solid waste. Boxes must be broken down and tied into bundles. One
bundle is equal to a bag of trash. Please remember to have your waste, recycling and large items
available for collection at curbside by 7:00 a.m. on your collection days. Additional bags are not
considered a bulk or large item. No large items may be placed at curbside that are too heavy to
be lifted into a truck by two people.
Optional Toter Services - this is a non-basic service which can be arranged between the
homeowner and the trash hauler. Cost, terms and conditions are strictly between the homeowner
and the trash hauler. The Township quarterly fee is still charged by the Township for the basic
service.

Due to the larger volume of waste, you must privately contract for disposal. You are also required
to recycle cardboard, high grade office paper and aluminum cans as well as clear and colored
glass, newspaper, plastic bottles and containers with the number 1 and 2 recycling codes, and
steel or bi-metal (tin) cans. You are also required to report to the Township annually the name
and address of your waste hauler, what you are recycling and the amount in tons as required by
Pennsylvania Act 101 of 1988 and Township Ordinance.
RECYCLING BINS/REMOVAL OF RECYCLING MATERIALS/TIPS

began and to every new home since.
The original bins are Township Property
and must remain at the address to
which they were assigned. Please leave
your bin with the property if you
move. Additional bins and replacement
bins may be purchased for $5.00 at
the Township Office. The hauler is only
required to pickup in a Township approved bin. A recycle bin tip: Place your address on your
recycle bin. If the bin blows away during a storm, your neighbors will be able to return it to you
more easily. It is illegal to remove any recycle materials from a recycling bin once it is at the
curbside. This includes aluminum cans! Report any such removal as soon as possible to the
Spring Garden Police Department.

Holiday Pickup Schedule

Penn Waste observes the following holidays: New Years Day, Memorial Day, July 4th, Labor
Day, Thanksgiving Day and Christmas Day. If your pickup day falls on one of these holidays your
pickup will be on the next day. All pickups for that week will move up one day. There is no change
in service prior to or after a holiday that falls on a Saturday or Sunday.
Frequently Asked Questions From
Township Residents
Residents frequently call our Administration Office asking how to dispose of the following items:
Paint and Paint Cans: You may dispose of oil/latex liquid paint in the regular trash. If there is wet
paint in the cans, pour it out on old newspaper and let it dry. Dispose of the newspaper in the
regular trash. Another way to dry up paint in old cans is to add either oil dry or cat litter to the
container. This must then be placed in the regular trash. Empty paint cans may be recycled.
Empty spray paint cans are recyclable also. Full paint cans cannot be recycled. If you must place
a can with wet paint in the trash, please make sure the lid is on tight and secured and in a heavy
plastic bag so that it does not break open and splatter paint on the trash hauler, the street, a car
or property nearby.
Cooking oils: Cooking oils, shortenings and cooking grease should not be washed down the
drain! These materials can clog and block
sewer lines. The correct way to dispose
of cooking oils, etc. is to place them in a
secure can or suitable container with a
lid. It’s okay to place recycling cans or bottles
in the trash if they are being used to
dispose oils or grease.
Needles: If you take shots at home for a medical condition and must dispose of needles, we
recommend that they be placed in a plastic bottle with a secure cap and put in the trash. If you
are a small medical office or dental office that uses residential service you are
required to dispose of needles and other medical waste through a medical &
infectious waste removal company.
Old Propane Tanks: There are several retail establishments that accept old propane
tanks. The following retailers accept propane tanks at no cost: Agway Energy
Products, 2600 W. Market Street, York PA; HandyGas, 5 Flour Mill Road, York, PA; Smith
Village, 57 N Main Street, Jacobus, PA; Spanglers Home Center, 4072 Carlisle Road, Dover, PA.

Household Batteries: Spring Garden Township collection sites for rechargeable
batteries only are located at the Township Administration Office, Police Station, Tax
Collector’s Office, Victory Fire and Grantley Fire Stations. We do not take
rechargeable auto batteries, lawn mower, tractor or motorcycle batteries. We no longer accept
regular household batteries. You may place those in your regular trash for pickup.
MAY I PLACE THESE ITEMS OUT FOR DISPOSAL?
Lawnmowers, leaf blowers, gas trimmers and old portable grills: These items
may be placed out for pickup as a large item.
They must be empty of all oil,
grease and gas.
Books, Text Books, Encyclopedias: Can be placed out for recycling if securely
bundled together. Please, don’t make bundles too heavy or tall. These items
cannot be placed in boxes. Please remember that no concrete, blacktop or bricks can be placed
in the trash for pickup. If you have any items that are questionable, please call the Township
Office or Penn Waste directly for instructions on how to get rid of these items.
YARD WASTE COLLECTIONS SCHEDULED FOR 2010
The 2010 curbside yard waste recycling collections for Spring Garden Township
residents will be held on the fourth Saturday of each month from April through October – which
includes April 24, May 22, June 26, July 24, August 28, September 25 and October 23. Please
note that residents can place yard waste out all year long for the regular trash pickup, however
this will not be recycled. As in the past for the regular trash pickup, brush needs to be bundled
and tied in easily handled bundles. The bundles should be no longer than four (4) feet in length
and should not weigh more than 30 lbs. each. Each bundle is equal to 1 bag of trash. Also grass
clippings can still be placed in the regular trash pickup.
For the special recycling collection dates you must have your materials placed at the curb
prior to 7:00 a.m. Collection will begin promptly and the trucks will not go back if your yard
waste was not out in time.
“Yard Waste” materials will be defined as tree trimmings, shrubbery and any other
organic landscape vegetation. An unlimited amount of properly packaged yard waste materials
will be accepted. Materials should be packaged as follows:
Place items in either biodegradable kraft bags, (NO PLASTIC BAGS) containers (can be
32 gallon or recycle bin) or tied in easily handled bundles.
Bundles should be no longer than four (4) feet in length.
Bundles should not weigh more than 30 lbs. each.
Branches should not exceed 5 inches in diameter.
The following items should not be placed out for Yard Waste Collection:
Grass Clippings
Leaf Waste (Note: Spring Garden Township provides this service in the fall)
Dirt or Stones
Fruits and/or Vegetables
Any material in a Plastic Bag
Regular Household Trash
If the yard waste is contaminated with any of these materials it will not be picked up.
