The provider shall provide services to eligible beneficiaries of the military health care system who present themselves to the Medical Treatment Facility [MTF] for treatment. The quality of care provided by the contractor shall be of a quality meeting or exceeding currently recognized national standards as established by the Joint Commission (JC), American Hospital Association (AHA), American Medical Association (AMA), Department of Defense, and Army Medical Department, and established principles and ethics of the medical profession. The contract employee shall provide services in conjunction with other non-contract providers to include medical officers, nurse practitioners, and paraprofessional clinical personnel. Contract employees shall give the highest regard to patient dignity and observe the precepts of the American Hospital Association’s Bill of Rights for Patients. The contract employee shall abide by MTF rules, regulations and by laws, including Medical Staff By laws, as well as applicable Army regulations governing such things as medical records. Physician Assistant performing services under this contract shall have sufficient training and experience to be able to adequately perform credentialed medical procedures to include, but not limited to the following: ESSENTIAL FUNCTIONS 2.1.2 Store, secure, and dispense or dispose drugs in accordance with JC standards and state requirements. 2.1.3 Maintain all records as required. 2.1.4 Using the CHCS for keeping records, ordering of ancillary procedures, ordering of medications, entering orders, and performing other required patient record functions. 2.1.5 Universal Precautions: Adhering to the Centers for Disease Control Guidelines concerning universal precautions and the military treatment facility Infection Control Program at all times, while providing services under this contract. 2.1.6 Indicating responsibility for the contents and correctness of all prepared reports/forms by affixing his/her own signature to the documents and validating their contents. 2.1.7 Attending professional staff conferences/meetings and other appropriate professional activities as requested by the COR. Meetings will be held during scheduled work hours. “Dedicated professionals committed to success by providing leading edge, prosperous solutions” 118 Broadway St., Ste. 621 San Antonio, TX 78205 Office (210) 739-3062 Fax (210) 247-9347 2.1.8 Ensuring contractor HCPs comply with all safety requirements of the MTF and OSHA. 2.1.9 Prepare all records and reports as required in support of services rendered and as required by the MTF standard operating procedures, federal law or Army regulation. 2.1.10 Facilitate patient access to medical care by recommending appropriate referrals to other health care providers in accordance with policies and regulations of the MTF. 2.1.11 Diagnosis and Treatment: Contract physician assistants performing services under this contract shall have sufficient experience to be able to diagnose and treat diseases and injuries, in the outpatient setting, in the full spectrum of ages, to include, but not limited to, the following: Skin Head Pulmonary System Gastrointestinal System Eyes Musculoskeletal System Ears Genitourinary System Nose Reproductive System Throat Lymphatic System Neck Central Nervous System Cardiovascular System Endocrine System 2.1.12 Procedures: Contract physician assistants shall have sufficient experience to be able to perform medical procedures to include, but not limited to, the following: Incision and Drainage Nail Trephination Bandaging of sprains, minor burns, and minor lacerations Suture simple lacerations Removal of foreign bodies as appropriate Perform venous punctures for lab studies and interpret results Administer intravenous, intramuscular and subcutaneous medications as appropriate Secure and maintain an adequate airway Local anesthesia Draw arterial blood gases for evaluation and interpret results Remove sutures Stabilize and evaluate cervical spine injuries as appropriate Splint and stabilize traumatic injuries to extremities Secure and maintain adequate intravenous access by peripheral routes “Dedicated professionals committed to success by providing leading edge, prosperous solutions” 118 Broadway St., Ste. 621 San Antonio, TX 78205 Office (210) 739-3062 Fax (210) 247-9347 Cryotherapy of begin skin lesions Cultures (throat, wound) Clearing of ears by flush technique 2.1.13 Other tasks: Contract physician assistants shall have sufficient experience to be able to perform tasks to include, but not limited to, the following: Consult with consultants appropriately Provide medical ADVICE OVER THE TELEPHONE Complete all required paperwork Perform administrative functions to include performing military physical examinations and Medical Evaluation Boards Obtain an adequate history, physical, assessment and plan in a timely and appropriate manner on each patient and develop treatment plan Utilize paraprofessional staff as appropriate Preliminarily interpret radiographs Professional Qualifications: Contract employee shall have the following qualifications: 2.2.1 All personal service contract health care providers must maintain a current, active, valid and unrestricted license or authorizing document from any U.S. State, District of Columbia; or U.S. Territory or jurisdiction to provide health care within the scope of practice for a specific health care discipline. Contract health care providers who write prescriptions for controlled substances must have a current Drug Enforcement Agency (DEA) certificate or Controlled Drug Substance number as appropriated. The Contractor shall ensure that renewal actions are accomplished well before expiration of the provider's license and or / DEA certification to ensure compliance with the contract. DEA certificates are not necessary at overseas locations. All contractor personnel shall meet the education, licensing and experience requirements as described in this PWS. 2.2.2. Shall be able to read, write, and speak English well enough to effectively communicate with patients, other HCPs and employees of the MTF. 2.2.3 Be a graduate of an educational credentialed by the Committee of Allied Health Education and Accreditation on behalf of the American Medical Association. Documentation of such training shall be provided to the Credentialing Department. The front and back of the BCLS and ACLS shall be provided to the Credentialing Department. The contractor shall be responsible for obtaining and maintaining re-certification. 2.2.6. Have a minimum one (1) year of clinical experience in Family Medicine/ 2.2.7. Contract HCPs determined by the MTF to be involved in the delivery of healthcare to children under the age of 18 on a frequent and regular basis must meet the requirements of the Crime Prevention Act of 1990. 2.2.8.
