SUPPORTS FOR EARLY EDUCATION AND CARE PROVIDERS AND EDUCATORS 1. CSEFEL Professional Development Initiative: This initiative will support augmentation of the Massachusetts Center for Social Emotional Foundations of Early Learning (CSEFEL) initiative by seeking to fund new CSEFEL training opportunities to train up to 2,000 child care staff in the social emotional pyramid model across the Commonwealth. EEC seeks to invest up to $300,000 dollars to provide high quality 15 hour intensive training sessions to licensed child care programs, their staff, licensed family child care providers and systems and other professionals in the early education and care field who work directly with children. These trainings will allow front-line staff and others to have an extraordinary training opportunity at a very affordable cost to participants. Early Literacy Program for Family Child Care Educators Initiative: This initiative is targeted to provide professional development opportunities and technical assistance regarding early literacy for families and Family Child Care Educators serving infants and toddlers. Once trained, providers that are serving at least one subsidized child will receive a developmentally and culturally appropriate collection of children's books, with the goal of each program receiving a small library of books. Improvement of Physical Environments Initiative: This initiative implements a statewide two part model, which begins with training of infant and toddler providers and programs on physical environment improvements/enhancements and then offers small grants to the trained programs to implement an environment improvement project. Intensive Summer Only Kindergarten Preparation Initiative: One hundred and eighty four public schools and EEC Income Eligible voucher providers are currently moving forward to provide a Kindergarten Entry Enrichment Program (KEEP) during the summer of 2010. A list of programs eligible to participate in this program, along with the CCR&R assigned to each, can be found at the following link: http://www.eec.state.ma.us/docs1/KindergartenEntry Enrichment Program.xls. The KEEP program is an opportunity for children to participate in five to twelve weeks of preschool programming to help prepare them for entry to kindergarten. This program will engage families in transition to kindergarten activities, offer enrichment programming for children, and utilize reduced class sizes to encourage individualized instruction and enhance the ability of educators to support dual language learners and children with special needs. All families receiving vouchers for this program must complete an ARRA voucher application and have their income eligibility confirmed by the CCR&R. To be eligible to receive this ARRA funded voucher, families must have both a documented service and income need in accordance with EEC's income eligible program. Programmatically and fiscally monitor a random sample of at least 15% (100) of FY2010 QRIS Program Quality Improvement Grantees to ensure funding was allocated as described by grantees, 2. Provide a minimum of 10 trainings (two in each of the EEC regions) for providers that are eligible for QRIS grants focused on strategic planning to advance to the next level(s) on QRIS and 3. Develop a RFP process and award grant funding and provide on-going technical assistance to early education and care programs that receive the grant funding. Out of School Time Learning Promotion Initiative Initiative: The goal of the Out-of-School Time (OST) Literacy and Learning Promotion grant is to retain or increase students’ academic gains, particularly in the area of literacy, by reinforcing their school day and year learning through high-impact activities and effective curricula during the summer months and throughout the school year. This grant will support OST programs’ ability to implement high-impact learning activities through 2 partnerships with public school districts for direct training, modeling of effective direct instructional practice and coaching/feedback for program staff. Coordinated Family and Community Engagement (CFCE) Grant (Renewal Grant) Initiative: In a continued effort to further consolidate and standardize services provided by CFCE grantees, EEC put forth a renewal RFP that resulted in 110 grants to provide high-quality, accurate consumer information available at locations accessible to all families; strength-based family education and early and family literacy activities with a foundation in the Strengthening Families approach; an integrated and aligned network of parents and educators to ensure promotion of common school readiness goals; transition supports that address the needs of children and families; coordinated resources to prepare all students, to be lifelong learners and successful citizens; leadership opportunities for parents; and access to consumer education, technical assistance, and training for early education and care educators that supports high quality programming. Institutions of Higher Education Mapping Project Initiative: EEC has hired a vendor to map the network of two and four year public and private Institutions of Higher Education in MA that offer an Early Childhood Education (ECE) program of study, elementary education program or program in a related field that leads to a certificate, and/or an associate’s or a bachelor’s degree. The finished product will include a profile for each campus as well as a database that can be included as part of EEC’s future registry. Early Childhood Mental Health Consultation Grant Initiative: This FY2011 grant is intended to create a statewide mental health consultation services model that meets the needs of the early education and care field. The consultant will gather information from national and Massachusetts stakeholders with relevant experience to develop drafts of the documents. The end product is a final set of standards and guidelines for release to the early childhood field. Head Start Wrap Around Services Initiative: This initiative supports providing before and after school care for eligible preschoolers currently enrolled in Head Start programs (i.e., wrap-around care) who will enter kindergarten in September, 2011 and who meet the Department’s financial assistance requirements. Wrap-around care for these children will be through ARRA financial assistance beginning in September, 2010 and continuing until late June, 2011. Eligible Head Start preschoolers may then be eligible receive a full-day voucher following the close of their Head Start program through summer 2011.
