6. Below are the proposed measures to reduce air pollution in the city:
Which 7 of these proposed measures would you prioritise for action?
Please number them from 1 to 7, with 1 indicating the most important.
Proposed Measure
City Centre Low Emission Zone – to reduce pollution from HGVs and buses
using voluntary and regulatory measures – see sections 3.5 & 4.4.5
Taxi Licensing Project – to reduce pollution from taxis using voluntary and
taxi licensing measures – see section 4.3.6
SCC Procurement Policy (Low Emission Fleet) – agree for Council to buy
low emissions vehicles and make low emission vehicles a condition of service
delivery for suppliers and contractor to Council – see section 4.4.6
Low Emission Vehicles – promotion and implementation programme, using
vehicles such as gas, electric, hydrogen powered, hybrids and conventionally
fuelled vehicles that emit reduced pollution – see sections 3.5 & 4.3.2
Low emission refuelling infrastructure – involves setting up of gas
refuelling stations and electric charging points – see sections 3.5 & 4.3.3
ECO Stars Fleet Recognition Scheme – working with fleet operators (van,
truck, bus and coach fleets) to maximise efficiency and reduce environmental
impacts – see section 4.3.1
Smarter Choices to influence people’s travel behaviour – techniques for
influencing people’s travel behaviour towards more sustainable options, such
as encouraging school, workplace and individualised travel planning – see
section 4.2
Speed Management on M1 Motorway – work with the Department for
Transport (DfT) to lower speed limits in times of poor air quality – see section
4.4.4
Planning Policies – policies on protecting and improving air quality and will
be used in the determination of planning applications – see section 4.1.1
Sustainable Transport Policies – covers a range of issues including: Travel
Plans; Transport Assessments; Car Club; Parking Standards (Car and Cycle);
Infrastructure for Low Carbon Vehicles; Sustainable Freight Management –
see section 4.1.2
Priority
Highways PFI project – aimed at improving the condition of Sheffield’s
highway network including encouraging greater usage of public transport, and
reducing vehicle maintenance and fuel costs. – see section 4.5
Eco Driving – a method that reduces fuel consumption, emissions, accident
rates and noise pollution, and leads road safety benefits. – see section 4.3.4
Affordable Warmth – aimed at improving environmental and energy
performance of homes across the city, contributes to environmentally
sustainable future for the City and benefits emissions reduction. – see
sections 4.4.10
Anti Idling Campaign / Enforcement – aims to reduce the numbers of
public transport vehicles leaving their engines running when stationary. – see
section 4.4.7
Freight consolidation centre – allows retail (e.g., smaller) stores to use a
centralised delivery scheme to channel goods, has the potential to reduce the
number of vehicle delivery movements and emissions. – see sections 4.4.8
Drive Green Project (First Mainline) – a scheme to enable First bus drivers
to drive in an environmentally responsible and safe manner, encouraging
smoothness of driving, efficient fuel usage and less exhaust emissions. – see
section 4.3.5

performance including reducing fuel usage and emissions, and student
understanding of air quality and climate change. – see section 4.4.9
Thriving District & Local Centres Strategy – is about creating sustainable
communities across the city, including attractive and thriving centres that act

law by using unauthorised appliances. – see section 4.4.1
Waste Derived Fuels – is about energy from waste that does not undermine
preventing or minimising waste re-use, recycling or composting and makes
energy recovery practicable. – see section 4.4.2
