The Fifth Regional North Eurasian Climate Centre (NEACC) Outlook Forum on the Seasonal Forecasts take place in Moscow. The Fifth Regional North Eurasian Climate (NEACOF-5) Outlook Forum was held from October 29 through November 1 2013 in Moscow. Within the program of the activities of WMO the North Eurasian Climate Centre (NEACOF) organized the Joint meeting of the second coordination meeting of the VI Regional association (RA) of the Regional Climate Centres (RCC) Network and the Fifth session of the North Eurasian Climate Forum on Seasonal Forecasts in Moscow during the period from October 28 to November 1, 2013. More than 60 participants from 16 countries took part in the event. The Forum of NEACOF-5 took place in an expanded format. Among experts from national hydrometeorological services from the Commonwealth Independent States, experts from WMO, partners in long-term forecasting of RA-VI RCC (from national weather services of Germany, the Netherlands, France, Italy), the international climate forecasting experts (Met Office, NCEP), colleagues from the Regional climate centers RA-II (The Tokyo climate center), specialists in providing climate services and end users of this production took part. The following questions were discussed at the forum: - review of the current activities and progress made in approaches and researches of long-term forecasting and climate uncertainty; - state of the large-scale circulation processes influencing on formation of winter seasonal anomalies; - monitoring of the current short-period fluctuations of climate on the territory of the CIS; - development of the consolidated seasonal forecast for the forthcoming winter; - educational workshop on demonstration of the new console programme for the analysis and interpretation of predictive information; - practical use of the climate information for various social and economic sectors. Working languages were English and Russian. In the first day of the Forum the following reports were presented: - on an important role of the Regional Climate Centers in WMO system in increase of efficiency of use of climate predictive information; - about activities of the East Mediterranean Climate Center; - dynamicalâstatistical seasonal prediction of Atlantic hurricane activity at NCEP; - about features of technologies of the seasonal forecasts issue in Met Office, Meteo-France, Aviation meteorological service of Italy, Japanese meteorological agency. Similar reports by specialists from Hydrometeorological Center of Russia and the Main geophysical observatory (St. Petersburg), national hydrometeorological service of Ukraine were made. The participants devoted the second day of the Forum to discussion of the current characteristics of large-scale atmospheric circulation and drawing up preliminary estimates of the forthcoming winter period of 2013-2014. In the third day of the Forum experts were engaged in drawing up outlook for the winter period for the territory of the CIS. The particular interest was caused by reports on climate monitoring in the territory of the CIS, about information support of climate researches, climate monitoring and service of consumers of the climate information. The Forum came to the end with reports which showed how climate information is already used in the technical area of economy, for forecasting of fire danger for the summer period. Development of the consensus forecast for the winter period is the main outcome of the Forum. Taking into account all offers and editing the final version of the forecast will be issued by the end of November, 2013.
