Anaconda-Deer Lodge County Commission Work Session 6 p.m. September 24, 2013 Courthouse Courtroom Present: Commissioner Lux-Burt, Commissioner Hart, Commissioner Mulvey, Commissioner Smith, Commissioner Vermeire, County Attorney Krakowka Absent: CEO Connie Ternes Daniels (MACO) Discussion: Recommendation of Award Runway-35 Obstructions Removal Tyler Reed, Morrison-Maierle, said that while updating the Airport Layout Plan it was determined that there are several trees blocking Runway 35. The FAA requested the removal of those trees. The total project is under $50,000, so they solicited bids. Two bids were received. Gallatin Tree Care of Bozeman had the lowest bid. He is requesting commission approve the low bid. Item placed on the agenda. Discussion: Resolution No. 13-29 to Approve Collection Fees for the Disposal of Tires and Refrigerators at the Anaconda-Deer Lodge County Class III Landfill Kaitlin Leary, Planner I, stated that the proposed fees of $5 for refrigerator disposal, and $2 per tire went through the Solid Waste Board, which approves the resolution and recommends the commission approve it. It goes into effect 30 days after approval to allow the information to be disseminated to the public. Mickey Nazer, Nazer & Sons, said that fifteen years ago he and Scott Proctor agreed to help maintain a tire shredder or buy the blades for tires in the landfill and was told he could not charge a fee, since that would be illegal because landfill fees are paid by the citizens. Butte does not bring tires to Anaconda; you are hitting the ‘little guy’ with this fee. If the county is going to focus on tires, then it should also be looking at contractors who drop off large amounts of concrete. Kaitlin stated that the Butte landfill receives 1200 per year; ADLC receives 800 per month. Consequently, the landfill manager is spending more time on tires than on his other duties. Commissioner Hart commented that charging a fee for tires and refrigerators is no different than charging user fees for the swimming pool which is also paid for by the taxpayers. Kaitlin stated that the landfill is working with the road department and they are crushing the concrete and reusing and recycling the product. Mr. Nazer asked how the landfill budget was determined, if the county just picked a number to use. Kaitlin said the fees cover only our cost for recycling. Rose Nyman, 520 Cedar, stated that Mr. Nazer has a point—someone should be able to tell him what was budgeted. Item placed on the agenda. MISCELLANEOUS Parks and Recreation Commissioner Vermeire asked about the status of the Parks and Recreation Department and getting it back on the agenda. County Attorney Krakowka said that he is waiting for a response from the Golf Course Authority Board. PUBLIC DISCUSSION Ambulances Fire Chief R.J. Tocher distributed pictures of the new ambulances; the first ambulance was completed on Monday and the second one today. We should have delivery of both by next Tuesday.
