OC-57 (February 2005) NC DEPARTMENT OF ADMINISTRATION OFFICE OF STATE CONSTRUCTION FLOODPLAIN EVALUATION PROCEDURES The following information is provided to aid in the determination of the need for a Floodplain Development Permit. The notes mentioned below, which are to appear on the site plans, are to appear on the drawings when submitted for design development review and thereafter remain on the drawings. I. NO FLOODPLAIN INVOLVEMENT: (No Permit Required) A. If the site on which the project is to be constructed has no floodplain involvement, a permit is not required. The designer shall certify this case by including the following note on the project Site Plan: “No watercourse or 100 year floodplain as mapped by F.E.M.A. or as defined by any federal, state or local authority is located on this property.” B. For a site on which a 100 year floodplain is located, if no development will occur in the floodplain area, a permit is not required. The limit of the 100 year floodplain (and limit of any regulatory floodway) shall be clearly drawn and labeled on the Site Plan. Provide and certify the following note on the project Site Plan:* “No construction, development, or storage of materials shall be allowed below the 100 year floodplain elevation of _____________________.” II. FLOODPLAIN INVOLVEMENT: (Permit Is Required) For a site which involves a 100 year floodplain, and development* will occur in the floodplain, provide the following note on the project Site Plan: “Development which will take place within the limits of the 100 year floodplain at elevation ______________________ is designed in accordance with the requirements of Executive Order No. 123 – Uniform Floodplain Management Policy.” By the start of the design development stage of drawing production, the designer shall have addressed the issue of floodplain involvement. If a permit will be required, the designer is to review the State Construction Office “Instructions To Designers On The Floodplain Management Policy (Executive Order No. 123)”. The instructions are accompanied by the necessary forms and a copy of the Executive Order. *Development is defined as: Any man-made change to improved or unimproved real estate, including, but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations, or storage of equipment or materials.
