1. Based on information from the text, differentiate between assessment and evaluation.
Our book defines Assessment as a reference to actual statewide, district-wide, and diagnostic
tests. It defines Evaluation as the full process from pre-referral to triennial evaluation. In other
words there is a distinction to these two terms as in Assessment involves various tools for
which with to evaluate a student. Evaluation involves the whole process including the start of
the referral process to the conclusion where the results of the evaluation are read. Some forms
of assessment are various forms of testing and diagnostic tools (such as tools to screen for
motor development, cognitive development, communication and language development, social
and emotional development, and adaptive development.) So as it can be made clear from this
distinction these two terms are not the same thing and in fact Evaluation encompasses
Assessment as one of the steps required to properly evaluate a student to determine the
eligibility of special education and all disabilities a student in question may present.
2. List and Describe the parts of the RTI model
 The idea of RTI is to provide early intervention in the form of scientifically validated instruction to
all children who performance suggests that are at risk for school failure
 RTI involves universal screening, continuous monitoring of student progress on key performance
indicators, and several levels or tiers of increasingly intensive instructional interventions before
referral for assessment for special education eligibility.
 Tier 1 Primary Prevention: This tier consists of high-quality curriculum and instruction intended to
meet the needs of most students.
 Tier 2 Secondary Prevention: This tier consists of moderately intensive evidence-based
interventions designed to address the learning or behavioral difficulties of students whose lack
of progress in Tier 1 identifies them as at risk for a disability. Tier 2 interventions are typically
provided to small groups of students who show minimal response to Tier 1 interventions.
 Tier 3 Tertiary Prevention: This tier is highly intensive, individualized intervention for students
who show minimal response to Tier 2 interventions. Tier 3 is typically

 General Education Classroom Instruction: The student is not progressing as an average
student is expected to and this starts the referral process.
 Student Referred to Multidisciplinary Team: At this part the student is referred to a
multidisciplinary team for the team to decide whether the student needs further evaluation
to determine eligibility for services and if so what services are required.
 Team Completes Assessment: The multidisciplinary team completes all assessments that
were request and advised on the student and reviews the results of those assessments.
 Team Meeting Determines Student Found Eligible for Services: After the review of the
assessment results and it gets to this point the student is typically found eligible for some
sort of service, but it is still possible for the student in question to not have a disability on
him.
