Content and methodology of the supervision:
Chiefs of IED Sections provide general supervision and guidance for all work
assignments. In addition, individual assignment team leaders provide JPOs and Associate
Experts with project-specific training and supervision as required.
Duties, responsibilities and output expectations:






Assist in the planning, development and conduct of assigned evaluation and
inspection projects, pertaining to UN programmes/departments/budget sections;
thematic evaluations and ad hoc evaluations and inspections;
Assist with data collection and analysis; including correspondence review,
telephone and in-person interviews as well as web-based surveys; assist in
designing questionnaires; assist with reviewing, analyzing and interpreting survey
responses; and assist in drafting final reports.
Assist in the preparation of various written documents, including background
papers, analyses, draft and final reports; guidelines; conference room papers and
other documents as needed.
Contribute to efforts to strengthen the role of evaluation in the United Nations
Organization so as to improve programme efficiency and effectiveness.
Ensuring appropriate attention to gender balance and geographic representation
issues in work of the division
Perform other duties as required.
Qualifications and experience
Work Experience:
At least two years of relevant and professional experience; gained from public sector,
non-profit or academic institutions; pertaining to oversight, research and/or conduct of
evaluation and/or inspection. Direct knowledge of social science research methods is
expected and familiarity with UN and other international organizations is desirable.
Good interpersonal skills and ability to establish and maintain effective partnerships and
working relations in a multi-cultural, multi-ethnic environment with sensitivity and
respect for diversity, including gender balance, is a requirement.
Education and languages:
Advanced university degree in public administration, management, economics, social
sciences or other related discipline, or the equivalent combination of education and
experience in the related area. Fluency in written and spoken English is required and a
working knowledge of French or another official UN language is desirable.

After the assignment the Associate Expert will have:




General understanding of the structure and decision-making process of the UN
Detailed understanding of independent inspection and evaluation at the UN
Direct experience with planning and use of various evaluation methodologies, data
collection methods, quantitative and qualitative data analysis, drafting components of
UN evaluation reports
The ability to prepare an overall plan, including draft Terms of Reference, for
conduct of an evaluation assignment pertaining to a UN policy or organizational unit
Background information
The Office of Internal Oversight Services (OIOS) is an independent office reporting to the
Secretary-General and the General Assembly. OIOS adds value by providing world-wide
audit, investigation, inspection, programme monitoring and evaluation services to all bodies
affiliated with the United Nations Secretariat. With its Inspection and Evaluation Division
(IED), OIOS focuses on the conduct of independent inspections and evaluations on behalf of
the Secretary-General and the Member States. IED evaluations and inspections are meant to
assist intergovernmental bodies and programme managers in assessing the relevance,
efficiency and effectiveness of Secretariat programmes.
