The main objective of drafting of the project documentation for rehabilitation and current maintenance
of 5 (five) mills on the river Bregava in Stolac is preservation and promotion of cultural and historical
heritage of Bosnia and Herzegovina, that is, of the legacy as a bridge between communities, where the
works on rehabilitation of construction legacy in Stolac aim primarily at reconstruction and development
of the community devastated by war, with special emphasize on the possibility to include the mills on
the river Bregava into the process of sustainable economic development in Stolac.
2. Project aim
This project was designed with aim to improve social and economic situation of Stolac and its
inhabitants through the possibility of economic development through reconstruction of cultural
heritage. Furthermore, one of the project objectives is to raise the awareness on the value of cultural
heritage for sustainable social development.
For this purpose, it is necessary to develop a construction design of rehabilitation and current
maintenance for the Complex of Mills Tucaković & Leto with a Stamping Mill and a Clothes-Drying
House on the belonging cadastre lot 1308/1 and cadastre lot 1308/1 in Stolac on the river Bregava in
order to rehabilitate damages on the physical structure, to enable the mills for the new purpose
adapted to cultural and historical significance of the building and to incorporate it into an economically
sustainable process of development of the Municipality Stolac; to provide for an area for activities
related to handicraft, industry, art - primarily for cultural tourism. It should be emphasized that
preservation of physical structure of the building will also preserve the typological examples of
handicraft and industrial buildings, which have centuries-long continuity.
3. Location
The complex was built on the river Bregava that is on an artificially constructed branch. It consists of two
mills, a stamping mill and a clothes-drying house. The mill Leto is the central building of the complex and
has bigger overall dimensions. The architecture of the buildings is simple, completely subordinated to
the industrial function of the buildings. In the war period, the complex suffered damages, so that due to
the condition of preservation, and due to the possibility to incorporate these buildings into sustainable
economic development of Stolac, it is the subject of the Project Documentation for rehabilitation and
technical maintenance works.
4. Technical description
4.1. Architectural composition
The complex of mills consists of two mills– Leto and Tucaković, and a stamping mill and a clothes-drying
house. In spatial terms, this complex is divided in east – west direction from one bank to the other,
connected with a bridge and walkways. It is especially important to emphasize that these two mills are

supplied with water from two separate branches. The building of the mill Leto has elongated, almost
regular rectangular foundations, with the western wall very mildly inclined in relation to the north by 2⁰.
External overall dimensions are 5.27x12.05m. The entrance into the building, which was built as a
unique room in interior, was constructed on the eastern facade, and it is approached by stairs. Along the
internal face of the north wall, there are three water mills, which were quite damaged due to damages
and exposure to atmospheric influences. They were mutually separated by wooden constructions –
frames, which at the same time were a part of the constructional and functional unity of the water mills.
The miller's room is organised on the west end of the mill with stairs for accessing the bed. Along the
southern facade of the building, a terrace was built in concrete. On the internal side of the southern
wall, a shallow niche was constructed, and two windows were made on the western wall. On the northwest of the mill, there is an area where two stamping mills were located.
The clothes-drying house. A smaller building located on the western edge of the complex, with regular
rectangular foundation, and overall dimensions 3.10x6.80, spreading in direction north-east – southwest. The entrance into the building was constructed on the eastern facade which also contains two
windows.
Tucakovića mill. The most southern building in the complex, with a simple disposition and almost regular
rectangular foundation, where the north wall shows a certain level of constructional and formational
deviation. The external overall dimensions of the building are 5.34 (5.56)x14.59m. The entrance and the
window openings are on the south wall of the building.
The mill wheels are moved by water from the artificial branch, brought in through gutters (under angle
of 15⁰), and the gutters are equipped with lids which close when the operation of the mill is interrupted
(water supply to the mill is stopped). They are moved by wooden keels located in the underwater part
(closet), containing a wheel with scoops moved by impact power of water and rotations of the wheel are
transferred by an axis (going through the mill's floor) to the round mill stone above which there is a
wooden case (granary or basket) containing grain to be milled. Grain falls through its lower part, and
falling of grain is regulated by a rattle. Grain falls onto the lower stone, and its distance from the upper
stone is regulated by a lever, whereby the fineness of flour falling into the wooden case is achieved.
These machines for milling of grain have not suffered bigger changes for last 300 years, since the first
description of the mill. Lately, the only novelty is the use of roll bearings and iron wheel. In the interior
of the mills, the mill wheels and wooden cases still may be found.

4.2.Construction
Walls. The buildings were built by hewn blocks of limestone, while the angles on the position of
connecting of walls, as well as the window and door openings, were technically and aesthetically highquality built from regularly carved stone blocks. The walls were built in lime mortar.
Roof. Gable roofs, wooden roof construction, system of simple bevel strut caught in the ridge with
required wooden fliers. Roof covering is stone pane, which on the building of Leto mill was in a greater
part replaced by roofing tile as a temporary protection from precipitation leaking into the building; there
is no roof on the building of Tucakovića mill, and the most preserved is the one on the building of the
clothes-drying house.

5. Situation found in 2012
This complex of mills is heavily damaged, out of function and overgrown. The remains of walls are made
of local stone in lime mortar with free connection in building. The roof construction was destroyed and
burnt. On the entrance part of the mill, there are visible attempts of an unsuccessful partial
reconstruction. The water mills were completely destroyed and exposed to negative atmospheric
influences. The access channels were not cleaned, while the exit channel from the mill was buried with
rubble from ruined walls of the mill in height up to 1 m.

6.
Detailed description of the intervention level: Type and quality of construction materials and
technologies of performing of rehabilitation works
Since this is about a specific type of works, the construction materials – as well as the
technology of works, have to be completely harmonised with cultural and historical value of the
building, existing materialization, geometry of structures, space-design characteristics and construction
technology of old Herzegovinian builders.
7.1.
Preparatory works
Within the preparatory works, it is necessary to perform closing of the barrage, stop the water supplying
into the branch and suspend the water supply into gutters by closing of lids on gutters in order to stop
the operation of mills. After that, when the bed is dry, detailed cleaning from vegetation, rubble and
settled layers of soil and sludge in the branch of Bregava is performed, with supervision. Cleaning is
performed manually, without use of chemical substances. This item includes cleaning of side walls of the
part of intake branch, underwater parts of the mill (intake channels, underwater cellar of the mill and
gravitating part down the river from the cellar), as well as removal of vegetation from the walls of the
building according to the conservator's instructions, and cleaning of rubble from the building. Cleaning is
made with continual supervision.
Also, it is necessary to perform careful dismantling of all subsequently built in concrete and other
inappropriate elements and materials. Load the rubble onto a truck and take it to the landfill.
In the interior of the main building of the mill, rotten plank floor over the access to the bed should be
carefully dismantled. Load the dismantled material onto a truck and take it to the landfill.
Since the building of the mill has suffered damages of the built structures, it is necessary to dismantle
carefully moved stone blocks from the wall structures above the height of the mill's floor (stone blocks
that are not stable and have lost the constructive connection with healthy parts of walls). Stone should
be marked, cleaned, stored in a dry protected place and prepared for re-building. Stone that has lost its
constructability should be separated and saved for possible use as aggregate for making of stone mortar
for building or filling of walls. Wash all fugues from remains of disintegrated mortar, soil and rubble with
water under pressure from a VAP (high-pressure water cleaner). Pressure in VAP shall not exceed 3 Bars,
as preparation for tuck-pointing of walls; perform the tuck-pointing with hydraulic lime mortar with
basis of river small-grain fraction (zero). After dismantling, clean the remaining part of surfaces of
interior faces of walls from the layer of lime water.
Due to a long-term exposure to negative atmospheric influences, all wooden elements of construction
on the auxiliary building should be dismantled (bearing pillar with saddle, bearing beams, mezzanine
beams, floor planks, entire wooden bondruk system with bearing beams and filling, ceiling beams,
wooden roof construction; among dismantled elements, those elements are separated which, from the
aspect of condition of preservation and constructability may be used for re-building (before dismantling,
all elements are marked, and healthy ones are separated and stored in a previously prepared dry place);

the rest with rubble is taken to the landfill; conservatory cleaning of stone elements of auxiliary building
and preparation for tuck-pointing.
A bigger part of joinery on the buildings is damaged, so that it is necessary to carefully dismantle all
doors (internal and external) and windows on the building of the mill; wooden jambs will not be
dismantled (unless heavier damages are observed).
The building of the mill was originally covered with stone tile, of which one part was saved on the
building, while one part of the building was re-covered by roofing tile for preventive reasons. It is
necessary to perform careful dismantling of the roofing of the mill made of roofing tile and stone tiles
with taking down from the building; dismantled material should be loaded on a truck and taken to the
landfill;
In the interior of the mill's building, there were recorded roof construction elements that are the result
of subsequent interventions, and due to this – as well as for constructive reasons – a part of the wooden
roof construction on the building of the mill built in by subsequent interventions and with inadequate
materials should be dismantled. All original elements of the roof construction shall be kept
(dismantling shall be performed under strict supervision of the project manager); dismantled material
should be loaded on a truck and taken to the landfill.
As one of the objectives of this Project is inclusion of the buildings of the mills into sustainable economic
development of Stolac, the intention is to apply the principle of active protection in this complex and to
enable it constructively and functionally for new purposes appropriate both for the building and for the
possibility to do business.
Upon completion of preparatory works, performing of rehabilitation works is started chronologically.
7.2.
Building works
For the purposes of rehabilitation of damages to the wall structures of stone walls, new stone
should be prepared following the example of the existing one. Building is performed with 50% of new
limestone. New stone that is used for building of the missing parts of walls shall be from the quarry from
which the stone for building of the mills with auxiliary buildings was exploited or from the pit from
which the stone for performing of precious conservatory and restoration works on the buildings was
taken. If those pits are no more in use, then the stone used must correspond petrographically and in its
physical and mechanical characteristics to the existing stone in the preserved wall structures. The size,
method of processing, geometry, and in particular stone binding must correspond to the one preserved
in the surrounding wall surface. The structure of the newly built wall must correspond to the original
one.
Partitioning of wall surfaces on which the stone blocks have moved is made with stone that was
previously carefully dismantled, cleaned, stored and prepared for re-building. Before partitioning, the
wall should be cleaned up to the healthy surface.

For the purposes of rehabilitation works on stone walls above the level of contact with water,
use the lime mortar 1:3. Use naturally slaked lime older than three months and small-grain, clean and
dry river sand. For the purposes of enhancement of mortar, if necessary, use white cement in maximum
quantity of up to 10%. Use the enhanced lime mortar on the places of wall crowns and specific
constructive clashes of two walls.
Tuck-pointing of wall surfaces from which the remains of disintegrated mortar and rubble were
cleaned or from which mortar was washed out, is performed in the following way: fugues are well
cleaned from disintegrated material up to healthy wall surface. After cleaning, fugues are washed and
pointed with lime mortar 1:3 for the above-water part of the building, while in the part of built
structures of stone that are underwater, tuck-pointing is performed with hydraulic mortar, which at the
same time must have the property of resistance to washing and intense water flow.
7.3.
Carpentry installation works
Rehabilitation of damaged roof constructions on the mill will be performed so that the cornices
and purlins will be replaced by softwood core manually hewn to required measure and rafters from
softwood round logs from which bark and all visible damages of maximum diameter 12cm were
removed. Frontal parts of rafters on eaves will be left visible. Wood for timber shall be dried naturally,
with maximum humidity coefficient of up to 12%. Gable roof, wooden roof construction, simple bevel
strut system caught in the ridge with required fliers made from the same wood. For the purpose of
covering of the roof with stone tiles, latticing is made with wooden laths with space between of up to
30cm and of dimensions 5x8cm. Rafters are posted on the axis space of up to 45cm.
All lintels and jambs are kept and protected with a coating against rotting and fungi on the basis
of water and environment-friendly characteristics. Any possible changes will be made on site with
approval of the designer and supervisory body.
7.4.
Roofing works
Roofs are covered with manually split stone tile, with thickness of 2-4cm and minimal surface of
60cm2. Roof is covered with panel which is lubricated with lime mortar where it is required. The surface
of required panel is calculated as 1,5xactual roof surface. All sleeves through the roof and couplings are
made with 1,5mm thick lead sheet with standard sheet-metal binding.
Quality of stone for making of roof panels must be without fibres, admixture of soil or any other
material, of equable thickness and colour, arranged in the manner to correspond to the roof geometry.
Arranging of panel on the mill must provide for natural ventilation of covered area, so that technological
process would not endanger health of users and visitors of the mill. The Contractor shall consult the
present owner of the mill.
7.5.
Joinery works

Within joinery works, it is necessary to manufacture and install new windows and doors
(internal and external) on the building of the mill and auxiliary buildings.
Dimensions of joinery will be defined by the existing building openings on site. For making of
joinery, use wood of I class white pine with humidity between 8 -12%. One-layered (drawn) glass 4mm
thick in strips will be used for vitrification. Fittings of windows and doors made of forged burnished iron
according to the existing or, if there are no existing, according to the description and outlook defined by
the project. Obligatorily install internal and external sills on the windows. Provide for a safety lock on
the external door. Final processing of joinery with triple coating of a solution of flax oil and oil diluent in
proportion 1:1 and toned according to the designer's instruction. In making of joinery, the contractor
shall observe all requirements defined in general and special requirements on building.
Note: All joinery shall be installed in dry-mounting manner. If necessary, use wedges made
from forged burnished iron.
External entry door into the mill are made of 4cm thick black pine plank linked to feather and
mortise. The stone threshold made of one piece of local limestone, processed by fine bush hammering.
Door frames in touch with stone walls and lime mortar shall be protected by underlying of cardboard on
all contact surfaces to avoid absorption of moisture. External door shall be especially processed from the
outside with protection against atmospheric influences, woodworm and fungi. Protection is made with
hydrophobic substances based on water, colourless and acceptable from the aspect of ecology and
protection of human health.

Internal door shall be made from I class white pine timber 2.4cm thick, with fittings from forged
iron and dry-mounted. Protection is made with triple coating of a solution of flax oil and oil diluent 1:1,
and toning will be made according to the designer's instruction. The existing thresholds will be made of
limestone of local origin, finely bush hammered.
