Project: ‘The impact of cultural proficiency in the educational environment on the right to quality education for minority groups in a globalization process: A case-study of ethnic minority groups in Vietnam’ Amid today’s globalization process, cultural integration is a prerequisite for the development of any country and any individual. It will bring more opportunities for people who are able to assess and consider the diversity as contributions to their development and adapt to the growing diversity. In education, cross-cultural issues become the driving forces to the development and continuing reforms of the educational system and its concerned stakeholders in response to the evolving needs of its clients. In essence, the cultural proficiency of each party in the educational process is recognized as strongly influencing the provision of quality education to all, particularly to the minority groups. With an aim of justifying this influential relation in practice, the research will address the crucial issues on assessing the cultural proficiency at institutional and individual levels; and on clarifying the Rights to Quality Education. In turn, it will also open an insightful view at the impacts of cultural proficiency on the Right to Quality Education for minority groups. Examining a case study with Vietnam’s ethnic minority groups will help exemplify and consolidate the findings of the research. The research will use both quantitative and qualitative methods to collect the data with a sample of administrators, teachers, students, students’ parents and community at the primary educational level. The research is intended to help the educational leaders and practitioners gain the shared understanding of how the cultural proficiency at the institutional and individual levels contributes to the commitment of the Right to Quality Education. Moreover, it also proposes strategic changes at both policy makers and practitioner levels for possible interventions in the future in purpose of fulfilling the rights to quality education for minority groups through promoting the cultural proficiency in the educational environment.
