Introduction
Expanding educational capacity in California schools of nursing is perhaps the state’s most urgent
need for addressing the nurse shortage and is Goal 1 of the Master Plan for Nursing Education.
The California Institute for Nursing &Health Care (CINHC) has developed the statewide strategic
plan, which built upon successful programs already underway. With that in mind, in 2005, the
Compendium, First Edition was published. This document identified successful practices that
merit replication throughout the state. Many excellent innovations and programs have been
created through public/private partnerships to respond to the difficulties facing nursing education
today. These efforts include partnerships between schools of nursing, hospitals, health systems,
and foundations.
The information contained in the First Edition was used to demonstrate the collaborative,
statewide approach to expansion of educational capacity in California at the 2008 National
Nursing Education Summit.
The Compendium, Second Edition, has been prepared in an attempt to update the successful
innovative practices and the partnerships that support them that were published in the First
Edition and add new programs /partnerships that have been initiated.
To create the Compendium, numerous deans and directors of nursing programs, and healthcare
nursing service administrators shared their successful innovative approaches with us. They
completed an information form describing the practice, the partnerships supporting the practice,
and the outcomes. This Compendium reflects the material as submitted by the participants.
If you know of a successful nursing school capacity expansion program that is not listed, please
contact the CINHC office to assure that the information is included in the next edition of the
Compendium.
CINHC wishes to thank the deans, directors, and nursing administrators who provided
information. A special acknowledgement goes out to the hospitals, health systems, and
foundations, whose contributions are documented in this Compendium and that, have so
graciously stepped forward to support their local colleges and universities in their efforts to
expand nursing school capacity and strengthen California’s nursing workforce.

Contra Costa College
Innovative Practice
A partnership with John Muir Health to enable continued enrollment of larger classed of
nursing students. For the past several years, John Muir has release one of their expert RN
Clinicians so that she teaches one clinical group of the CC students. Grant funding from the
Chancellors office has allowed us to increase enrollment by 10 students (1 clinical cohort).
The programs have allowed the CCC to have an enrollment class size of 70 students. The state
grants have also supported a Nurse Mentor and other support staff and programs to support
student retention.

Innovative Practice
The Cypress College R.N. Mentoring Program began 9 years ago with 21 students, and
currently services over 150 students each year. Nursing Students are referred to the R.N.
Mentor for low test scores or issues relating to their clinical experience. The average score for
students who are referred for low test scores is 73%, with 75% considered a passing score. The
post-mentored average score is 79%, with 83% of mentored students successfully passing their
courses. Mentoring activities include improving study and test-taking skills, anxiety reduction
strategies, assistance with math, communication, and time-management issues, clinical
remediation, and referrals to other campus services as needed. The mentors also work closely
with transition, E.S.L., and re-entry students. The R.N. Mentors bring a variety of clinical and
education backgrounds to the Mentor’s role in remediation of R.N. Students.

Anxiety levels have been measured over 9 years: Students enter the mentoring
program with an average anxiety level of “8”. After two mentoring session,
students report anxiety levels decrease to “4.”
Average Passing rate of mentored students over time is 83% (Completing their
nursing courses).
Students who see mentor for low test scores enter mentoring program averaging a
73%. For those students who pass the course, their final grade averages are 79%.
Evaluations of the mentoring program are offered to all mentored students.

This program has provided support for our R.N. students over time. I highly
recommend implementing some kind of mentoring or student success
program in Nursing Programs in California. We have seen an improvement
in our graduation rates and NCLEX scores since we have implemented our
program.

This partnership has been beneficial both to the El Camino College ADN students and the
Nursing Program. The partnership has given El Camino College the ability to educate more

students. The monthly meetings have allowed for an open dialogue between the two partners
so that Academia and Service can work together to understand individual challenges and
needs. Simulation has provided the students with an opportunity to practice skills in a safe,
innovative, realistic, environment. The students have been pleased with the various options
available to complete their goal of becoming a nurse. The support provided by LCMHS has
been extremely beneficial and instrumental in El Camino College’s successful expansion of
the ADN program.

Bridge to Nursing Program – for student newly admitted to nursing program. This program
offered in summer prior to entrance into the ADN program. Consisted of three weeks of
classes offered four days a week for six hours a day followed by six weeks of individual and
group tutoring offered four hours a day, four days a week.

Innovative Practice
Development of ALFA – “Assisted Learning For All” is an online & podcast nursing skills
learning tool for students and registered nurses.
Saddleback Foundation offered a grant to create a software program that instructs any educator
or student to create their own teaching video with the application to stream their files onto
ALFA. The creator intends to make ALFA a FREE Universal Website for nursing students
and RNs worldwide.

ALFA is a nursing procedure website plus podcasting for visual and
auditory learners. It reviews the entire spasm of nursing through Med/Surg,
Mental Health, Maternal Child Health, Pediatrics and Advanced Nursing.
The site:
a) Unites theory and technique in a practical sense via technology
b) Provides nursing students and RNs with immediate nursing
procedures via laptop, desk-top or iPod technology in a concise and
NO COST environment.
c) Can be accessed 24 hours a day
d) Allows students and RNs access to general and unit specific skills
throughout their academic and nursing careers.
Provides for real life viewing of nursing skills being implemented on
patients by nurses in the clinical areas. Procedure guidelines, didactic
procedures and film clips can be viewed anywhere. Originally, five videos
were developed during Dr. Whitt’s sabbatical for our student’s use in the
Campus Skills Lab and today you can view > 130 videos and 55 +
podcasted videos on the students’ iPod. More will be posted this summer.
Continue to video in clinics and hospitals per unit specific nursing
procedures.
(Has scenes of port-a-cath access to open heart surgery.) These skills were
then compiled and with IT assistance were place on a server for internet
access.

The NCLEX pass rate for 111 graduates in 2006-07 was 99%. The retention rate
for 06-07 was 85% (up from 75%).
Enrollments have increased from 44 to 60 students per semester by using these
funds and partnerships.
Approximately 75% of the faculty has attended some type of staff development
activity related to teaching and learning or student success.
A diagnostic assessment test is now administered upon enrollment and a
comprehensive remediation plan was developed by a college-wide task force
involving Nursing, Math, Science, Reading, and Counseling. It was implemented
January 2008.
We have granted approximately $10,000 in funds to students in financial crisis to
date.

The students are appearing to be better prepared for the academics of the
nursing program but some still struggle with the clinical performance.
The faculty advisors and case manager for the Student Success Grant assist
with the diagnostic assessment testing and this funding is gone 2010.
The budgets take a great deal of time as the Project Directors is responsible
for monitoring the budgets at this institution.
The challenge will be institutionalizing the increased enrollments, success
activities and assigning responsibilities when categorical funding is gone.

in matching industry funds to students in financial crisis over the past year.

The grant changed monitors three times during the 18 months, so it became
very difficult as the guidelines and “allowable expenditures” we interpreted
differently by each monitor. We had three County of Orange audits in 18
months and one district audit.

Many of the LVN’s slotted for the grant had not completed their
prerequisites – so it was a challenge to get them in and graduated by the end
of the grant.
Approximately half of the original cohort experienced academic failure.
Most were re-admitted after remediation and were successful.
The LVN’s were offered weekly mentoring by three former graduates and
most found it just “something else they had to do”.

Created an Evening/Weekend program in collaboration with California Pacific Medical Center
(CPMC). Also, partnered with Jewish Vocational Service (JVS) to provide wrap-around
services for all RN students. JVS hired three counselors to work with both the day and
evening programs. Funds for this were provided by the Gordon and Betty Moore Foundation
and WIA dollars. The services included collecting student data, dealing with issues of
childcare, transportation, scholarships, loans, job placement; providing subject area
workshops, review sessions, and study groups.
Funds also provided for nurse mentors, tutors, preceptors, initial testing, early alert system,
and a summer bridge program. Additionally, a faculty training and orientation program was
developed for all new instructors. Staff development activities for all faculties included
multiple workshops on “Integrating Critical Thinking into the Curriculum” and “The
Importance of Nurse Leadership.”

The Evening/Weekend RN program is funded through Spring 2010, then all the money runs out. Our
plan to sustain the program is threefold: 1) seek funds from other foundations, 2) work with the
legislature to institutionalize programs such as ours in recognition that the shortages will be real by
2010 or 2012, 3) seek industry partner(s), who will be willing to share in the cost of the
Evening/Weekend program.
Other Comments
The challenges were many, but we managed to overcome most obstacles through hard work and
cooperation between partners. Our partnership with CPMC resulted in the CPMC Foundation
purchasing patient simulators for the Nursing Department and their coordinator finding CPMC nurses
willing to act as mentors and preceptors for our students.

faculty and three to four staff who teach/or do clerical work for the nurse anesthetist specialty

Faculty Partnership: An innovative practice was established this year between Cal State
University, Fullerton (CSUF) Department of Nursing and St. Jude Medical Center (SJMC). In
this partnership, CSUF Nursing faculty members who are teaching pre-licensure clinical
rotations at SJMC also participate in a Medical Center project. SJMC reimburses CSUF for
the expenses involved in administering, coordinating, performing, and evaluating a selected
Medical Center project(s) of benefit to SJMC. Project activities that may be assigned to
faculty members include: Hospital committee participation, development and revision of
policies and procedures, preparation for JCAHO accreditation, training and preceptoring
SJMC staff, evidence-based research, and Magnet designation preparation activities. The
assigned CSUF nursing faculty is given release time from their University teaching
assignment to participate in these projects.

Projects have included two classes to education department educators on
presentation skills, test writing strategies, use of case studies in
presentation/teaching, working with generational differences in the
workforce, and measuring return on investment. A survey of published
material was prepared with an annotated bibliography for education
department manager on peer review and competency evaluation.
Projects in progress include (outcomes measured by SJMC Education
Department):
 Survey of staff nurse perception of having pre-licensure nursing
students on unit related to staff time, quality of care, personal
satisfaction, and unit standards;
 Exploration of opportunities to fund simulation mannequin purchase
and training for the medical center;
 Literature reviews on selected topics;
 CSUF educator to work with staff on organizational skills and
raising patient satisfaction score on a particular unit.
Outcomes measured by CSUF: Student and faculty satisfaction with
clinical training experiences, student retention, student employability at
SJMC, and NCLEX statistics.

Innovative Practice
Mount St. Mary’s College ADN-to-MSN Program will allow nurses with an ADN to achieve
both a Bachelor’s and Master’s degree in as little as 2 ½ years. The accelerated program will
include modified baccalaureate courses with special attention given to professional
development issues to ensure a smooth transition into graduate studies. The undergraduate
Bridge can be completed in one year with core course work that includes: Theoretical and
Conceptual Foundations of Nursing, Leadership, Community/Public Health Nursing, Issues of
Abuse, Bioethics, Professional Issues in Nursing Practice/Education, and Technology of
Professional Presentations Series. Upon successful completion of the undergraduate Bridge,
students matriculate directly into the MSN program and can select from the following tracks:
educator, clinical nurse specialist, leadership/administration, and community/public health.
The student is introduced to a graduate level course during the Bridge. Several of the graduate
courses (practica series and research) are required in order for the students to apply for a
bachelor’s degree. Students may continue to take upper division general studies courses to
fulfill bachelor degree requirements during the master’s program. This program intertwines
baccalaureate and master’s content recognizing that the student will graduate from a holistic
perspective having completed all the necessary requirements for both degrees. This model
acknowledges the experiences and maturity that the working registered nurse brings to the
academic setting and understands the learning needs of adults living in a technologically
driven society. The required technology series in the Bridge will provide the students with the
necessary skills to educate the populations that they serve.

Samuel Merritt College School of Nursing has a long-standing relationship with John Muir
Health. John Muir adopted the services of Dr. Maria W. O’Rourke to incorporate the
Professional Role Development Guide (PRDG) for all of their nursing staff over five years
ago. This program contributed significantly to the Magnet status John Muir recently attained.
The success of this program at John Muir served as a stimulus for Samuel Merritt to
incorporate the professional role development program into all of the nursing curricula. This
decision was made based on significant data illustrating inconsistent role development
preparation, as well as confusion related to scope of practice, among new graduates from all
schools of nursing.
Prior to introducing the role development and socialization program into the curricula,
approximately 50 faculty members will engage in a three and one-half day workshop to assess
their own professional role development. Every faculty member will receive feedback within
the framework of continuous quality improvement. Following this faculty workshop, 15
faculty members will be identified as “train the trainers” and will be the champions to teach
the content and assess the integration of the concepts in every course throughout the nursing
curricula.

Innovative Practice
Nurse Scholar Program – This three year project recruits and selects candidates from the
current staff at St. Mary Medical center and from the Clinical Care Extender Program. These
students are awarded a scholarship that pays for all the expense required to attend nursing
school (i.e. tuition, books, uniforms, etc.) and by accepting the scholarship the students agrees
to work for St. Mary Medical Center for two years upon their graduation.

Innovative Practice
Nurse Scholar Program – This four year pipeline project has the same recruitment and
selection process for their candidates as the hospital mentioned with previous COPE projects.
This project however has a unique delivery system. The funding for this program expands
faculty resource at the partner college LAVC. It also helps the students receive regular
mentoring and oversight including tutoring by the school, a mentor from the partner hospital,
and oversight by COPE Health Solutions which ensure positive results in order to prevent low
grades. A supportive network is also created among the student to enhance and create a
positive academic environment and prepare the students for a post nursing school network.
This is done with key nurse educators and other participating hospital staff.

Regional Simulation Center
The 6 community college collaborative partners with 2 additional partnering colleges, 3 Acute
Medical Centers and Medical Education Technologies Inc. to develop a regional simulation

San Joaquin Valley Nursing Education Consortium
Innovative Practice
Develop a 2 unit graduate level faculty training certificate course through CSU Fresno Global
Education Program. 23 RNs completed this course in 2007, and approximately 30 more will
complete the course on September 30, 2008.
Each of the nursing programs was allotted 3 placements. When they successfully complete the
course, they will be able to serve as clinical faculty for the college which supported them.
Through this program, the valley will have approximately 50 new clinical faculties who can
teach in the valley programs.
