REPORT OF THE II MEETING OF THE TAG ON NAVEGATION SAFETY AND
ENVIRONMENTAL PROTECTION
The Navigation and Environmental Protection TAG celebrated its Second
Meeting on December 6 th, 2001 at 16:00 hours in Santo Domingo, Dominican
Republic. The meeting was chaired by Mr. Jorge Abramian from the
delegation of Argentina and the attendance of the members of this TAG:
Brazil, Mexico, Panama, United States and Venezuela; other delegations
representing different member countries of the OAS also attended the
meeting, Spain served as an observer, international organizations, associate
members and special guests. The list of participants is enclosed in Annex A
and the list of documents is enclosed in Annex B.
After the Secretary certified the quorum, the President welcomed the
delegates and associate members attending the meeting and put in to
consideration the topics on the agenda.
Issue 1: Approval of the Agenda
Assistants discussed the following agenda:
1.
Approval of the agenda.
2.
Incorporation of new members.
3.
Election of the Vice-chairman.
4.
Follow up of the 2001 Working Plan.
5.
2002 Working Plan.
6.
Annual Budget.
7.
Next Meeting.
8.
Other issues.
The Agenda was approved with no comments.
Issue 2: Incorporation of new members
The President announced as new associated members of the TAG the Puerto
de Bahia Blanca Management, Argentina, and Maracaibo Port, Venezuela,
both were welcomed.
Issue 3: Election of the Vice-chairman
Considering the suggestion made by the Executive Board of the CIP, in the
sense that the Vice-chairman should be an associate member and that he
should have the same nationality as the President, the Director of the Puerto
de Bahia Blanca, Mr. Jorge Frapolli, was proposed as a candidate. The motion
was approved by unanimity, and the new Vice-chairman began his duties.
Issue 4: Follow up of the 2001 Working Plan
The president announced that only two of the eleven items mentioned in the
2001 Working Plan were accomplished; the one referring to the translation of
the guidelines of contingency plans and the installation of the VTS systems
(Vessel Traffic Systems) and the one relating to the OMI, MARPOL, OPRC and
FUND agreements. The information regarding these issues is available at the
Argentina’s Delegation web page. Because of this situation, the TAG came to
the conclusion that there were too many items in the Working Plan and the
determination was made to reduce the items in the 2002 Working Plan in
order to achieve more goals and to be more specific about them. He
proposed the usage of a methodology similar to PIANC, which creates expert
groups that communicate through the internet. The delegates approved the
proposal and it will be implemented in the TAG’s future activities.
Issue 5: 2002 Working Plan
Considering the situation described before, the pending items were revised
and the 2002 Working Plan was structured as follows:
a.
VTS Systems
The Vice-chairman was entrusted with the creation of a questionnaire that
shall be sent to all the member countries in order to identify the different
systems used by regional ports in the matter of VTS, AIS models
(Autonomous Intelligent Systems) and others.
He was asked to distribute the work performed by Puerto de Bahia Blanca
regarding the application of the VTS system, which will be very useful to
other member countries.
b.
Contingency Plans for hydrocarbon spills
The delegation of Venezuela was entrusted with the design of a formulary
that allows to compile all the information available related to Contingency
Plans for hydrocarbon spills used by member countries.
c.
Training needs
The Secretariat gave word that the Subcommittee on Port Training in
collaboration with Barbados and the CIP created a questionnaire that
monitors the ports training needs for the member countries ( document
CECIP/doc.10/01). He said that this document has been already distributed to
member countries, so it is very important to answer it as soon as possible.
Delegates are allowed to add issues of their interest if they wish to
incorporate them into the final results.
d.
Development of Environmental Management Plans
The Delegation of Brazil, in cooperation with the Delegation of Venezuela,
was entrusted to create a database that will help compile information
regarding this issue. This database shall be distributed to all member states
so they can provide necessary information. The Ports of Spain delegation
compromised to remit to the Chair of this TAG the European’s Union Port
Environment Code and the Ecoport Project of the Valencia Port, so they can
be distributed to all the OAS’ member countries.

Dangerous load
The Delegation of Argentina was entrusted to make a study on how this issue
is being handled by the OAS member countries.

Environmental experiences exchange network
This issue was included in the (d) development of environmental
management plans section mentioned above.
g.
ISO 14.000 guides
Due to the short period of time, it is still pending.
h.
Pilot training and standard fixing
This issue is responsibility of the Subcommittee on Port Training by having a
special seminar, so it was removed from the agend

VTS Operatives Profile
This issue is closely related to item (a) mentioned above, so it was decided to
treat both issues jointly.
The Vice-chairman was entrusted to distribute the norms that were applied
by Puerto de Bahia Blanca.
Issue 6: Annual Budget
The President announced that this TAG has funds available for the amount of
US$ 5.373 gained from the associate member’s contributions. This amount
will be used to finance upcoming events.
Issue 7: Next Meeting
Considering that in June 2002 the V Andean Port Symposium will be held in
Puerto Ordaz, Venezuela, the date for the III Meeting of this TAG was
established after the Symposium takes place. In case this date is not
possible, the III Meeting will be held at the same time when the IV Meeting of
the Executive Board of the CIP takes place in Montevideo, Uruguay in
December 2002.
Issue 8: Other Issues
The delegate from Venezuela wanted to revise the issues covered by this
TAG, in the sense that only environmental and ports issues are covered,
indicating that issues relating to navigation control should be handled by the
Port Administration TAG. Regarding this issue, the Secretariat announced that
the change in objectives and functions of the TAGs is a responsibility of the
Committee, there for the Executive Committee could not make any changes.
This proposal will be presented before the Committee in the next meeting in
2003.
The President closed the II Meeting thanking the participants and invited
them to keep up the hard work.
