I. PRIMARY PURPOSE:
Performs specialized skilled work in the operation and routine maintenance of a 9 MGD conventional
surface water plant. Includes the operation of Alum coagulation process, sand filters, and high level pump
station operation, including chemical treatment for pH, iron/manganese removal, disinfection, advanced jar
testing and related adjustments. With oversight from the Superintendent, performs and maintains all
laboratory testing, records and maintains all required data, performs PT’s as required by DWR and our
licensing requirements. Orders all necessary chemicals, reagents and supplies for the laboratory and will
order and maintain bulk chemical inventory for water production. With oversight from the
Superintendent will oversee safety program. Will serve as a relief in all shifts when Operators are on
approved absence. Will serve as backup to the Superintendent during their absence.
II. SUPERVISION:
Under the general supervision of the Plant Superintendent. The Chief Operator will not be responsible for
staff supervision. All staff will report to the Plant Superintendent.
III. DESCRIPTION OF WORK:

Performs specialized tasks relating to the operation and routine maintenance of the City’s 9 mgd
conventional surface water plant.
Observes, records, and interprets readings at appropriate intervals as given by gauges, charts and other
measuring devices and makes appropriate adjustments based on data.
Controls the addition of chemicals based on water quality.
Monitors the mixed media filter units to ensure proper operation occurs.
Takes samples and completes basic laboratory tests as required.
Reads, understands, and applies a variety of information obtained from resources such as technical
operational and equipment manuals.
Maintains accurate records, utilizing shift logbooks and computer systems. Prepares special reports as
required.
Operates and monitors equipment used in the water treatment process to achieve maximum efficiency at
the least possible cost.
Drives to work sites both within and outside the plant facilities.
Assists with training other staff on new procedures and new hires. Assist the Superintendent as a backup
ORC (Operator in Responsible Charge) and be available to oversee Plant operations should the
Superintendent/ORC be out for any reason.
Assist the Superintendent with the day to day operations, so he can focus on future planning, asset
management, budgeting, advanced water chemistry and future development of process controls, further
development of HachWIMS and SCADA for the ever-increasing federal and state regulations.
Assist the Superintendent (and backup in their absence) with the MOR’s (Monthly Operating Reports),
DMR’s (Discharge Monitoring Report) and daily and monthly state reports.
Provide support to the Superintendent and Operators in their absence and assist with filling in during
vacations, illness or authorized leave.
The Chief Operator will also be available to assist the Superintendent with the following:
A. To ensure that Plant staff are trained and in compliance with OSHA regulations such as confined
space, trip hazards, etc.
B. To update and maintain SOP’s with the ever changing regulations and changes in the industry.
C. To train operators on the safety and correct operations of new equipment and procedures.
D. To train and familiarize new operators with the treatment and process of the Reidsville Water
Treatment facility.
E. Assist with the schedule for Operators’ schools, training and continuing education.
F. Scheduling chemical deliveries for the Plant and laboratory.
G. Ordering of laboratory reagents and supplies.
H. Assist with the oversight of the waste lagoon monthly sampling.
I. 15 monthly bacteriology sites.
J. 5 weekly distribution disinfections.
K. Distribution annual testing VOC’s, Inorganics, Nitrates, Lead and Copper, LT2, etc.
L. 2 weekly fluoride samples.
M. Daily Greensboro interconnect sample.
N. Source water treatability testing on water reservoir.
O. Assists with the cleaning of basins and flocculators.
P. Conduct quarterly filter media inspections.
Q. Assist with our Risk Management Program and Process Safety Management.
14. In lieu of a laboratory technician, the Chief Operator will oversee the laboratory and will be responsible for
the following:
A. Growing bacteria and purging monthly for quality control.
B. Running proficiency test on all materials that are purchased for the lab.
C. Conduct quality testing on water for in-lab use.
D. Provide sufficient nutrient broth for proficiency testing.
E. Manages State-required traceability log on all reagents ordered and used by the laboratory.
F. Runs proficiency test on all media made by the laboratory.
G. Ensures autoclave is maintained with monthly checks.
H. Conducts calibration on laboratory equipment and field instruments.
I. Scheduling of thermometers and lab equipment to be serviced and calibrated from outside sources
annually.
J. Ensures that proficient logs and records are kept on file for state auditors.

IV. QUALIFICATIONS REQUIRED:
A combination of education, training, and experience providing the following knowledge, skills, and
abilities:
a. Knowledge
Principles, procedures, methods, and equipment involved in water treatment operations; industrial math as
it relates to calculating flows, volumes, weights, etc.

Read and understand technical repair manuals.
Observe and interpret gauges, charts, etc. based on data; act quickly and independently in operational
emergencies.
Maintain records, logs and prepare special reports; follow oral and written instructions; communicate

essential functions of the job without posing a direct threat to the health and safety of others; model and
promote acceptance and respect for differences among employees and citizens; perform effectively as a

c. Experience, Education, Licensing/Certification and Training

Two years of college or vocational technical training in water technology, chemical or biological sciences
or a related area and at least three years’ experience in a water treatment plant, or in a closely related area.
Directly related work experience may be substituted for the education requirement on a year-for-year
basis.
NC A-Surface Water Operator's Certificate
NC Class C driver’s license.
Physical/Chemical Grade 1
Bacteriological Methods Certification
Process Control Chemistry Certification
NC AWWA Utilities Management Institute
Acquisition of the correct required certification must be completed within the first year.
d. Physical Requirements
Performs bending, squatting, climbing, kneeling, crawling, and reaching both to ground level and
overhead; lifts, carries, pushes and pulls up to 50 pounds; must be able to move about the plant to observe
data and equipment; holds and grips objects; may be subject to standing for long periods of time; must be
able to distinguish primary colors.
e. Working Environment
Both indoor and outdoor working environment with possible exposure to a variety of extreme weather
conditions, constant and extreme noise; subject to a variety of mechanical, electrical, chemical, toxic waste,
and other safety hazards associated with treatment plant facilities and equipment; possible exposure to
disease, fumes, and strong odors as related to water treatment operations.
f. Miscellaneous Requirements
Employment is subject to a variety of shifts including nights and weekends as well as emergency call-in.
