Industrial Profile of Sirmour District

A brief overview.

District Sirmaur has taken long strides in the field of Industrial development, particularly after the announcement of special industrial package - 2003 and it has emerged as 2 nd largest Industrialized District in

Himachal Pradesh. Today, it has more than 1600 Micro, Small, Medium & Large

Industries with total capital investment of about Rs. 4000 Crores and providing direct employment to more than 26000 workers.

Although Industries are mainly concentrated around Kala Amb and Paonta

Sahib area but over the years, Industries have also come up in good numbers in other areas like Dhaulakuan, Sataun, Khodowala etc. Being bordering District to

Haryana and Uttrakhand, Sirmour is one of the favourite destination for

Industrial investment.

The District is proudly associated with the reputed Industrial houses like

Sun Pharma, Mankind Pharma, Marico, Bajaj oil, Carlsberg Beer, Himalayan

Mineral Water, Akorn inc, Blue Star, United Biscuits, Pioneer Embroidery,

Himalaya International Ltd, Tirupati Group etc. who have established their manufacturing facilities in the District. Products being manufactured by these

Industries have very high quality standards which have achieved reputation in global markets. Yearwise data of Industries set up for the last 10 years is as below.

Field Offices:

In order to facilitate the Entrepreneurs at their door step, two Single Window

Clearance Agencies (SWCA) offices have been created at Paonta Sahib and Kala

Amb. These offices are headed by Managers (DIC) who have been designated as

Member Secretaries in the above offices and delegated all the powers relating to clearance of files of Industries.

Proposed Industrial Area:

Private land measuring about 1400 bighas has been identified at village Amboya,

Tehsil Paonta Sahib for setting up new Industrial Area. Proposal is under consideration at the Directorate of Industries level.

Industrial Infrastructure:

All required Industrial Infrastructure has been provided to both the

Industrial Areas. These Industrial Areas are fully equipped with Roads,

Electricity, Water and Telecommunication facilities. A Common Facility Centre building has also been constructed in Kala Amb at the cost of Rs. 2.26 Crore

which has been recently inaugurated by the Hon’ble Chief Minister, Himachal

Pradesh in April 2015.

Recent Initiatives:

 An amount of Rs. 11.34 Crores has been sanctioned for the upgradation of Electrical Infrastructure in Kala Amb out of which first installment of Rs. 6.17 crores has been released to HPSEB Ltd. Work is in progress.

 State Govt. has provided a budget of about Rs. 3.63 Crores for 17 schemes which includes link roads around Industrial Areas, up gradation of water supply schemes, repair and maintenance of roads and drainages etc. in Industrial Area Paonta Sahib and Kala Amb. Most of these works are nearing completion. HPSIDC is the executing agency.

 Fire Post Kala Amb has been made operational w.e.f. April 2015 for which Industries Department has contributed Rs. 40 lakhs.

 Taruwala - Gondpur lift drinking water scheme with a cost of Rs. 1.20

Cr. is being constructed for catering to the need of Industries set up in

Gondpur area, Paonta Sahib. The scheme is nearing completion.

Incentives & Facilities being provided to the Industries by the Govt.

 Facility of online registration of Industries (EM-I & EM-II) w.e.f. 1-1-2015.

 All projects clearances by SLSWC & MA within 90 days.

 Creation of HP Investment Promotion Cell.

 Capital Subsidy of Plant & Machinery @ 15%. Package extended up to 31-3-

2017.

 Concessional rates of (VAT+ CST) to the tune of 60% of total Fixed Capital

Investment (FCI) for a period of 7 years for Industries set up in Industrially backward blocks like Pachhad, Sangrah & Shillai.

 Electricity Duty slashed by upto 5% for new Industries.

 Stamp duty @ 50% of the applicable rates for new Industry.

MAJOR DEVELOPMENTAL SCHEMES BEING IMPLEMENTED BY DIC

 Prime Minister’s Employment Generation Programme (PMEGP):

This scheme is being implemented by DIC, KVIB and KVIC under which loans are provided through Banks upto Rs. 25 Lacs for Industrial projects and upto

Rs. 10 lacs for Service Projects with subsidy ranging from 15% to 35% depending upon the category of applicant. During the financial year 2014-15,

Margin Money Subsidy of Rs. 69 lacs disbursed to 52 beneficiaries under

PMEGP scheme creating employment to 165 people. This year also District

Task Force Committee has cleared 126 cases which are being sent to different banks of the District.

 500 rural women are being given 9 months skill training in the trades of

Cutting - Tailoring, Dari weaving, beauty parlour etc. under RIP/RAP scheme.

 About 250 youths will be given hands on training of one month duration in

Mobile repairing, Food processing, computer hardware, Soft Toys making, bag making.
