MINUTES
WEDNESDAY, JULY 7, 1999
The Glenn County Waste Management Regional Agency Meeting convened at 5:30 p.m. on the
above date, at Glenn County Public Works Conference Room with the following Members present:

Mr. de Roco welcomed everyone to the Regional Agency meeting.

Approval of Minutes from April 7, 1999
The minutes were not approved due to lack of a quorum.

DISCUSSION ITEMS:
4.1
Free Dump Day
Mr. de Roco reported on the “Free Dump Day” held on April 24, 1999. Mr. de
Roco reported that cars were lined up for a mile with an half-hour to hour wait.
A total of 704 vehicles attended with 682 appliances and 300 tires collected. Mr.
Lindholm reported that he felt Hamilton City resident did not take advantage of
the Free Dump Day.
4.2
Report on Grants
Mr. de Roco reported that the County currently has a used oil grant to establish
agricultural oil centers along with a grant to promote the Butte / Glenn Re-

refined Oil program at the Orland Raceway. There are also two tire grants from
the Waste Management Board that are countywide and allows Glenn County to
collect 30,000 tires. Mr. de Roco also reported that the County has two
Household Hazardous Waste grants to build the new Household Hazardous
Waste collection facilities at the Glenn County Landfill. The grants will also
provide funding to operate the facilities short term.
Mrs. Peters provided additional information on the re-refined oil program at the
Orland Raceway. Mrs. Peters also reported on the grant that purchased 50
recycle bins with totter carts that hold glass bottles, plastic, and aluminum. The
grant also purchased a trailer for North Valley Services to collect the recycled
items. Of the 50 bins 38 are in placement at parks, boat launches local
businesses and lakes. Mrs. Peters also reported that the public will be provided
education on the use of the bins. Mr. de Roco reported that this is a part of the
AB 939, which requires landfills to reduce their waste disposed by 50 percent by
the year 2000.
4.3
Planning for “Fall 99 Free Dump Day”
Mr. de Roco reported that the fall free dump day is scheduled to be held on
September 25, 1999.
4.4
Countywide Franchise Agreement
Mrs. Aulabaugh reported on a memo sent by Randy Johnsen who was unable to
attend the meeting. Mr. de Roco explained that Mr. Johnsen offered to review
the two City franchise hauler agreements along with the County hauler
agreement and make a recommendation on a countywide franchise hauler
agreement.
4.5
Mandatory Weekly Waste Disposal Enforcement
Mr. de Roco reported he was concerned that Hamilton City residents did not take
advantage of the free dump day. Members suggested having clean up days in
Hamilton City. Mr. Holub suggested having mandatory garbage service for
Glenn County. Mr. Holub explained that by having mandatory garbage service it
limits the amount of garbage stored on resident’s property. Mr. Holub would
like to provide containers with wheels and handles for all Glenn County
residents. Mr. Holub also suggested educating the public on the fees they are
charged for garbage service. Mr. Lindholm reported that the City of Orland has
an ordinance that enables them to site residents that store garbage that create a
nuisance. Mr. Lindholm explained that the if you have mandatory garbage
service residents won’t be able to store garbage therefore it will never start to
stink and cause neighbors to complain. Mr. Holub reported that the lowest
garbage service rate is in Hamilton City.
