Review the local comprehensive plan compliance to include land use, site design, and infrastructure policies that reduce the risk and vulnerability of communities located in hazard prone-areas to natural and man-made disasters. Such policies may include but not limited to: limitations on use (such as hospitals and adult living facilities) and densities; and prohibition of public subsidies for infrastructure in hazard-prone areas. (Lead Agency: DCP) 2. Require roads in the Coastal High Hazard Area to be built above both the 100-year flood level and the Category 1 Storm Surge level. 3. Require buildings in the Coastal High Hazard Area to be built above both the 100-year flood level and the Category 1 Storm Surge level. Public and private structures 4. Adopt a statewide target for a maximum 16-hour hurricane clearance time, for a Category 3 Storm at peak season. Where clearance times do not meet this target, the state and local governments should adopt a program of road and shelter improvements to reduce clearance times to 16 hours, as much as possible. Local governments generally should not be allowed to increase the clearance times established in their comprehensive plans, where these clearance times are already at or exceed 16 hours. 5. Do not increase land use densities or intensities in Category 3 Hurricane Evacuation Areas, unless hurricane clearance times for a Category 3 storm would be maintained at a maximum of 16 hours. 6. Provide hurricane shelters on-site or in the immediate vicinity, for neighborhoods or development projects where hurricane clearance times for a Category 3 storm cannot be maintained at 16 hours or less. Prioritize mobile home parks for the provision of emergency shelters, and require shelters for any new mobile home parks in Category 3 Hurricane Evacuation Areas. 8. Adopt hurricane evacuation and shelter standards on a county-wide basis, for each county in the state; institute a county-wide or regional system for monitoring and ensuring adequate hurricane evacuation and shelter. 9. Provide technical assistance to local communities to increase the number of the communities participating in the community rating system, as well as improving their ratings (Lead Agency: DEM) 10. Identify and integrate the programs for protection of environment and natural resources with local hazard mitigation. Such programs may include but not limited to those related to the maintenance of significant areas of natural vegetation within the 100-year floodplain and Coastal High-Hazard Area, and acquisition or such areas for open space uses.
