Cyprus Telecommunications Authority (CYTA), Nicosia, announces that, as of 1st June 2006, all
international telegrams to Cyprus must be routed through Unitel Telegram Services GmbH. The
telegram destination indicator allocated to Cyprus and the office codes used in the telegram
retransmission system will remain in force.
The responsibility for international rates and settlements will reside with Unitel which will
handle directly all negotiations relating to telegraph traffic to Cyprus as of the above-mentioned date.
Telecommunication operators are therefore kindly requested to contact Unitel directly at
info@uniteltelegram.com to arrange for the provision of access and negotiate termination rates to
apply.
The List of Telegram Destination Indicators, published in accordance with ITU-T Recommendation F.32, will be updated accordingly*.

Canadian Numbering Administration (CNA), North American Numbering Plan Administration
(NANPA) (country code +1)
First communication of 21.IV.2006: Corrigendum*
The Canadian Numbering Administration (CNA), North American Numbering Plan
Administration (NANPA) (country code +1), Ottawa, announces that the North American Numbering
Plan Administration (NANPA) has assigned NPA code 438 for the purpose of implementing NPA relief.
The new NPA 438 will serve the same geographic area currently served by NPA 514, which
includes the Île-Perrot, Pointe-Claire, Ste-Geneviève, Roxboro, Lachine and Montréal exchanges,
located in the urban area of Montréal, Québec.
In preparation for the introduction of the overlay, permissive ten-digit local dialling will begin
no later than 17 June 2006 at 0001 hours. Eastern Daylight Time (EDT) (ten-digit permissive local
dialling is already possible in NPA 514). During the permissive dialling period, subscribers in NPA 514
may dial either seven or ten digits but are encouraged to dial ten digits (NPA NXX XXXX) for all local
and extended area service calls. All Canadian carriers operating in NPA 514 will begin introducing the
ten-digit dialling automatic announcement between 17 June and 24 June 2006, and will maintain the
announcement for calls dialled on a seven-digit basis until mandatory ten-digit dialling is introduced on

28 October 2006 at 0001 hours Eastern Standard Time (EST). The mandatory dialling announcements
will be phased in over the period from 28 October 2006 through 4 November 2006.
After the beginning of mandatory ten-digit local dialling on 28 October 2006, an
announcement will be activated for seven-digit dialled calls, informing the subscriber that ten-digit
local dialling is required. The dialling plan for the 514/438 distributed overlay area will be as follows:
All local calls and extended area service calls originating within the 514/438 area codes must
be dialled with ten digits; i.e., NPA NXX XXXX.
Alternatively billed service calls within the 514/438 area codes must be dialled with ten digits
after the prefix digit(s).
All local calls from NPA 450 into NPA 438 will also be required to be dialled using ten digits,
similar to the existing local dial plan for calls from NPA 450 into NPA 514.
All international and domestic carriers should ensure that the new 438 area code has been
activated throughout their networks.
The following test numbers for the NPA 438 overlay will be made available for test purposes
effective 1 May 2006:

Test calls to verify routing to the new NPA 438 can be made by dialling this number. Calls
successfully completed to the test number will receive the following bilingual recorded announcement:

régional 438, à [insérer ici le nom du télécommunicateur], Montréal, Québec, Canada» (“You have
successfully completed a call to the 438 area code test number at [insert Carrier Name here] in
Montréal, Québec, Canada”).
The test numbers will be disconnected after 4 December 2006.
NXX codes within the NPA 438 may be assigned to service providers after 11 May 2006.
However, assigned codes cannot be activated prior to 11 November 2006.

Communication of 15.V.2006:
KPN, Royal Dutch Telecom, The Hague, announces that KPN (Netherlands) has decided to
terminate its Furthering Calls service effective 1st June 2006.
Using “Furthering Calls” the directory assistance service of a foreign telecom operator has a
direct access to the directory assistance service of KPN in Netherlands. This direct connection is used
for inquiries on Dutch telephone numbers. The service was available using special codes in the
network, codes 11 and 12. As from 1st June 2006, this service will no longer be available. The same
service in the other direction, the KPN DA service inquiring at foreign telecom operators, has been
terminated two years ago.
There are several alternatives for foreign telecom operators to get information on Dutch
telephone numbers:
•
Using the internet site www.detelefoongids.nl: end users and operators can get access to all
published telephone numbers in Netherlands, 24 hours a day, free of charge. The user interface
of this site should not impose any language problems.
•
We are happy to grant direct electronic access to our database using the E.115 protocol
over IP. For commercial and technical information about this possibility, please contact us.

Our own International DA service makes successfully use of a combination of E.115
connections and Internet inquiries for the day-to-day operation.
For those countries for which the alternatives offered are not sufficient, we are prepared to
open a specific (charged) telephone number for inquiries.

deployment of worldwide inter-domain and multi-vendor IP telephony services, announces the
following:
The International Telecommunication Union (ITU) has allocated the country code +878 and
associated digits 10 to VISIONng Association. VISIONng is the first organization to offer a unique

regardless of geography or telecommunications carriers, including those using new IP-based
technologies.
VISIONng is an international non-profit association that includes ITU-T sector organizations as

termination and Universal Personal Telephony services.
