Resolution 16/NQ-CP of June 8, 2012, promulgating the action program for
implementation of the Party Central Committee’s Resolution 13/NQ-T.U of
January 16, 2012, on building synchronous infrastructure facilities for Vietnam
to become basically a modernity-oriented industrial country by 2020
THE GOVERNMENT
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to Resolution 13/NQ-T.U of January 16, 2012, of the XIth Party Central
Committee, the 4th plenum;
At the proposal of the Minister of Planning and Investment,
RESOLVES:
Article 1. To promulgate together with this Resolution the Government’s action
program for implementation of the Party Central Committee’s Resolution 13/NQ-T.U
of January 16, 2012, on building synchronous infrastructure facilities for Vietnam to
become basically a modernity-oriented industrial country by 2020.
Article 2. This Resolution takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of governmentattached agencies, and chairpersons of provincial-level People’s Committees shall
implement this Resolution.

Action program for implementation of the Party Central Committee’s
Resolution 13/NQ-T.U of January 16, 2012, on building synchronous
infrastructure facilities for Vietnam to become basically a modernity-oriented
industrial country by 2020
(Promulgated together with the Government’s Resolution 16/NQ-CP of June 8, 2012)
In order to successfully implement Resolution 13/NQ-T.U of January 16, 2012, on
building synchronous infrastructure facilities for Vietnam to become basically a
modernity-oriented industrial country by 2020 (below referred to as Resolution 13),
the Government promulgates this action program (below referred to as the program)
with the following principal contents:
I. THE PROGRAM’S OBJECTIVES AND REQUIREMENTS
1. The program identifies the Government’s principal, general and overall tasks for
directing and organizing the successful achievement of the objective of building a

synchronous infrastructure system for making Vietnam basically a modernity-oriented
industrial country by 2020.
2. The program presents a comprehensive and long-term vision with specific tasks of
building a synchronous infrastructure system, focusing on key technical infrastructure
sectors to meet requirements of national industrialization and modernization,
investment phases and important projects capable of creating a breakthrough for
development and having great pervasive effects.
3. The program serves as a basis for ministries, central agencies and localities to
formulate their own action plans for directing and organizing the implementation of
the objectives and tasks set down in Resolution 13 according to their functions and
tasks. Tasks set down in the program must be balanced with mobilizable resources so
as to successfully achieve the objectives of Resolution 13 and, at the same time, they
serve as a basis for inspection, supervision and preliminary and final review of the
program implementation.
II. PRINCIPAL TASKS
1. General tasks
- To review and complete institutions in order to raise the quality of infrastructure
development planning; to formulate the Planning Law and the Irrigation Law; to
revise the Land Law, the Investment Law, the Law on Public Investment, the Law on
Urban Centers, and other relevant laws and legal documents so as to create a
favorable legal framework and environment to attract and effectively use all resources
for investment in infrastructure construction and, at the same time, assure harmonious
interests for investors, including foreign ones.
- To review, adjust or supplement sectoral, regional and local economic and social
infrastructure development master plans, assuring synchrony and connectivity within
each sector and among sectors and regions nationwide and meeting the
industrialization and modernization requirements.
- To implement solutions, mechanisms and policies so as to tap and mobilize all
resources for the construction of infrastructure systems. To focus on revising laws on
land recovery, compensation and resettlement support upon land recovery and ground
clearance so as to shorten the time required for this work and facilitate the
construction of infrastructure facilities, especially key ones.
2. Specific tasks
a/ Transport infrastructure
- To formulate a feasible scheme on raising investment funds for synchronous
development of the transport infrastructure system by 2020.
- To review, adjust or supplement the transport development strategy through 2030,
and the national railway transport development strategy through 2020, with a 2050
vision.

- To review, amend or supplement the national road transport development master
plan through 2020, and a 2030 vision, and the national railway transport development
master plan through 2020, with a 2030 vision.
- To concentrate investment on expanding national highway 1A to 4 lanes, striving to
complete Hanoi-Can Tho section by 2016. To prioritize investment in the construction
of some expressway sections of the North-South route; roads linking Hanoi and Ho
Chi Minh City to major ports and important transport hubs. To raise funds for
completing the whole Ho Chi Minh road and upgrading its section running through
the Central Highlands. To selectively invest in poor-quality sections of the coastal
roads associated with sea dikes. To complete the construction of northern, western
and southwestern border roads. To upgrade some roads within the East-West
economic corridor.
- To focus on and give priority to the upgrading and modernization of the existing
North-South railway; to further conduct feasibility studies on a high-speed railway so
as to work out appropriate construction investment plans; to study the construction of
1.435 m-gauge railway routes linking Ho Chi Minh City to Vung Tau and Can Tho; to
develop urban railways and inner-city and suburban railway systems in Hanoi and Ho
Chi Minh City.
- To focus and prioritize investment in building Lach Huyen international seaport (Hai
Phong) and Cai Mep-Thi Vai port (Ba Ria-Vung Tau); to encourage foreign investors
to invest in Van Phong international transshipment port (Khanh Hoa).
- To upgrade main inland waterway routes; to upgrade and build some main ports and
cargo and passengers landing stages in the Mekong River and Red River deltas.
- To focus investment in upgrading 5 airports of Noi Bai, Tan Son Nhat, Da Nang,
Can Tho and Cam Ranh. To raise investment funds for the early construction of Long
Thanh international airport.
- To apply synchronous and drastic solutions to tackle traffic congestion in major
urban centers in Hanoi and Ho Chi Minh City.
- To formulate mechanisms and policies on investment in transport and transport work
development, largely in BOT, BT and PPP forms.
b/ Electricity supply infrastructure
- To formulate a feasible scheme on raising investment funds for electricity supply
infrastructure development by 2020.
- To formulate a scheme on information technology application in the management,
exploitation and operation of the national electricity system and smart electricity
networks in major urban centers.
- To concentrate investment in hydropower and thermopower plants under Electricity
Planning 7, assuring their construction schedule and giving priority to plants of over
1,000 MW.

- To formulate an overall scheme on electricity supply for villages without electricity
in the 2011-2020 period, striving for the target that by 2020, basically all rural
households will have electricity.
- To concentrate investment on renovating and upgrading rural electricity grids,
expanding electricity grids to rural, border and island areas, assuring safety and
reducing electricity loss.
- To accelerate the construction of Ninh Thuan nuclear power plants I and II so as to
put one nuclear power generator into operation by 2020.
c/ Irrigation and climate change response infrastructure
- To formulate a feasible scheme on raising investment funds for irrigation and
climate change response infrastructure development through 2020.
- To review, adjust or supplement irrigation master plans for the Mekong River delta,
Red River delta and Central Vietnam in the context of climate change and sea level
rise and anti-inundation irrigation master plans for major cities; to adjust the master
plan on the sea dam system running from Quang Ninh province to Quang Nam
province, with climate change scenarios and transport purposes taken into
consideration; to adjust master plans on flood prevention and control and the dike
system of the Red River- Thai Binh river system.
- To formulate and perfect the system of standards and technical regulations on
construction and exploitation of irrigation works in the climate change condition.
- To further implement the program on consolidation, protection and upgrading of sea
and river dikes, covering:
+ For sea dikes, to implement the program on consolidation, protection and upgrading
of sea dikes from Quang Ninh province to Quang Nam province; and the program on
consolidation and upgrading of sea dikes from Quang Ngai province to Kien Giang
province so as to enable the proactive prevention and combat of inundation, storm and
sea level rise and reduction of damage caused by natural disasters, in combination
with the coastal road system.
+ For river dikes, to implement the program on upgrading the system of river dikes
through 2020, focusing on the consolidation and upgrading of dikes so as to assure
anti-flood safety as designed and strive to reach higher anti-flood capacity; to
combine the river dike system with roads.
- To concentrate investment on upgrading and modernizing irrigation systems: To
completely build these systems one after another, upgrade and modernize key
facilities, canals and operation control equipment so as to reach designed capacity and
raise operation capacity.
- To further implement the program on assuring safety of reservoirs, upgrading key
facilities of reservoirs, especially big reservoirs in Central Vietnam and the Central
Highlands, to high safety standards.

- To continue implementing the program on investment in storm shelters for fishing
ships, assuring safety of humans and ships and minimizing damage caused by storms.
- To invest in building key and multi-purpose irrigation works serving economic
development, natural disaster prevention and control and climate change response.
- To further implement anti-inundation solutions in Hanoi, Ho Chi Minh City and Can
Tho.
- To concentrate investment on building irrigations works which serve agricultural
restructuring; to build small-scale irrigation works in mountainous and island areas to
create water sources for daily-life and production activities of inhabitants in deeplying, remote, border and island areas in association with the programs on hunger
eradication and poverty alleviation, population stabilization and public security and
defense assurance.
- To make further investment so as to early complete natural disaster, flood, storm,
landslide, earthquake and tsunami warning systems nationwide.
- To formulate a program on survey and search for ground water sources to supply
water for daily-life activities in high mountain areas and areas with scarce water
sources.
d/ Urban infrastructure
- To review and adjust construction master plans and water supply and drainage and
solid waste treatment master plans of major urban centers, Hanoi city region, Ho Chi
Minh City region and key economic regions.
- To formulate schemes on raising investment funds for urban infrastructure
development in Hanoi and Ho Chi Minh City through 2020 according to approved
master plans.
- To concentrate on implementing social housing development programs in Hanoi, Ho
Chi Minh City and some other regional urban centers nationwide.
- To formulate a scheme on mobilizing resources for the construction of water supply
and drainage systems and solid waste treatment systems nationwide.
- To concentrate on implementing the program against clean water and water charge
loss.
- To concentrate efforts on implementing the investment program on solid waste
treatment.
- To concentrate investment on the upgrading, renovation, expansion and construction
of major entry and exit roads, radial roads, interchange roads at main crossovers,
detour and belt roads and big bridges in Hanoi and Ho Chi Minh City.
e/ Industrial park and economic zone infrastructure development

- To review, supplement and adjust economic zone and industrial park development
master plans in association with master plans on residential areas to suit the new
situation.
- To direct and organize economic zone and industrial park infrastructure
development, aiming to basically settle the shortage of houses and essential social
infrastructure facilities (crèches, kindergartens, schools, medical examination and
education services, etc.) for industrial park workers.
f/ Commercial infrastructure
- To formulate an investment scheme on development of commercial infrastructure,
supermarkets, department stores and shopping malls in major goods production and
consumption centers such as Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can
Tho and Dak Lak, port cities, economic zones, border-gate economic zones and other
regional centers.
- To formulate an investment scheme on development of farm produce wholesale
markets, large-scale distribution centers and wholesale centers for each group of
agricultural products and convenience stores in rural areas; specialized stores,
supermarkets, department stores and shopping malls in cities and towns.
- To formulate an investment scheme on development of an e-commerce system.
g/ Information infrastructure
- To formulate a feasible scheme on raising investment funds for information
infrastructure development through 2020.
- To review, urge and supervise the implementation of investment projects to develop
post and telecommunications systems. To concentrate investment on building an
internationally linked information technology and communication infrastructure
system, thus forming an internationally linked information superhighway in the
country.
- To formulate a scheme on information technology application in the management,
exploitation and operation of economic and social infrastructure systems and the
whole economy.
- To formulate a scheme on information technology application in education and
training, development of e-textbooks and online training, etc. so as to meet the
requirements for renovation of teaching and learning methods, examination and
education quality assessment.
- To formulate an investment scheme on development of an intelligent health system
aiming to raise the quality of health services, reduce costs and mitigate overload in
hospitals.
- To formulate an investment program on capacity building and development of
information technology human resources up to international standards; to increase

technology mastering capacity, research and development capacity and ability to
master source technologies, produce core and key information technology products; to
raise capacity, effect and effectiveness in the management of the information
technology infrastructure system and information contents serving the Party’s and
State’s leadership, direction and administration; to develop the national information
technology capacity to meet the society’s demands for information provision and
exchange, boost socio-economic development, and assure national defense and
security and information safety and security and national sovereignty in the
cyberspace.
- To concentrate investment on the development of the information technology
industry, accelerating the growth of the software industry. To build national key
information technology zones.
- To build national databases on citizens, land, housing and enterprises. To implement
the projects on e-identity card and e-government nationwide.
h/ Education and training, science and technology infrastructure
- To formulate a feasible scheme on raising investment funds for education and
training infrastructure development through 2020.
- To review and adjust master plans on development of a network of universities,
colleges and intermediate vocational schools.
- To formulate a scheme on building high-quality vocational training institutions in
regional centers.
- To implement projects to develop a network of universities, colleges and
intermediate vocational schools under master plans in major urban centers, especially
in Hanoi and Ho Chi Minh City.
- To concentrate investments in building some high-quality universities up to
international standards, and step by step form international-level universities in Hanoi,
Ho Chi Minh City and major urban centers.
- To further implement the program on solidification of schools, classrooms and
public-duty houses for teachers in extreme difficulty-hit, border and island areas; and
schemes on upgrading physical foundations and building training capacity for
regional and national universities.
- To focus on development of science and technology to directly serve production,
attaching special importance to science and technology human resources and
infrastructure systems; to promote potential of basic sciences and research and
development activities serving production activities.
- To formulate mechanisms and policies to encourage all economic sectors and
foreign investors to develop science and technology human resources and technical
infrastructure to directly serve production, encouraging renovation and use of modern

technologies. To study and propose policies and mechanisms to associate national key
laboratories with hi-tech parks.
i/ Health infrastructure
- To formulate a feasible scheme on raising investment funds for health infrastructure
development through 2020.
- To review, adjust or supplement Vietnam’s health system development master plan,
clearly identifying functions of the hospital system to serve as a basis for working out
effective investment plans.
- To formulate a scheme on remedying overload in central hospitals and general
central hospitals in association with setting up a multi-level medical examination and
treatment network, assuring its continuity in terms of professional operations; to
invest in the building of new central specialized hospitals in Hanoi and Ho Chi Minh
City.
- To formulate a scheme on upgrading the system of traditional medicine hospitals
nationwide.
- To make further investment so as to complete the construction, renovation and
upgrading of provincial-level and district-level hospitals and tuberculosis, mental,
tumor and pediatric hospitals in mountainous and difficulty-hit provinces.
- To formulate a scheme on synchronous development of preventive medicine
establishments; a scheme on upgrading medical and pharmaceutical institutes and
medical technique institutes nationwide. To prioritize key institutions (Hanoi Medical
University, Ho Chi Minh City Medical and Pharmaceutical University, Hanoi
Pharmaceutical University, Hue Medical and Pharmaceutical University and Can Tho
Medical and Pharmaceutical University) and key research institutes.
- To implement the scheme on experimental application of some mechanisms and
policies on on-demand treatment centers applying advanced therapy techniques and
developing intensive healthcare; to invest in some high-quality medical examination
and treatment establishments in Hanoi, Ho Chi Minh City and regional-level urban
centers.
j/ Cultural, sports and tourism infrastructure
- To formulate a scheme on synchronous investment in cultural and sports institution
systems at all levels and children’s recreation and entertainment centers nationwide.
- To formulate a scheme on building some large and modern cultural and sports
facilities in Hanoi, Ho Chi Minh City and other major cities.
- To formulate a scheme on tourism infrastructure development investment aiming to
promote the advantages and effectively tap the potential of each locality.
III. ORGANIZATION OF IMPLEMENTATION

- On the basis of thoroughly grasping and closely following the 2011-2020 socioeconomic development strategy, national development tasks for the 2011-2015 fiveyear period, the Resolution of the XIth Party Congress, Resolution 13, principal tasks
of the program and their assigned functions and tasks, ministries, ministerial-level
agencies, government-attached agencies, provincial-level People’s Committees and
related agencies shall promptly and effectively implement the program (see the task
assignment table enclosed herewith (not translated).
- Ministers, heads of ministerial-level agencies, heads of government-attached
agencies, chairpersons of provincial-level People’s Committees shall direct, inspect
and urge the program implementation. Ministries, sectors and localities shall send
annual reports on the program implementation to the Prime Minister and the Ministry
of Planning and Investment for monitoring and summarization.
- The Minister of Planning and Investment shall assume the prime responsibility for,
and coordinate with ministries, sectors and localities in, monitoring and urging the
program implementation and periodically report and propose to the Prime Minister
measures to be taken to assure the effective implementation of the program.
- The Ministry of Finance shall assume the prime responsibility for, and coordinate
with the Ministry of Planning and Investment in, elaborating plans on allocation of
funding sources, guiding the estimation and use of funds for the performance of tasks
assigned in the program and other related tasks so as to successfully implement
Resolution 13.
- The Ministry of Culture, Sports and Tourism shall assume the prime responsibility
for, and coordinate with the Ministry of Planning and Investment, the Central
Commission for Propagation and Education, the Vietnam Fatherland Front Central
Committee and other ministries, sectors and localities shall carry out public
information and communication so as to widely disseminate the program to all
organizations, agencies and people nationwide.
- In the course of implementation, if it is necessary to supplement or adjust the
program, ministries, ministerial-level agencies, government-attached agencies,
provincial-level People’s Committees, central agencies, organizations and mass
associations shall send proposals to the Ministry of Planning and Investment for
summarization and reporting to the Prime Minister for consideration and decision.On behalf of the Government
