EXECUTIVE SUMMARY Project Full Title: Operational Framework of an advanced Telematics based Institute, for promotion of services on sustainable development in ICZM (Integrated Coastal Zone Management) [codename: CORAL] Partners DAEDALUS INFORMATICS LTD - Greece CINTECH (Centre for Intelligent Technologies) – Russia Orgenic Software ( “OSW”) - Russia Closed Joint Stock Company "International Investment Company "Interinvestservice" – Ukraine Duration: 12 months (July 2007 – July 2008) Vision: The development of a quantum leap in technology that will enable research, academic, and commercial networks, to communicate and collaborate as to o fill the gap between: latent research (research that is not brought up to the level as to become a product -or add to other products, or form an active part of other enabling research) efficient technological education enabling crucial policy and political decisions effectively promoting technological and commercial solutions of key importance to sustainable development Scope: The establishment of a new institutional entity, able to act as a coordination mechanism operating as a technologically advanced inter-institutional information grid Core Aim: The implementation of the operational and technical infrastructure to coordinate interinstitutional networking and strategic partnership in scientific and research activities iin the energy, environmental and coastal development regions, of EU, BSEC and Central Asia countries. Role of partners: DAEDALUS Informatics: Project Coordinator. Elaborated and concluded interim and final reports for the feasibility scope and vision for establishment of the CORAL grid Institute (Coastal grid observatory for promotion of sustainable development status). Elaborated the IT platform for establishing the architectural and operational model of the CORAL grid Institute within a perspective 2nd phase of the project. Current negotiations with academic, institutional and state holders for implementation of pilot phase of inter-institutional repositories for sustainable development in the ICZM domain. CINTECH: Elaborated a framework and application software for ecological and environmental data modeling and statistical Bayesian analysis for interconnection to the CORAL IT platform. Orgenic Software: Development of data mining semantic extraction and advanced decision making assistance environment for general purpose financial and environmental complex project analysis. Closed Joint Stock Company "International Investment Company: Evaluation of Orgenic Software decision making tool in contractors’ applications Actions towards CORAL constitutional establishment: CORAL range of proposed activities and domain of reach Invitation of major related institutions, enterprises, state organizations and NGOs, to attend to a purpose conference event, for further committing to a preliminary, formal memorandum of cooperation Level and rational of activities committed to addressing specific deficits in cooperative research modalities and infrastructure Operational framework and technological aspects of proposed telematics platform, along with envisaged implementation to variable scope and function partner nodes Examples of platform application, as well as technological framework as developed by DAEDALUS during the last fifteen years. Invitation to collaboration on the open architecture platform expansion, by commonwealth partner activities Investigation on the optimal constitutional and legal aspects for establishing the CORAL-Grid Institute A milestone presentation of enabling activities and projects towards sustainable coastal development, presented by invited prospective partners and cooperating experts Investigation of financial support issues for the first 2 years of operations or the CORAL-Grid Institute, along with the essential merits and statutory assets, necessary for a wider EU proposal for sponsoring and support Activities undertaken: 1.- Outline of the span of activities for offered services and publicly available material, from the establishment of the proposed Institute Implementation of the operational and technical infrastructure to coordinate interinstitutional networking and strategic partnership in scientific and research activities in the energy, environmental and coastal development regions, of EU, BSEC and Central Asia countries. Establish mechanisms able to safeguard and guideline the immense human potential acting as the vertebrate in qualitative and quantitative support of innovation. 2.- Elaboration of a draft corpus agenda environmental, energy, ecological and renewable energy technologies domains, as steering factors for sustainable development and promotion of 21st century innovation in ICZM Necessity for the establishment of an Advanced Telematics Network in Safeguarding Integral Management and Sustainable Growth in Coastal Regions 3.- Evaluation of the legal framework, under EU and international domains for the establishment, as well as the promotional and operational agenda of the Institute Did not yet conclude on the optimal constitutional and legal aspects for establishing the CORAL-Grid Institute 4.- Compilation of the software architecture and principal development plans for the virtual Institute, as well as design of the hardware architecture and operational basics for the implementation of a distributed network, suitable for the collaborative on very large volume data (GRID) activities for the virtual institute We came up with the design of the CORAL grid (FIG. 1 of full report) architecture, along with the operational and governing design parameters and rules (FIG. 2 of full report) Results / Deliverables: 1.- Analysis on the Technical, Decretory, Operational and Management Tools for emergency management at the coastal zone domain 2.- Analysis on current and forward-looking strategies for an integrated coastal zone management, via incorporation of Renewable Energy Resources 3.- Report on potential of innovative approaches for sustainable development at the coastal zone (Interim Report) 4.- Compilation of the software architecture and principal development plans for the virtual Institute 5.- Information RoadMap planning for using and disseminating knowledge in a ICZM GRID 6.- Final Report Future Plans: In the 2nd phase we will cooperate with Universities, Institutions, Companies in order to define and implement, at least a pilot level of the above mentioned solution, and, attempt to invite a number of partners to participate in this, forming a collaborative "GRID" (at least 1 institution node from each BSEC member state) The shortest practical way towards this goal is to establish the CORALGrid Institute, once the current explorative stage with BSEC is over, by organizing an event that would introduce the scope, rational, and intended operations to its future members. Therefore, we will seek institutional assistance, administrative collaboration, lobbying, and financial support for establishing this event.
