For bachelor’s and master’s programs, the start-up date cannot be within six months of
filing the request to establish; for doctoral programs, it cannot be within one year of filing
the request to establish.
Guidelines for Determining Submission Dates:
To estimate the semester during which the campus process will be completed and the request to establish
(step III) will be filed at UNC-GA, begin with Fall 2011 semester. Bachelor’s and master’s program planners
should allow a minimum of twelve to eighteen months; and, doctoral planners should allow a minimum of
three years to complete the approval process. If a proposal completes the campus process sooner than
anticipated, it may be considered for early submission.
Step I: Planning Document
Notification of Intent to Plan (NIP) (bachelor's/master's); Request for Authorization to Plan (RAP) (doctoral):
Allow one to two semesters for preparation and submission. The earliest date for submitting the NIP and
the RAP would be January 2012.
Step II: Program Requirements (curriculum):
Bachelor's and master's proposals may begin step II when the NIP is filed electronically at UNC-GA.
Doctoral programs may not begin step II until UNC-GA authorizes program planning. Bachelor's and
master's proposals may complete the curriculum process in one semester; doctoral programs may take
longer.
Step III: Request to Establish (RAE):
The RAE for a bachelor's or master's degree should be submitted within one year of filing the notification of
intent to plan.
(Example: NIP filed January 2012, RAE submitted by January 2013.)
The RAE for a doctoral program should be filed within two years of receiving authorization to plan the
program. (Example: RAP submitted May 2012, GA authorization to plan received by June 2013; Steps II
and III of on-campus process occur during AY 2013-2014 and 2014-2015, with RAE submitted by June
2015.)

The minimum timeframe for completing the on-campus process and submitting the RAE for a
▪bachelor's degree is one semester
▪master's degree is one semester (could be slightly longer to allow for external review)
▪doctoral degree is two to three semesters.
1. Describe the proposed new degree program. The description should include
a) a brief description of the program and a statement of educational objectives
b) the relationship of the proposed new program to the institutional mission and how the
program fits into the institution’s strategic plan

c) the relationship of the proposed new program to other existing programs at the institution
d) special features or conditions that make the institution a desirable, unique, or appropriate
place to initiate such a degree program.
2. List all other public and private institutions of higher education in North Carolina currently
operating programs similar to the proposed new degree program.
3. Estimate the number of students that would be enrolled in the program during the first
year of operation.

4. Indicate the current and projected demand for graduates of the proposed new degree
program. Provide documentation about the sources of data used to estimate demand figures.
5. If there are plans to offer the program away from campus during the first year of operation:
a) briefly describe these plans, including potential sites and possible method(s) of
delivering instruction.
b) indicate any similar programs being offered off-campus in North Carolina by other
institutions (public or private).
c) estimate the number of students that would be enrolled in the program during
the first year of operation:

6. Describe the procedures that will be used to plan the proposed program. List the names, titles,
e-mail addresses, and telephone numbers of the person(s) responsible for planning the proposed
program.
7. Describe the method of financing the proposed new program (e.g., potential sources of
funding). Indicate the extent to which additional state funding may be required.
