Pro-Taekwon-Do Tournament Rules – Croatia “Round Zero” General Article 1. 1.1 International Taekwon-Do Federation as nongovernmental, non-profitable Martial Art Organization with the goal to popularizing its art worldwide gives the initiative for founding the “World Professional Taekwon-Do League” reflecting its sportive aspects. 1.2. Following decision of the ITF Congress held in Bled, Slovenia on 27 th of March 2007., on the proposition of Master Benny Rivera, President of the Committee for the Pro Taekwon-Do, ITF establishes following rules of sparring, which will be applied on the 1st experimental Pro Taekwon-Do tournament in Croatia. At the same time Master Anto Nobilo is appointed for the main organizer of the 1 st Pro Taekwon-Do tournament. Application Article 2. 2.1. All fighters’ holders of black belts, whose weight is over 80 kg, have the application right for the 1st Pro Taekwon-Do tournament. 2.2. 8 fighters shall fight at the Tournament. Article 3. 3.1 Organizational Committee of the 1st Pro Taekwon-Do tournament, under the leadership of Master Anto Nobilo, from all received applications, will send direct invitations to seven fighters 3 months before the tournaments starts. 3.2 Seven best fighters in the world will be elected based on their current worldwide results and experience of the fighters applied. Article 4. 4.1. Based on the results of the elimination tournament, which will be held under these rules 24-48 hours before the main tournament, fighter number eight will be chosen. 4.2. At the 1st tournament 7 direct invitations will be sent to fighters from 7 different countries of the world. Article 5. Each fighter will conclude contract with the organizer which will regulate all the rights and obligations of both sides. Without signed contract it won’t be possible to compete. Article 6. 6.1 The organizer commits to minimum bear all expenses of organizing the tournament in Croatia, including umpire and hotel expenses and air tickets for 8 fighters and their coaches. 6.2 Furthermore, the organizer commits to ensure presence of medical team during the tournament, and will pay the insurance for the best 8 fighters from the main tournament. 6.3 The organizer shall ensure adequate sport dress and fighting equipment (gloves and protection for the feet). 6.4 The organizer shall hand in cash reward of 30.000$ (thirty thousand USD) to the winner. Article 7. The fighter commits to arrive to Croatia at agreed time and to bring written receipt of medical ability. He also commits subjecting to additional medical examination and anti-doping test, and taking participation on the tournament according to these rules. Dress code and equipment Article 8. Juries and Umpires shall wear the umpire suits laid down in the ITF Umpire Rules (navy blue coat, white shirt, navy blue trousers, navy blue neck tie, white track shoes and white socks) Article 9. Dress code for contestants 9.1 Contestant shall wear white underpants of the classic ITF dobok and a black belt. 9.2 Top of dobok will be especially created for the 1st Pro Taekwon-Do tournament in red and blue color. ITF dobok without sleeves will be base for this creation, with certain stile alterations. 9.3. Pro Taekwon-Do and the name of the fighter will be written on the back. Safety and Protective Equipment Article 10. 10.1 Safety equipment and protective gears for the competitors participating in sparring competition. 10.1.1 Compulsory safety and protective equipment 10.1.1.1 The competitor must wear the Pro Taekwon-Do approved hand and foot protectors. 10.1.1.2 The competitor must wear a mouth guard. 10.1.1.3 The male competitor must wear a groin guard inside his dobok trousers. 10.2 Any other safety and protective equipments are not allowed. 10.2.1 The safety and protective equipment must not contain hard materials such as metal, bone and plastic. 10.2.2 The safety and protective equipment must not use zip, lace or stud fasteners. 10.2.3 No watches or other adornments are allowed. 10.3 An injured competitor requiring bandaging or strapping of any kind must not contain materials of any kind that may provide an advantage to the wearer and/or a disadvantage to the wearer’s opponent. The injured competitor must be certified by the official Tournament Medical Officer to wear any of such material for his injury. 10.4 In the sparring competition, the competitor from the red corner must wear red hands and feet safety equipments and the competitor from the blue corner must wear blue hands and feet safety equipments. Insurance and medical assistance Article 11. Insurance 11.1 The Organizational Committee must ensure that the competition venue must have all the necessary public liability insurance, fire certificates and Government licenses required for such events. 11.2 All Competitors must sign their entry forms and have insurance coverage for their participation in the Championship and signed contract with the organizer. Article 12. Medical Assistance 12. 1 Competitors injured during the competition shall receive the treatment of the medical teams provided by T.O.C. 12. 2 the doctor, after treating the injured competitor, should recommend to the Ring Official the further participation of that competitor. The doctor’s decision is final. Competition venue and facilities Article 13. 13.1 The Competition Venue must have the full facilities and the Organizing Committee must provide the required equipments. The Organizational Committee shall arrange special seating for the VIPs. 13. 2 lighting must not be lower than 5 meters above the ground for the competition. Article 14. The Ring 22.1 The Ring for sparring competition measures 7 × 7 meters with the rope border. 22.2 The Ring may be elevated. In this case the elevation shall be 50-120cm from the Ground. 22.3 The Ring must be covered with competition mats measuring at least 2cm in thickness. 22.4 In the middle of the Ring there must be a Red piece of competition mat (1mx1m) and a Blue piece of competition mat (1m x 1m) to indicate the Red Corner and the Blue Corner. 22.5 The distance between the Red mat and the Blue mat is 1 meter. Article 15. 15.1 The head table of the Championship shall be at a place with a commanding view over arena and must have broadcasting facilities. 15.2 The “Electronic scoring machine”, which shows results on a visible way at each moment of the fight, has to be placed at the head table Article 16. ITF Umpire Committee shall be situated beside the head table. Article 17. The reserve umpires shall be seated behind the ITF Umpire Committee. Article 18. The medical officials shall be designated to a place, where they are able to work with the injured, with the Red Cross or Red Crescent mark on their desk to indicate the Doctor table. Article 19. Juries shall be seated in front of each Ring. Article 20. Seats for Judges 20.1 Center referee for sparring competition controls matches in the Ring. 20.2 Corner referees will be seated at the four sides of the Ring. Article 21 . Recorder and timekeeper shall be seated beside the Juries. Article 22. During the Sparring competition, coaches shall be seated at their respective corners where should be 1m away from the Ring. Weight check and draw Article 23. Weight-Check 23.1 Weight-check shall start 48 hours before and closes an hour before the Championship begins. It shall be conducted by officials appointed by the Organizing Committee, confirming the entry forms submitted by concerned parties. 23.2 Competitors must present their degree certificates and passports for weight check. 23.3 International standard scales must be used for weigh check. 23.4 Only competitors who pass their weight checks are allowed to participate in sparring competition. 23.5 Competitors who failed in the weight check will not be allowed to compete in individual sparring competitions. Article 24. Officials appointed by the ITF Tournament Committee and the T.O.C and two representatives from each participating country will attend the draws. The draws are to be conducted publicly. Coaches and managers Article 25. The manager and coach must be registered at the organizer of the tournament and they have access to the fighter in the ring, all by permit of the ring umpire. Article 26. 26.1 During the competition, the coach must wear a tracksuit and gymnastic shoes. 26.2 During a sparring match, the coach will be seated at least 1 meter away from the Ring. 26.3 During the matches the coach must not act in such a manner that would disturb the competition. Article 27. Equipment check 27.1 The Centre Referee shall check to ensure that dobok and equipments, etc. are of the officially approved types and that they are not defective. 27.2 If any item is found to be defective or sub-standard, it must be replaced and the Competitor has a maximum two minutes to do so. 27.3 If replacement is not done within two minutes, that competitor may be disqualified. Article 28. Courtesy Competitors must at all time bow to the Jury, Centre Referee and also to each other with command of “Taekwon” at the beginning and end of each performance or match. Article 29. Mode of competition The Pyramid system of Elimination will be used. In case of tied score, the fight shall be prolonged for one (1) minute. If the score is tied after this prolongation, fighters go for the “Gold point”. Article 31. Attacking Tools 31.1 Hand parts – fore fist, back fist – only by direct punch. 31.2 Foot parts - ball of the foot, foot sword, back heel, instep and sole. Article 32. Target Area 32.1 Face and neck area at the front and sides (excluding the back). 32.2 Frontal area of trunk of the body from a line drawn from the armpit vertically down to the waist on each side (excluding the back). 32.3 When the arm, from the elbow to the fingers, is in contact with the body, then this is regarded as part of the body, by which the opponent can therefore score points. Article 33. Criteria for Point Award 33.1 One (1) point will be awarded for: Hand attack directed to mid or high section. Foot attack directed to mid section. Mid air hand attack directed to mid section (both feet off the ground) Perfect defense 33.2 Two (2) points will be awarded for Foot attack directed to high section. Mid air hand attack directed to the high section. (both feet off the ground) Flying foot attack directed to mid section 33. 3 Three (3) points will be awarded for: Flying kick directed to high section. Flying 180゜turning kick to mid section. 33.4 Four (4) points will be awarded for: Flying 180゜turning kick directed to high section Flying 360o or more turning kick to mid section. 33.5 Five (5) points will be awarded for: Flying 360゜or more turning kick to high section. * When flying 2 or 3 hand and foot attacks are counted as points, those points shall be awarded for every technique Article 34. Fouls 34.1 Warnings 34.1.1 For the following offences; Attack to an illegal target . Any part of the body, other than the feet, touching the ground Holding or grabbing. Pushing Pretending to be injured Intentionally avoiding sparring Three or more consecutive punch without a valid follow up technique Repeatedly pretending to have scored by raising the arm Turning the back intentionally to avoid combat Unnecessary speaking during competition Paying no attention to the instructions of Centre Referee 34.1.2. One (1) point will be deducted for every 3 warnings. 34.1.3 No disqualification will result from 3 points deduction or more from warnings. 34. 2. Deduction of Points for serious fouls (Yellow card) 34.2.1 For the following offences which carry a yellow card: Consulting an opponent in any way. Biting-scratching-clawing. Attacking a fallen opponent or an unready opponent when the referee has already stopped the match. Attacking with forehead, using forbidden techniques (e.g. elbow, knee, any ugly technique except direct) 34.2.2 In case of point deduction Centre Referee will raise a yellow card to indicate one point deducted. 34. 3 Disqualification (Red card) 34.3.1 For the following offences; Misconduct against umpires Ignoring the Centre Referee’s instructions. Any competitor suspected of being under influence of alcoholic beverage or drugs. Receiving 3 deductions(yellow card) in the same match. 34.3.2 The Centre Referee will raise a red card to indicate a competitor disqualified. Article 35. 35.1 Duration of bout – 2 rounds of 2 minutes in eliminations and 3 rounds of 2 minutes in the finals. 35.2 One-minute break shall be given between rounds. 35.3 Deciding the Winner Jury President will decide according to the points awarded by the judges, by knock-out or technical knock out. 35.4. A contestant shall be declared knocked down in any portion of the contestant's body other than the feet touch the floor, or if the contestant hangs helplessly over the ropes. 35.5 A contestant shall not be declared knocked down if he is punched, thrown, or accidentally slips to the floor. The determination as to whether a contestant is pushed, thrown or slips to the floor, rather than being knocked down, shall be made by the referee. Article 36. Knock-out/ knock-down 36.1 Whenever a contestant is knocked down, the referee shall order the contestant’s opponent to retire to the farthest corner of the ring, pointing to the corner and immediately begin the count over the knocked down contestant. The referee will audibly announce the passing of each one second interval, indicating the passage with a downward motion of the arm. 36.2 Any time a contestant is knocked down, the referee shall automatically begin a mandatory eight-count and then, if the contestant appears able to continue, will allow the bout to resume. The timekeeper, through effective signaling, shall give the referee the correct one-second intervals for the count. The referee's count is the only official count. 36.3 Should a contestant be knocked down three times in one round from blows to the head, the referee shall stop the contest and declare the contestant opponent to be the winner by technical knockout. 36.4 Should a contestant who is down rise before the count of ten is reached and then go down immediately without being struck, the referee shall resume the count where it was left off. 36.5 If the contestant taking the count is still down when the referee calls the count of ten, the referee shall wave both arms to indicate that the contestant has been knocked out and will signal that the contestant's opponent is the winner. 36.6 A round's ending before the referee reached the count of ten will have no bearing on the count. The contestant must still rise before the count of ten to avert a knockout. 36.7 Should both contestants go down at the same time, the referee shall continue to count as long as one of the contestants is down. If both contestants remain down until the count of ten, the contest will be stopped and the referee shall declare the bout to be a technical draw. But if one contestant rises before the count of ten and the other contestant remains down, the first contestant to rise shall be declared the winner by knockout. Should both contestants rise before the count of ten, the round will continue. Article 37. Injury 37.1 When a competitor is injured during competition, the Centre Referee must stop the match and call the Doctor. After the injured competitor is treated, the Doctor must recommend to the Centre Referee as to whether that competitor could continue competing. The Doctor’s decision is final. 37.2 Deciding the winner when the match cannot continue due to injury 37.2.1 When it is decided that the opponent is at fault for causing the injury, then the injured competitor will be declared the winner. 37.2.2 When it is decided that it is the fault of the injured competitor that caused his or her own injury, then the injured competitor’s opponent will be declared the winner. 37.2.3 If two Competitors injure themselves at the same time and if both are found to be unfit to continue, the winner is the Competitor who has more scored points till that moment of stopping the match. If the Competitors are even, the Jury President will decide the winner after consultation with the Ring Council. 37.2.4 Until the decision for injured competitor has been made, the match cannot go on to the next round. 37.2.5 The competitor not accepting the doctor’s decision shall be disqualified.
