61.2 - Special Emphasis Program Resources and Requirements
FOREST FEDERAL WOMEN'S PROGRAM MANAGERS, REGION 1
MEMORANDUM OF UNDERSTANDING
The purpose of this Memorandum of Understanding is to ensure a clear understanding exists
between the employee, employee's immediate supervisor, the Forest Supervisor, and the
Regional Federal Women's Program Manager while performing additional/collateral duties as a
Federal Women's Program Manager.
It is understood and agreed that a minimum of ____% of the employee's time will be allocated
for carrying out the duties and the employee's primary duties workload will be adjusted
accordingly. Additional time for the performance of duties may be necessary for special
programs or projects (i.e., preparation of annual civil rights work plans, etc.) and will be
allocated by agreement between the employee, immediate supervisor, and Forest Supervisor.
It is further understood that while performing collateral duties, the normal supervisor/employee
relationship does not exist and the incumbent reports directly and is accountable to the Forest
Supervisor for the Federal Women's Program portion of their responsibilities. A work plan and
accomplishment report for the Forest FWP will be developed (generally on a fiscal year basis).
The incumbent will periodically brief the Forest Supervisor and staff on matters relating to
program accomplishment and failures to assure accomplishment of FWP goals.
It is further understood that while performing these collateral duties, the employee will notify the
immediate supervisor before leaving his/her primary assigned duties and will keep the supervisor
informed of his/her whereabouts and estimated time of return to primary duties. It is in this
respect the normal supervisor/employee relationship continues.
It is further understood that all necessary absences away from the primary duty work location for
the purposes of developing work plans, meetings, programs, training, etc., will be scheduled, as
much as possible, in advance through immediate supervisor and other necessary administrative
approval will be obtained as appropriate. It is in this respect the normal supervisor/employee
relationship continues.
It is further understood that a statement of differences, a training plan, and the collateral duty
program manager performance element are completed with this memorandum of understanding.
The employee will attend an OPM session, "Federal Women's Program Manager Workshop" and
Region 1's course, "Role of Supervisors and Managers in EEO" during the next 6 months.

It is further understood that in case of any disagreement whatsoever between the employee and
immediate supervisor as to the priority of these collateral duties, the Forest Supervisor will
resolve these differences to insure a normal harmonious work relationship. This memorandum
has been prepared in accordance with FSM Chapter 1761 ("Special Emphasis Programs," 5/78)
and FPM Letter 713-37 ("Documenting EEO Collateral Duties in Official Position Descriptions,"
5/20/77).
